Community Board Decision

That the minutes of the Coastal-Burwood Community Board meeting held on Monday, 3 April 2017 be confirmed.

4.   Deputations by Appointment

Part B

4.1       The Principals of Avonside Girls’ High School and Shirley Boys High School, Sue Hume and John Laurenson, presented a concept design of the new campus for the two schools to be built on QEII Park commencing in May 2017.

             The Chairperson thanked Ms Hume and Mr Laurenson for their deputation.

 

4.2       Family For Life Trust members Kerry Rutherford and Corey Watkinson, spoke to the Board in regards to item nine of the agenda - new lease over the Aranui Playground. Mr Rutherford spoke of the organisation’s plans for the use of the site as an early learning childcare centre.

             The Chairperson thanked Mr Rutherford and Mr Watkinson for their deputation.

 

5.   Presentation of Petitions

With the agreement of the Board, the Chairperson moved item nine of the agenda to be heard.

9.   Deed of Surrender and Deed of Lease to Family For Life Trust at Aranui Playground

Part A

That the Coastal-Burwood Community Board recommend that the Council:

1.         Agree to surrender the existing lease with Pacific Trust Canterbury over the land at 13 Merrington Crescent, also known as Aranui Playground, 307 Breezes Road; and

2.         Agree to grant a new lease to Family For Life Trust over an area of land approximately 1324m2 located at 13 Merrington Crescent, also known as Aranui Playground at 307 Breezes Road contained in Certificate of Title CB516/289 for a term of 20 years less 1 day for the purpose providing early learning childcare services.

6.   Tree Removal Request 20 Lexington Place

8.   Bowhill Road Proposed P10 Restriction

1.         Approve that a P10 parking area be installed on the south side of Bowhill Road commencing at a point 13 metres west of its intersection with Keyes Road and extending in a westerly direction for a distance of 18 metres, this restriction is to apply at any time.

10. Coastal-Burwood Community Board ANZAC Day 2017 Wreath Laying

 

The Board considered a report requesting approval of funding for its ANZAC Day commemoration wreath laying and to determine representatives at the ceremonies.

Linda Stewart requested that the budget for the purchasing of the wreaths be increased to $600.

 

Staff Recommendations

That the Coastal-Burwood Community Board:

1.         Resolves to make a grant of $500 towards the cost of ANZAC Day 2017 wreaths

2.         Determines the locations for laying of wreaths and who will represent the Board at those locations.

1.            Resolves to make a grant of $500 from its 2016/17 Discretionary Response Fund towards the cost of ANZAC Day 2017 wreaths

2.            Determines the locations for laying of wreaths at the Burwood Monument, New Brighton and Aranui Ceremonies. Linda Stewart to represent the Board at the Burwood ceremony, Glenn Livingstone and Kim Money at the New Brighton Ceremony and Tim Baker at the Aranui ceremony.

11. Coastal-Burwood Community Board Youth Development Funding Scheme 2016-17 T Tauapai

1.            Approves a grant of $300.00 from its 2016/17 Youth Development Fund to Tanaisjah Tauapai towards the New Zealand Hip Hop National Championships from the 26-29 April in Auckland.

12. Coastal-Burwood Community Board Area Report

12.1       Environment Canterbury Annual Plan 2017/18 Submission – The Board requested staff to investigate opportunities for the Board to contribute to any Council submission on Environment Canterbury’s 2017/18 Annual Plan.

12.2       Significant Board matters of interest to raise at Council – While the Board accepted the logic of the repair methodology used in the resealing of the trafficable portion of a stretch of Estuary Road, they remained concerned about the danger and disadvantage this places on cyclists using this road.

That the Coastal-Burwood Community Board:

1.            Receive the Area Update.

2.            Request the Submissions Committee to prepare a draft submission on the Christchurch City Council’s Draft Annual Plan 2017/18 and requests that the draft submission be circulated to the Board for comment prior to submission; noting that the Submissions Committee has the delegated authority to submit on the Board’s behalf.

13. Elected Member Information Exchange

Part B

13.1       The Board requested staff to consider providing Bryan and Colleen Fairbairn with one Red and four Green waste bins to be placed on site to assist them in their work in maintaining a portion of red zoned land in Avonside.

13.2       The Board expressed their condolences to the family of Walter (Wally) Wakefield on his recent passing.

13.3       The Board noted their intent to hold a Flood Protection workshop involving staff, Residents Association representatives, Regenerate Christchurch and a coastal engineering expert. Members agreed with the Mayor’s recent suggestion that the Avon-Heathcote Estuary Ihutai Trust also be involved in those discussions.
