Staff Recommendations

That the Fendalton-Waimairi-Harewood Community Board:

1.         Receive the tabled correspondence from the Westall Trust regarding issues previously raised relating to retaining character, amenity and health in Glandovey and Idris Roads.

Part B

The Fendalton-Waimairi-Harewood Community Board decided to:

1.              Receive the tabled correspondence from the Westall Trust.

2.              Request an urgent update on the status of the issues raised by the Westall Trust.

3.              Express its disappointment at the lack of urgency in arranging a meeting of the working group and requested this be expedited.

8.   Veitches Road - 40 Kilometres Per Hour Variable Speed Limit

 

Community Board Decided FWHB/2017/00109 (Original Staff Recommendation accepted without change)

Part A

The Fendalton-Waimairi-Harewood Community Board recommends that the Council:

1.         Approve the installation of a 40 kilometres per hour Variable Speed Limit on Veitches Road (School Speed Zone), Land Transport Rule Setting of Speed Limits 2017, and the New Zealand Gazette Notice (21/04/2011, Number 55, page 1284) including the times of operation.

2.         Approve that, subject to the Council approving recommendation 1 above, pursuant to Clause 5(1) of the Christchurch City Speed Limits Bylaw 2010, a Variable Speed Limit (40 kilometres per hour School Speed Zone) apply on:

a.         Veitches Road, commencing at a point 138 metres west of its intersection with Cavendish Road and extending in a westerly direction for a distance of 255 metres.

3.         Approve that subject to the Council approving recommendation 1 and 2 above, that the above mentioned Variable Speed Limit shall come into force on completion of infrastructure installation.

Note:  In relation to clause 2a above, the Board’s recommendation covers the Veitches Road section west of Grampian Street.

9.   School Road - Parking Restrictions

 

Community Board Resolved FWHB/2017/00110 (Original Staff Recommendation accepted without change)

Part C

The Fendalton-Waimairi-Harewood Community Board resolved to:

1.         Revoke all parking and stopping restrictions on the north side of School Road commencing at a point 580 metres south east of its intersection with Guys Road and extending in a south easterly direction for a distance of 56 metres.

2.         Approve that the parking of vehicles be restricted to a maximum period of three minutes on the north side of School Road commencing at a point 580 metres south east of its intersection  with Guys Road and extending in a south easterly direction for a distance of 49 metres.  This restriction is to apply between the hours of 8am to 9am and 2.30pm to 3.30pm on school days.

3.         Approve that the parking of vehicles be restricted to 90 degree angle parking and be reserved for vehicles with an approved disabled person’s parking permit, prominently displayed in the vehicle, in accordance with section 6.4.1 of the Land Transport-Road User Rule: 2004.  This restriction is to apply on the north side of School Road commencing at a point 629 metres southeast of its intersection with Guys Road and extending in a south easterly direction for a distance of seven metres.

That the Fendalton-Waimairi-Harewood Community Board decided to:

1.         Receive the Fendalton-Waimairi-Harewood Area Report for October 2017.

 11.      Elected Members’ Information Exchange

Part B

Board members exchanged information on matters of current interest including:

11.1    A request for feedback regarding the adequacy of the Board’s staffing resources.

11.2    The recent ‘drop in’ session for neighbouring property owners on 4 October 2017 regarding the proposed Jeffreys Reserve Replacement Water Tank.  A ‘drop in’ session for local residents will be held on Wednesday 18 October 2017 at 5.30pm.

11.3    The decline in member numbers for some local Residents’ Associations.  Community Governance Team staff are available to work with affected Associations to guide them through the recess process.
