Part B

4.1       Sophie Allen and Terra Dumont for the Working Waters Trust, addressed the Committee regarding their Christchurch Enviro Hub proposal.

The Committee thanked Sophie and Terra for their deputation.

Education Presentations

1.         Ryan Reynolds of Gapfiller addressed the Committee regarding their Learning Education Outside the Classroom programme.

The Committee thanked Ryan for his presentation.



Councillor Swiggs left the meeting at 1.35pm.

2.         Pete Johnson, Lead Environmental Educator and Celia Sheerin, Education Teacher provided an update on Christchurch City Council's Learning Through Action Programme.

The Committee thanked Pete and Cecilia for their presentation.


3.         Tracey Mills addressed the Committee regarding “Christchurch - City of Opportunity for Children and Young People”.

The Committee thanked Tracey for her presentation and would like to support the project further by requesting the Councils Chief Information Officer to look at hosting a website for the project, but not controlling the content.

Report from Development Forum - 22 March 2017

6.   Development Contributions Policy Review


Committee Comment

1.              At the Council meeting on 6 April 2017, the Council left the Development Contributions Policy Review 2017 report lie on the table until the Council meeting on 13 April 2017 and requested the Committee consider the information further.

2.              Staff provided an update on the overall process for the Development Contributions Policy Review and suggested new recommendations for the Committee to consider. The Committee accepted the recommendations which will be considered by the Council at its meeting on 13 April 2017.

Part A

That the Committee recommend that the Council:


1.              Agrees that the draft development contributions policy 2017 includes provision for the Council to cap a development contribution charge in situations where the Council believe this is necessary to promote community wellbeing.

2.              Agrees to the preliminary amendments to the draft Development Contributions Policy as detailed in Attachment 1 of the report.

3.              Agrees to the proposed further use of catchments to assess and charge for development contributions as recommended in Attachments 2 of the report.

4.              Notes that the catchment boundaries and development contribution charge effects will be presents to the Committee and then to Council in the updated final draft Development Contributions Policy 2017.

5.              Notes the central city development contribution rebate schemes remains in place for 2017/18 year.

6.              Notes that the final draft Development Contributions Policy will go out for community consultation before submissions are considered and consequential amendments made prior to being brought back to the Committee and then Council for final approval.

8.   Transitional City Projects Fund - amendments to Terms of Reference


Committee Decided ISDC/2017/00009

(Staff recommendation accepted without change).

Part A

That the Committee recommend that the Council:

1.         Adopt a revised Terms of Reference for the Enliven Places Project Fund (currently named the Transitional City Projects Fund).

2.         Delegate minor changes to the Terms of Reference to the Head of Service for Urban Regeneration, Urban Design and Heritage. Minor changes being those that support continued smooth running of the Fund and maximise uptake.
