         The following matters were noted:

 

-      Waterway bank cutting – this matter will be discussed at Item 13.

-      Compliance priorities, expanding monitoring to any earthworks on loess soils will be undertaken.

-      Joint CCC and ECan Water Forum – 16 December 2016 – Lesley to follow up on whether this is a confirmed meeting.  Note that the work programme of the Forum needs to be clearly outlined.

-      Identify some of the bullet points recorded under item 8 Water Conservation for an awareness campaign through Communications and Engagement.

-      ECan and CCC are working on a campaign launch on 4 December 2016 so members should have data and positive stories available, and links to various Facebook pages.

8.   Urban Contaminants Working Group - Progress Report

 

Andrew Congalton presented his report and introduced Jenny Watters, Pollution Prevention Officer, ECan, Tom Cochrane, University of Canterbury and Aisling O’Sullivan who updated the Committee on the Addington Brook priority catchment project and MEDUSA findings.  Andrew departed the meeting following the introduction.  Presentations are on the Zone Committee’s website.

That the Christchurch West Melton Water Management Zone Committee:

 

·     Welcomes the progress made by the urban contaminants working group.

 

·     Welcomes the report and presentation on the Modelled Estimates of Discharges for urban Stormwater Assessment (MEDUSA).

 

·     Notes the further research that has been untaken on copper free brake pads.

 

·     Supports the next steps on copper free brake pads proposed.

9.   Immediate Steps Biodiversity Project Proposals

 

Lance Kenyon reported on the project assessments undertaken and thanked Lesley Woudberg, Paul Hulse and Helen Greenep for their work on the applications.

 

The matter of the Selwyn District water races was raised.  In discussion later in the meeting it was agreed that the Committee should send an invitation to the Water Race Committee to attend the Zone Committee meeting in January 2017 to provide the Committee with an update on the water races.

 

A correction has to be made to the table on page 35 of the agenda, Wairarapa Stream Sediment Removal project, the amount in the recommendation should read $3,560.

That the Christchurch West Melton Water Management Zone Committee agree to fund:

a.      Intake Road Dryland Protection Project to the sum of $9,855

b.     Calders Reserve bird roost to the sum of $1,000

c.      Cashmere Stream Enhancement Stage Two to the sum of $25,000

d.     Huntsbury Gully to the sum of $10,015

e.     Ka Putahi Creek Floodplain and Forest Establishment to the sum of $25,750

f.      Wairarapa Stream Sediment Removal top up to the sum of $3,560

g.      Otukaikino Stream Projects Maintenance top-up to the sum of $11,520

10. Update Working Groups - 24 November 2016

 

Updates were provided by the Working Groups and the following points noted:

 

-      Rural Catchment Working Group – a Redmund Spur visit is to be arranged

-      Groundwater/Drylands Working Group – a farming field trip is taking place on 2 December 2016.  Details are to be forwarded to Christchurch City Council Councillors to decide if they wish to join that trip.  Actions are to be developed for the Zone Committee to champion in response to Professor Jenkins’ paper, the Golder report and field trip.

-      Communication and Engagement Working Group – Key points will be identified from the Zone Committee’s 22 October 2016 workshop and from the Addington Brook presentation for communication in the next few weeks.

-      An invitation has been received to celebrate the Whaka Inaka, on 14 December 2016 at The Tannery.

 

Discussion was held about copper free brake pads, and the need for clarification on what is in existing brake pads.  A simple message needs to be distributed that all metallic and semi-metallic brake pads are high in copper.  Next steps were proposed as:

-              Education and communication with brake pad suppliers and installers;

-              Lobby for better labelling on brake pads;

-              Create a table of OEM brake pads that are copper free to give to installers.

12. Red Zone - Eden Project

         Discussion was held about the “red zone” and the various proposals.  It was suggested that an invitation to Regenerate Christchurch and Otakaro Limited to the next Zone Committee meeting be made to provide an overview of what is happening in the area.

4.      Welcomes the decision of Christchurch City Council to undertake a trial to cease grass cutting along river banks during inanga spawning times.

5.      Provides ideas on how the Zone Committee can help raise awareness of why the grass along river banks will not be cut in summer:

             a.         Inform people about the inanga spawning sites through the councils’ social media

b.         Check that signage on waterbanks is in highly populated areas and includes information on future plantings

c.         Arrange for the school children to present to a Christchurch City Council meeting.

3.   Report

 

3.1       Zone Committee

The Christchurch West Melton Zone Committee is established under the auspices of the Local Government Act 2002 in accordance with the Canterbury Water Management Strategy 2009.  The Committee is a joint committee of Christchurch City Council, Selwyn District Council and Environment Canterbury.

 

The purpose and function of the Committee is to:

·     Facilitate community involvement in the development, implementation, review and updating of a Zone Implementation Programme that gives effect to the Canterbury Water Management Strategy in the Christchurch West Melton zone.

·      Monitor progress of the implementation of the Zone Implementation Programme.

