1.   Apologies

An apology for early departure was received and accepted from Natalie Bryden.

 

2.   Declarations of Interest

There were no declarations of interest recorded.

 

3.   Appointment of Committee Chairperson

 

At its meeting on 28 February 2017, the Halswell-Hornby-Riccarton Community Board, inter alia, resolved that the Submissions Committee appoint its Chairperson and Deputy Chairperson.

 

The Community Governance Manager invited nominations for the position of Committee Chairperson.

 

Debbie Mora was nominated by Helen Broughton, seconded by Natalie Bryden.

 

Ross McFarlane was nominated by Helen Broughton. Mr McFarlane declined.

 

There were no further nominations received.

 

Committee Resolved HRSC/2017/00004

Part C

That the Halswell-Hornby-Riccarton Community Board Submissions Committee resolves to:

1.         Appoint Debbie Mora as Chairperson of the Halswell-Hornby-Riccarton Community Board Submissions Committee.

4.   Appointment of Deputy Committee Chairperson

 

The Committee Chairperson invited nominations for the position of Deputy Committee Chairperson.

 

Ross McFarlane was nominated by Helen Broughton, seconded by Debbie Mora.

 

There were no further nominations received.

Part C

That the Halswell-Hornby-Riccarton Community Board Submissions Committee resolves to:

1.         Appoint Ross McFarlane as Deputy Committee Chairperson of the Halswell-Hornby-Riccarton Community Board Submissions Committee.

5.   New Hornby Library and Customer Services and South West Leisure Centre - Community Consultation and Engagement

 

The Committee was tasked with formulating a recommendation on behalf of the Board to the Council meeting on 13 April 2017 on the proposed consultation documentation.

The Committee considered a report from staff regarding the contents of the intended consultation and engagement for the above projects.

Staff in attendance spoke to the accompanying report and recommendation below, and answered questions from members.

 

Staff Recommendation

That the Halswell-Hornby-Riccarton Community Board Submissions Committee recommend that the Council:

1.         Endorses the commencement of consultation and engagement regarding options for the location and configuration of the New Hornby Library and Customer Services; and the South West Leisure Centre as contained in the draft consultation documents.

2.         Notes that a report will be generated with findings and recommendations upon completion of the consultation. 

 

Arising from its ensuing discussions, the Committee agreed on some changes to the document proposed by the staff.

Those proposed changes to the consultation document are highlighted in yellow for consideration by the Council.

Natalie Bryden left the meeting at 2.19pm.

Part A

That the Halswell-Hornby-Riccarton Community Board Submissions Committee recommend that the Council:

1.         Endorses the commencement of consultation and engagement regarding options for the location and configuration of the New Hornby Library and Customer Services; and the South West Leisure Centre as contained in the draft consultation documents, as proposed amendments in yellow shown in Attachment B. 

2.         Notes that a report will be generated with findings and recommendations upon completion of the consultation.
