1.   Purpose of Report

1.1       This report is to provide information to the Road Closure Subcommittee on the proposed road closures associated with the Lyttelton Farmers Markets.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in this report.

2.         Approve the closure of London Street - From Oxford Terrace to Canterbury Street, From 7:30am to 2pm every Saturday from 24 June 2017 to 23 June 2018.

 

 

3.   Key Points

3.1       The Lyttelton Farmers market has been operating at this location for several years Post Earthquakes and does not unreasonably impact traffic movements in the area due to the grid nature of the roading network in Lyttelton. 

3.2       Advertising for the proposed road closures were placed in the Press on 22 May 2017 and no objections were received.

3.3       The Christchurch Transport Operations Centre (CTOC) supports the proposed road closures for this event and believes the impacts of these closures are appropriately balanced for an event of this size and nature.

3.4       CTOC have not received any complaints regarding the closures associated with this event in the past.

3.5       CTOC are aware that the Lyttelton Farmers Market organisers have engaged with impacted businesses and residents prior to public notices being placed for the proposed closures.

3.6       The Lyttelton Farmers Market is a permitted on road activity under Chapter 7 Transport - 7.4.1.1 Permitted activities, P15 of the Christchurch District Plan.

1.   Purpose of Report

1.1       This report is to provide information to the Road Closure Subcommittee on the proposed road closures associated with the Lyttelton Festival of Lights 2017.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in in this report.

2.         Approve the closure of London Street - From Oxford Street to Canterbury Street, from 12 Midday 23 June to 1am 24 June 2017.

3.         Approve the closure of London Street - From Oxford Street to Dublin Street, from 2pm 23 June 2017 to 1am 24 June 2017.

4.         Approve the closure of Canterbury Street - From Winchester Street to Norwich Quay, from 2pm 23 June 2017 to 1am 24 June 2017.

 

 

3.   Key Points

3.1       The Lyttelton fireworks has operated, in the proposed configuration, for the past few years and steps to alleviate congestion and parking issues, observed in post-earthquake years,  have worked to provide a better outcome for attendees to the event and regular road users within the area.

3.2       Advertising for the proposed road closures were placed in the Press on 22 May 2017 and no objections were received.

3.3       The Christchurch Transport Operations Centre (CTOC) supports the proposed road closures for this event and believes the impacts of these closures are appropriately balanced for an event of this size and nature.

1.   Purpose of Report

1.1       This report is to provide information to the Road Closure Subcommittee on the proposed road closures associated with the Children’s Lantern Parade.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in this report.

2.         Approve the closure of Worcester Street - from Cathedral Square to Manchester Street, from 4pm to 6pm on 8 July 2017.

3.         Approve the closure of Cathedral Square - from Hereford Street to Colombo Street, from 4pm to 6pm on 8 July 2017.

4.         Approve the closure of Gloucester Street - from 20 metres West of New Regent Street to 20 metres East of New Regent Street, from 4pm to 6pm on 8 July 2017.

5.         Approve the closure of Armagh Street - from Colombo Street to Manchester Street, from 4pm to 6pm on 8 July 2017.

6.         Approve the closure of Armagh Street – From Manchester Street to Madras Street, from 3.30pm to 8pm on 8 July 2017.

 

 

3.   Key Points

3.1       The Children’s Lantern Parade has run along the proposed route in previous years and does not unreasonably impact traffic movements in the area due to the limited time frame required for the parade to progress.

3.2       As the Parade passes through, sections of road are progressively opened when safe to do so.

3.3       Advertising for the proposed road closures were placed in the Press on 22 May 2017 and no objections were received.

3.4       The Christchurch Transport Operations Centre (CTOC) supports the proposed road closures for this event and believes the impacts of these closures are appropriately balanced for an event of this size and nature.

3.5       CTOC are aware that the CCC Events Production Team have engaged with impacted businesses in the vicinity of the route prior to public notices being placed for the proposed closures.
