5.   National Policy Statement for Freshwater Management

 

Board Comment

The Committee welcomed Mike Mora and Catherine Chu, representatives from the Halswell-Hornby-Riccarton Community Board, who joined the Submissions Committee for the consideration of the Government’s proposed changes to the National Policy Statement for Freshwater Management.

Joint feedback, on behalf of both the Fendalton-Waimairi-Harewood and Halswell-Hornby Riccarton Community Boards, was prepared for consideration for inclusion in the Christchurch City Council’s submission on the proposed changes to the National Policy Statement for Freshwater Management.

2.         Provided joint feedback, on behalf of the Fendalton-Waimairi-Harewood and Halswell-Hornby-Riccarton Community Boards, for consideration for inclusion in the Christchurch City Council’s submission on the Government’s proposed changes to the National Policy Statement for Freshwater Management. The Fendalton-Waimairi-Harewood and Halswell-Hornby-Riccarton Community Boards thank the Council for the opportunity to provide feedback for consideration in the preparation of its submission to the Government on the National Policy Statement on Freshwater Management.

 

Feedback

The Fendalton-Waimairi-Harewood and the Halswell-Hornby-Riccarton Community Boards welcome the move to greater national co-ordination and support a National Standard on water quality.

They also invite the Council to recommend that the Government implement all the recommendations of the Land and Water Forum.

 

1. 90% of rivers and lakes swimmable by 2040

Both the Fendalton-Waimairi-Harewood and Halswell-Hornby-Riccarton Community Boards consider that the target for swimmable rivers should be increased to 100% for all rivers swimmable by 2040.  They agree that the water quality of our rivers and lakes for swimming will also improve the water quality for other activities, including the ecological health of our waterways.  The Boards would not, however, support a reduction in the current criteria for E.coli, nitrates etc, levels to meet the swimmable rivers target.

 

Both Boards consider that the swimmable criteria should be prioritised for those rivers located near higher populated areas and farmed areas, and that the criteria reflect the Ministry of Health’s Standards.

 

 2. Funding to improve fresh water

The Boards support the Government’s proposed investment in the Freshwater Improvement Fund but consider that priority in the allocation of funding should focus first and foremost on projects that will enhance the water quality over the installation of irrigation schemes/infrastructure provision.

In the Board’s view, the monies received from penalties imposed on landowners who do not meet the requirements for keeping stock out of waterways should be channelled back into the Freshwater Improvement Fund thereby maintaining its ongoing viability.

 

3.  Keeping stock out of our waterways

The Boards welcome the progression on stock exclusion but consider that the timeframes are too long and that all stock types should be excluded from waterways by 1 July 2020 (or earlier as identified in the National Policy Statement).

It is recommended by the Boards that the application of riparian buffers be mandatory for all waterways.

 

The $2,000 penalty rate for landowners who do not meet requirements for keeping stock out of waterways is not considered high enough to discourage non-compliance. The Board’s therefore recommend that fines of up to a maximum of $10,000, be imposed. Furthermore, the Boards recommend that instant fines be utilised and the enforcement of such penalties be mandatory.

Both Community Boards also consider that greater clarification around the definition of a breach and the scale of the offence, is required.

 

General Comments

The Boards consider that the National Policy Statement on Freshwater Management document should include reference to Unitary Authorities interchangeably whereas presently, just regional councils are named in the draft document.

 

The Fendalton-Waimairi-Harewood Community Board and the Halswell-Hornby-Riccarton Community Board note that further work will be undertaken in relation to freshwater allocation, good management practice and science investment, but are concerned that the issues regarding the quantity and quality of groundwater do not appear to be included in these work streams.