 

The Committee does not have the authority to commit any council to any path or expenditure and its recommendations do not compromise the Councils’ freedom to deliberate and make decisions.

 

The Committee does not have the authority to submit on proposed Resource Management or Local Government Plans.

 

The Committee does not have the authority to submit on resource consent matters.

 

3.2       Operating Philosophy

 

The Committees will at all times operate in accordance with the requirements of the Local Government Official Information and Meetings Act 1987, and will observe the following principles:

 

3.2.1)    Give effect to the Fundamental Principles, Targets and goals of the Canterbury Water Management Strategy (CWMS);

3.2.2)    Be culturally sensitive observing tikanga Maori;

3.2.3)    Apply a Ki uta ki tai (from the mountains to the sea) approach;

3.2.4)    Work with the CWMS Regional Committee to support the implementation of the CWMS across the region as a whole;

3.2.5)    Give consideration to and balance the interests of all water interests in the region in debate and decision-making;

3.2.6)    Work in a collaborative and co-operative manner using best endeavours to reach solutions that take account of the interests of all sectors of the community;

3.2.7)    Contribute their knowledge and perspective but not promote the views or positions of any particular interest or stakeholder group;

3.2.8)    Promote a philosophy of integrated water management to achieve the multiple objectives of the range of interests in water;

3.2.9)    Seek consensus in decision-making where at all possible. In the event that neither unanimous agreement is able to be reached nor a significant majority view formed, in the first instance seek assistance from an external facilitator to further Committee discussions and deliberations.  Where the Committee encounters fundamental disagreements, despite having sought assistance and exhausted all avenues to resolve matters, recommend that the respective Councils disband them and appoint a new Committee.

 

3.3       Elections

 

Each year, the Committee is required to appoint the Chair and Deputy Chair from the membership by simple majority.  There is no limit on how long a person can be in either of these positions.

 

The Committee also needs to appoint a member to the position of representative on the regional committee.

 

Process to Elect of Chair and Deputy Chair (ref. Christchurch City Council standing Orders)

A local authority or a committee (if the local authority has so directed) must determine by resolution that a person be elected or appointed by using one of the following systems of voting:

(a) [System A]; or

(b) [System B].

 

System A

(a)       requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the local authority or committee present and voting; and

(b)       has the following characteristics:

 

(i)        there is a first round of voting for all candidates; and

(ii)       if no candidate is successful in the round there is a second round of voting from which the candidate with the fewest votes in the first round is excluded; and

(ii)       if no candidate is successful in the second round there is a third, and if necessary subsequent round of voting from which, each time, the candidate with the fewest votes in the previous round is excluded; and

 

(iii)      in any round of voting, if 2 or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.

 

System B

(a)       requires that a person is elected or appointed if he or she receives more votes than any other candidate; and

(b)      has the following characteristics:

(i)        there is only 1 round of voting; and

(ii)       if 2 or more candidates tie for the most votes, the tie is resolved by lot.”

3.4       Meeting Dates and Times

 

The Committee must meet at least eight times per annum and with workshops and additional meetings as required. At times, the workload could be higher.

 

The Committee is currently scheduled to meet at Environment Canterbury, 200 Tuam Street between 5pm -9pm and can change the location from time to time to encourage greater engagement on issues in particular areas.

 

3.5       Purpose, Number and Membership of Working Groups

 

The Committee currently has a representative on the Regional Committee, and six Working Groups.  A number of new members need to have an opportunity to choose a Working Group.

·    Welcomes the progress made on the Ōpāwaho/ Heathcote Stormwater Management Plan and looks forward to receiving final copies.

·    Welcomes the progress made on installing the stormwater treatment facility at Bells Creek.

 

·    Requests regular monitoring updates on how effective the Bells Creek stormwater facility is in removing contaminants.

·    Welcomes the Linwood Lower Fields flood protection landscape plan.

·    Encourages community members to take the opportunity at the drop in session 8 February 2017 to provide feedback on the proposal.

·    Provides initial feedback on the Linwood Lower Fields flood protection landscape plan.

·    Seeks opportunities to raise awareness of community members about why the City Council is undertaking a trial of not mowing the riverbanks down to the water level.

 

 

3.   Report

·   Memo – Update on the Ōpāwho/Heathcote Stormwater Management Plan (memorandum attached).

·   Update Bells Creek Stormwater Treatment Project.

 

In August 2016 the Christchurch City Council agreed to the installation of a $1.5 million stormwater treatment system as part of the land drainage recovery programme work being undertaken in the Bells Creek (Woolston). Once installed the treatment system is expected to reduce sediment entering the Ōpāwho/Heathcote River from Bells Creek by up to 50% and dissolved metals by 20%.

 

·   Linwood Lower Fields – Landscape Plan (pamphlet attached)

The Linwood Lower Fields project is up stream of the treatment project.  The main purpose of the project will be to restore the flooding risk in the area to pre-earthquake levels.  The proposal is to provide a stormwater retention basin but design it in a way that will also restore some of the original ecosystems once found in the area and provide an opportunity for passive recreation.
