4.5       Abberley Park Proposed Playground Upgrade – Bronwyn Hayward

             Ms Bronwyn Hayward attended to speak to the Board regarding Abberley Park.  Ms Hayward thanked the Council staff and Community Board for their work and support of the park.

             Ms Hayward requested that a more thoughtful design be developed for the playground in keeping with the history, amenity and nature values of this park and also asked that the scented garden which was historically established for the blind be replaced as it has been removed post-earthquake.

4.1       Positive Youth Development Scheme Report – Meg Glading

Meg Glading reported back to the Board on her attendance at the Junior White Sox U19 Team, Hawaiian Invitational Softball Championships held in Hawaii in July 2016.

4.2       Positive Youth Development Scheme Report – Brittany Terrey

             Brittany Terrey reported back to the Board on her attendance at the Softball Friendship Games held in Sydney from 1 to 9 July 2016.

4.3       Positive Youth Development Scheme Report – St Thomas Canterbury College

             Tony Kidd, staff member of St Thomas Canterbury College, reported back to the Board on their Rugby League team’s participation in the New Zealand Secondary School Rugby League National Tournament held in Papakura, Auckland in August 2016.

4.4       Positive Youth Development Scheme Report – Goiteom Gebremedihin

             Goiteom Gebremedihin reported back to the Board on his participation in the Australian Secondary Schools’ Cross Country Championships held in August 2016.

4.6       Glasnevin Drive – Les Bearman

             Mr Les Bearman attended to speak to the Board regarding the proposed No Stopping Restrictions on Glasnevin Drive.

             Mr Bearman was concerned at the lack of visibility for motorists exiting Glencullen Drive on to Glasnevin Drive. He also commented on the problems residents are experiencing with visitors to the Papanui Club parking on Glasnevin Drive as this effectively reduces the road to one lane.

             Mr Bearman suggested that the proposed yellow no parking lines be extended all the way down the western side of Glasnevin Drive to improve visibility, safety and access.

4.7       Lake Rotokohatu Project – Trevor Isitt

             Mr Trevor Isitt (Chairperson), Mr Peter Robinson (Councillor), and Mr Hallams (Ranger) from the North Canterbury Fish and Game Council attended to update the Board on the Fresh Waters Programme which has been designed to attract, engage and educate young people on fresh water angling.

             Mr Isitt detailed the next steps for the programme which will provide a more challenging  fishing area to progress young people  from the Groynes beginners lakes to an intermediate level and requested the Board’s support for access to part of Lake Rotokohatu.

The Shirley/Papanui Community Board:

1.             Thanked Mr Isitt, Mr Robinson and Mr Hallams for their deputation.

2.             Endorsed the project for Lake Rotokohatu in principle and requested that staff report back to the appropriate Board (post-election) on the viability of the project.

4.8       Abberley Park Playground – Patricia Wallace and Jim Crossland

Ms Patricia Wallace tabled information and spoke to the Board regarding the proposed Abberley Park Playground Renewal.

Ms Wallace expressed concern at both the large footprint of the proposed playground with the loss of current open green public park land as the large grassed area is used by families and groups for a range of activities and the consultation process used.

Ms Wallace also suggested that a “Friends of the Abberley Park” group be established.

4.9       Abberley Park – Luke Williams

Mr Luke Williams made a deputation to the Board regarding Abberley Park. 

Mr Williams supported the proposed playground upgrade in principle, however he felt that the new equipment needed to stay within the historical playground footprint to retain the expanse of the grassed area of the East Lawn for the use of families and large groups. He would like to see Abberley Park preserved as the heritage area it is and noted that the new shape proposed was an improvement.

4.10    Glasnevin and Glencullen Drives - Stuart Stace

             Mr Stuart Stace could not attend but requested that his letter regarding Glasnevin and Glencullen Drives be read at the meeting.

Mr Stace raised the issue of visitors to the Papanui Club parking on both sides of Glasnevin Drive which reduces the curving road to one lane for at least 200 metres and limits visibility for drivers causing a hazard to pedestrians and vehicles.  He noted that the Papanui Club has ample onsite parking catering for its visitors and suggested that the proposed yellow lines be extended all down the western side of Glasnevin Drive to its intersection with Glencullen Drive.

             The Shirley/Papanui Community Board received Mr Stace’s letter and noted his comments.

 

5.   Presentation of Petitions

6.   Abberley Park Playground Renewal

 

Board Comment

The Board discussed the proposed upgrade to the Abberley Park Playground and commended staff for their choice of equipment and incorporation of the community consultation results into the plan.

Concern was expressed over the increased footprint of the playground however it was noted that this was necessary for the new playground to meet legislative standards regarding health and safety and to ensure the surrounding trees are unaffected.

 

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Approve the concept landscape plan for the redevelopment of the playground at Abberley Park, concept plan LP365302.

The Shirley/Papanui Community Board resolved:

1.             To approve the concept landscape plan for the redevelopment of the playground at Abberley Park, concept plan LP365302 as presented to the Board.

2.             That the reinstatement of the scented garden be recommended for further investigation by staff.

3.             That Community Governance Staff work with the residents to help them establish “The Friends of Abberley Park” group and that the appropriate Board (post-election) then assist the group in the reinstatement of the scented garden and the retention of the Abberley Park Paddling Pool as an important community asset.

8.   Glasnevin Drive and Glencullen Drive Proposed No Stopping

 

Board Comment

Refer to Deputations 4.6 and 4.10 of these minutes.

The Board discussed the options and decided to extend the proposed no parking yellow lines on the north-western side of Glasnevin Drive.

 

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Revoke all existing parking and stopping restrictions on the north-west side of Glasnevin Drive commencing at a point 195 metres from its intersection with Sawyers Arms Road and extending in a north-easterly direction for a distance of 48 metres;

2.         Approve that the stopping of vehicles be prohibited at any time on the south-east side of Glasnevin Drive commencing at its south-western intersection with Glencullen Drive and extending in a south-westerly direction for a distance of 23 metres;

3.         Approve that the stopping of vehicles be prohibited at any time on the south-east of Glasnevin Drive commencing at its south-western intersection with Glencullen Drive and extending in a north-easterly direction for a distance of 19 metres;

4.         Approve that the stopping of vehicles be prohibited at any time on the north-east side of the south-western arm of Glencullen Drive commencing at its intersection with Glencullen Drive and extending in a south-easterly direction for a distance of 13 metres;

5.         Approve that the stopping of vehicles be prohibited at any time on the south-west side of the south-western arm of Glencullen Drive commencing at its intersection with Glasnevin Drive and extending in a south-easterly direction for a distance of 16 metres;

6.         Approve that the stopping of vehicles be prohibited at any time on the north-west side of Glasnevin Drive commencing at a point 195 metres from its intersection with Sawyers Arms Road and extending in a north-easterly direction for a distance of 48 metres.

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Recommend that the Infrastructure, Transport and Environment Committee adopt the scheme designs relating to the Victoria Street An Accessible City proposed streetscape improvements and transport changes.

The  Shirley/Papanui Community Board decided to refer the Victoria Street - An Accessible City proposed streetscape improvements and transport changes to the Infrastructure, Transport and Environment Committee for its recommendation to the Council and noted the following concerns:

1.              The potential compromise to the Public Transport priority

2.              The overall cost of this project

3.              The potential effect on businesses.

The Board noted the information provided regarding the road conditions of Matsons Avenue and St James Avenue.

 

12.2    RONs Downstream Intersection Safety: Main North/Marshland/Spencerville (Chaneys Corner)

The Board received the memorandum from staff and noted the information provided regarding the progress of this project.
