5.1       Keith MacKay – Proposed Lease to Christchurch School of Gymnastics at QEII Park

Keith MacKay was unable to attend the meeting in time for his scheduled deputation.

 

 

 

 

 

5.2       Craig MacKay – Proposed Lease to Christchurch School of Gymnastics at QEII Park

Craig MacKay spoke to the Board on the report at item eleven on the agenda, regarding the proposed lease to Christchurch School of Gymnastics at QEII Park.

Mr MacKay’s concerns included opposition to the proposed site for Christchurch School of Gymnastics , the loss of park space and overdevelopment of QEII Park, the loss of trees, the cost of ground improvements, suitability of other sites, the visual impact of the building and the consultation process.  He said he would like an overall plan for QEII Park in place before there is further development.

The Chairperson thanked Mr MacKay for his deputation.

 

5.3       Lynda Hunt– Proposed Lease to Christchurch School of Gymnastics at QEII Park

Lynda Hunt spoke to the Board on the report at item eleven on the agenda, regarding the proposed lease to Christchurch School of Gymnastics at QEII Park.

Lynda Hunt’s concerns included her belief that there was a lack of proper consultation including misinformation about the consultation being extended, the loss of trees, the impact on the walking track, loss of space on QEII Park.  She made special mention of the Park’s importance to residents as a place of tranquillity.  Lynda Hunt suggested the Christchurch School of Gymnastics should continue to use the existing site as she did not feel the reasons were compelling for the School to move to a new site.  She noted that she believed the Christchurch School of Gymnastics was an asset to the area and her concerns were not about the School itself.

The Chairperson thanked Mrs Hunt for her deputation.

 

5.4       Dan O'Sullivan - Proposed Lease to Christchurch School of Gymnastics at QEII Park

Dan O'Sullivan spoke to the Board on the report at item eleven on the agenda, regarding the proposed lease to Christchurch School of Gymnastics at QEII Park.

Mr O’Sullivan’s concerns included additional consultation being offered during a site visit but not taking place, the Christchurch School of Gymnastics should either fix or demolish their existing building, loss of valuable land with the proposal, the process should be halted until there is a comprehensive master plan for QEII Park, other locations off the Park should be considered.  Mr O’Sullivan also suggested that the Park needed to be reclassified as Reserve Act land.

The Chairperson thanked Mr O'Sullivan for his deputation.

11. Proposed Lease to Christchurch School of Gymnastics - 193 Travis Road - Part of Queen Elizabeth ll Park 

 

Board Comment

At the Board’s request, staff provided comment on the matters of concern raised in the deputations.

Other potential sites were discussed at an onsite meeting with residents and community groups. However, after further investigations into these alternative sites, all of them were either unsuitable or unfeasible.  A letter and information leaflet summarising the options that were investigated was developed and subsequently sent to residents however it was acknowledged that this went out some time after the site meetings and should have been sent earlier to inform residents and meeting attendees of this outcome.

The Board noted that when the Council approved the land sale to the Ministry of Education, they also resolved to  allocate the proceeds from the sale of land towards the development and implementation of a Masterplan for the rest of QEII Park.  This Masterplan will include community input and consider things such as:

•          What principles will define the nature and character of the park to meet the              community’s needs.

•          What the community wants to see on the park (e.g. walking paths, a golf course, etc.)

The Board said that they would like to work with the Christchurch School of Gymnastics regarding the building and landscaping surrounding the building as well as the replacement of any trees that are removed as a result of the development. 

 

 

Staff Recommendations

That the Coastal-Burwood Community Board:

1.         Recommend that the Council grant a lease to the Christchurch School of Gymnastics Incorporated over an area of 3,151 square metres approximately being part of QEll Park also known as 193 Travis Road as shown in Attachment A to this report.

2.         Authorise the Property Consultancy Manager to conclude and administer the terms and conditions of the lease including landscaping and tree replacement in accordance with the consultation and agreement by the Coastal-Burwood Community Board as detailed in item 5.21 of this report.

That the Coastal-Burwood Community Board:

1.              Authorise the Property Consultancy Manager to conclude and administer the terms and conditions of the lease including landscaping and tree replacement in accordance with the consultation and agreement by the Coastal-Burwood Community Board as detailed in item 5.23 of this report – ‘The Community Board has expressed their desire, should the lease be approved, to enter into an agreement to work with CSG regarding the building, landscaping surrounding the building including a potential bund and other mitigating landscaping as well as the replacement of any trees that are removed as a result of the development.’

2.         Request that staff engage with the Community Board and Community to develop a landscape plan in conjunction with the QEII Park masterplan process. Noting that approximately 20 trees will need to be removed, to enable the lease to occur.

12.   Coastal-Burwood Community Board Area Report

Board Comment    

12.1    The Board agreed to a standing item on their agendas, as suggested by the Mayor, to enable discussion to be held and information received on Southshore and South New Brighton regeneration.

 

12.2    Staff undertook to follow up on the intentions for repair to the boat ramp at 60 Owles Terrace

 

12.3    The Board noted that the South New Brighton Reserves Development Plan (and the associated              South New Brighton Reserves Management Plan 2014) are in need of review due to them not            reflecting the current circumstances, users and needs and views of the community. 

 

12.4    In relation to the information provided about the stopbank extension proposed for south of Bridge Street, the Board noted:

·           They agree there is a need for the stopbank

·           The Board asked for clarification:

o   Does this connect with the other stop banks and temporary bunding?

o   Given there are areas that have been planted by the community, how will the work be implemented to ensure minimal damage to the plantings and informal trail 

             Staff undertook to follow these up.

13. Elected Members’ Information Exchange

Part B

13.1    David East reported back to the Board on the recent Styx River Working Party meeting and              agreements reached on improvements to the Styx River.

13.2    Kim Money and Tim Sintes reported on their attendance at the recent South Brighton Residents Association Annual General meeting, noting that around 23 prospective new members had applied to join the Association.

13.4    Tim Sintes acknowledged the excellent work on the South Brighton Boardwalk which was nearing completion.

13.5    Staff undertook to follow up on a potentially dangerous soccer goal located in the South New Brighton Park.

13.7    It was reported that the proposed Godwits Sculptures on the Bridge Street Bridge should be in place by the end of the year.
