Community Board Decision

That the minutes of the Linwood-Central-Heathcote Community Board meeting held on Monday, 12 December 2016 be confirmed subject to the following amendment:

Addition of the words ‘and the public platform’ to clause 4.1, paragraph 1, line three (Deputation Christchurch Yacht Club on the Christchurch Coastal Pathway) to now read:

4.1       Christchurch Yacht Club

Trevor Kite presented on behalf of Christchurch Yacht Club regarding the rebuilding of a new boat shed, part of which the coastal pathway is to pass.  The Club sought the Board's support for approaching Council for funding to build the part of the coastal pathway and the public platform near their boat shed.

4.1       Wainoni/Avonside Community Services Trust

 

Betty Chapman, Community Co-ordinator spoke on behalf of Wainoni/Avonside Community Services Trust regarding the Trust’s history, its programme of activities and how the programme reflects the current needs of its local community.

The Board thanked Ms Chapman for her deputation.

 

4.2       Friends of Redcliffs Park

Chris Doudney, Duncan Currie, Topsy Rule and Simi Desor spoke on behalf of the Friends of Redcliffs Park to outline the Friends’ concerns on the proposed loss of Redcliffs Park if transferred to the Ministry of Education for use as a school site.

Darrel Campbell, Gracefield Avenue property owner, spoke to the Board about her application to have a street tree removed.

7.   Bromley Road - Pedestrian Island

 

Community Board Resolved LCHB/2017/00048 (Original Staff Recommendation Accepted Without Change)

Part C

That the Linwood-Central-Heathcote Community Board:

1.              Approve that a central pedestrian refuge island be constructed on Bromley Road, at the intersection with Keighleys in accordance with Attachment A.

2.                 Approve the following no stopping restrictions:

a.              That stopping of vehicles be prohibited at any time on the east side of Keighleys Road commencing at its intersection with Bromley Road and extending in a northerly direction for a distance of 16 metres.

b.             That stopping of vehicles be prohibited at any time on the north side of Bromley Road commencing at its intersection with Keighleys Road and extending in an easterly direction for a distance of 40 metres.

c.              That stopping of vehicles be prohibited at any time on the south side of Bromley Road commencing at its intersection with Keighleys Road and extending in an easterly direction for a distance of 36 metres.

d.             That stopping of vehicles be prohibited at any time on the east side of Keighleys Road commencing at its intersection with Bromley Road and extending in a southerly direction for a distance of 25 metres.

8.   Canterbury Horticultural Society - Application to Assign Lease to Canterbury Cricket Trust

The Board was asked to provide comment to the Council.

Part A

That the Linwood-Central-Heathcote Community Board:

1.              Requests that the Council ensure staff have checked that Canterbury Cricket Trust is meeting existing resource consent conditions on Hagley Park before the lease is reassigned.

2.              That the Council requests that staff check what assessments of environmental effects have been done, especially around variation to the lease.

9.   Bells Creek Outfall Landscape Plan and Tree Removal

 

Board Comment

The Board was advised that the project team have met with the Edmonds Park neighbours and it has been agreed to not install a pathway. The project team has not heard from the Ministry of Education in relation to the non-installation of a walkway in Edmonds Park.

1.              Approve the landscape plan for works associated with the construction of the Richardson Terrace pump station outfall as a result of the Land Drainage Recovery Programme flood mitigation works.

2.              Approve the removal of one street tree to allow the Bells Creek flood mitigation works to be implemented.

15. Community Board Chairpersons and Deputy Chairpersons 2017 Workshop

 

Staff Recommendations

That the Linwood-Central-Heathcote Community Board:

1.              Approve the attendance of Sally Buck and Jake McLellan at the Community Boards’ Executive Committee workshop for Chairpersons and their Deputies to be held in Christchurch on 25 February 2017 at a cost of $200 for both attendees to be met from the Board’s operational fund.

The Board noted that the Chairperson was not able to attend the Community Boards Executive Committee Workshop on 25 February 2017.

1.         Approve the attendance of Jake McLellan at the Community Boards’ Executive Committee workshop for Chairpersons and their Deputies to be held in Christchurch on 25 February 2017 at an attendance cost of $100 that is to be met from the Board’s operational fund.

1.         Receive the report.

2.         That the former Hagley/Ferrymead Community Board Members decide whether or not to enter a project for the Community Board Best Practice Awards 2017 and the Board Chairperson be delegated to make the decision on the Board’s entry by Friday 3 February 2017.

17. Elected Member Information Exchange

Part B

The Board received and noted the following information from members:

1.              Damaged signage on Main Road, Sumner and incomplete work on Whitewash Head Road was noted and customer service requests will be raised.  An update was requested regarding the progress and the timeline for the completion of the cliff-side barriers/fencing at the top of Whitewash Head Road.

2.              Concern was raised about buses speeding down Hay Street.  The Board requested that a letter be sent to Environment Canterbury and Go Bus company highlighting the residents’ concerns.

3.              The Christchurch Youth Council may bring an update to the Community Board.

4.              Residents have been raising concerns about prostitutes working on streets in the upper Manchester Street.  The Board was advised that a staff report will be presented to the Council shortly.

5.              The recent homeless Hui was well attended.  One guest speaker was the Manager of the Male Survivors of Sexual Abuse Trust and his talk was well received.

6.              The Board discussed the issue of a missing horse from the Charleston Reserve playground.
