That the Coastal-Burwood Community Board:

1.              Receive the information in the correspondence report dated 16 October 2017

2.              Receive the item of late correspondence to the Board and Mayor from the Avon-Heathcote Estuary Ihutai Trust regarding South Brighton area flood protection.

3.              In response to the proposal from Avon-Heathcote Estuary Ihutai Trust for estuary edge protection, and in recognition of general community support, the Board requests staff  advice on the mechanism for amending the South New Brighton Reserves Development and Management Plans, so that other options for the treatment of the domain frontage of the South Brighton Estuary Edge could be considered.

It was noted that in his role as the Council’s liaison on the Avon-Heathcote Estuary Ihutai Trust, Glenn Livingstone abstained from voting on the decision that was resolved on  11th October 2017 by the Avon-Heathcote Estuary Ihutai Trust.

A copy of the late correspondence item received from the Avon-Heathcote Estuary Ihutai Trust is contained in the minutes below.

The Board noted the request from David Pierce for recycling bins on Marine Parade. Staff were assessing the viability of the proposal and the Board would be advised.

The Board noted that the correspondence from Keith MacKay and other residents regarding the Christchurch School of Gymnastics Lease had also been addressed to Councillors and that a response would be sent from the Head of Recreation, Sports and Events.

 

 

8.   Coastal-Burwood 2017-19 Community Board Plan

 

Board Comment

The Board discussed the Community Board Plan and were requested to submit any final additions/changes to the plan prior to the formal adoption of the plan.

1.         Adopt the Coastal-Burwood 2017-19 Community Board Plan.

9.   Coastal-Burwood Discretionary Response Fund Applications

 

Board Comment

Staff informed the Board that the Discretionary Response Fund Application from Miss Lilly's Trust has been withdrawn by the applicant.

Staff received information from Eastern Community Sport and Recreation Incorporated prior to the meeting regarding their increased need for funding towards the Rawhiti $2 Pool Project for the 2017/18 summer season. This information was circulated to the Board prior to the meeting.

 

Staff Recommendations

That the Coastal-Burwood Community Board:

1.         Approves a grant of $7,000 to Eastern Community Sport and Recreation from the 2017/18 Discretionary Response Fund towards the Rawhiti $2 Pool Project for the 2017/18 summer season.

2.         Approves a grant of $3,000 to the Family Help Trust from the 2017/18 Discretionary Response Fund towards their Breaking the Cycle for Christchurch Children Project.

3.         Approves a grant of $1,000 to Miss Lilly's Angel Trust from the 2017/18 Discretionary Response Fund towards the World's Largest Potluck Lunch 2017. Noting that should the event be held again it would be a better fit as a Metropolitan application.

That the Coastal-Burwood Community Board:

1.         Approves a grant of $250.00 from its 2017/18 Youth Development Fund to Bailey McCaughan towards the 2017 GymnasticsNZ Aerobics National Championships in Auckland 7 to 10 October 2017 and the 2017 GymnasticsNZ Tumbling National Championships in Christchurch 12 to 14 October 2017.

2.         Approves a grant of $500.00 from its 2017/18 Youth Development Fund to Justice Setefano towards the Hip Hop Unite World Championships in Amsterdam, Netherlands 19-21 October 2017.

11. Coastal-Burwood Community Board Area Report

 

Board Comment

The Board agreed that members would send suggestions to staff for the expenditure of the $25,000 allocated in the Annual Plan 2017/18 for Parks Beautification.

The Board agreed that an item for inclusion in Newsline be the use of Wainoni Park for Rugby World Cup training on 31 October 2017.

12. Elected Members’ Information Exchange

Part B

12.1    The Board noted a recent newspaper article suggesting the possibility of the Council charging residents for the water they use. Should the notion of water charges be proposed, the Board agreed that they would not be in favour of that proposal.

 

12.2    The Board discussed Environment Canterbury’s (ECAN) Navigation Safety Bylaw rules for the Avon River. Members had been advised of requested safety changes that the Arawa Canoe Club and Canterbury Rowing wished made to Avon River traffic lanes. ECAN require the proposers to consult with other river users and the Community Board. The Board agreed to provide support to the change of rules proposed by the concerned users.

 

12.3    In response to a request received from Tim Baker, the Board agreed to write a letter of support to St Ambrose Church for their funding application to the Rata Foundation towards a new kitchen.
