4.   Deputations by Appointment

4.2       Ms Isabella Stainthorpe and Mr Jayden Roper - Spreydon/Heathcote Youth Community Board

Ms Isabella Stainthorpe and Mr Jayden Roper addressed the Board on behalf of the Spreydon/Heathcote Youth Community Board.

Ms Stainthorpe and Mr Roper introduced themselves as co-chairs of the Spreydon/Heathcote Youth Community Board and advised that the group aims to provide a voice for youth in the Spreydon/Heathcote ward. The group is currently seeking to widen its representation by including representatives of local intermediate schools as members.

Ms Stainthorpe and Mr Roper indicated that the Youth Board would welcome an ongoing relationship with the Community Board.

After questions from members the Chairperson thanked Ms Stainthorpe and Mr Roper for their presentation.

4.1       Mr Jim King - Bus Stop Changes in Athelstan Street

The scheduled deputation did not go ahead.

6.   Staff Briefings

 

Stronger Christchurch Infrastructure Rebuild Team (SCIRT) Update

Mr Ross Herrett, Infrastructure Rebuild Liaison Manger, Mr Ian Campbell, SCIRT Executive General Manager, and Ms Linda McGregor, SCIRT Communications and Stakeholder Relations Manager,  provided an update on the SCIRT Programme in the Spreydon/Heathcote ward.

SCIRT  total programmed  spend in the ward is $282 million with the bulk of the work is being for  wastewater repairs.

After questions from members, the Chairperson thanked the SCIRT staff for the briefings provided and for all the hard work and communiction undertaken over the duration of the infrastructure repairs.

 

The Board noted the information supplied during the staff briefing.

 

7.   Simeon Park  - Deed of Lease Approval to Canterbury Playcentre Association

 

Community Board Decided SHCB/2016/00102

Part A

The Spreydon/Heathcote Community Board decided to recommend that the Council:

1.         Approves the granting of a lease to Canterbury Playcentre Association Incorporated over an area of 1367 m2 being part of Simeon Park described as Part Rural Section 154 contained in Title CB138/79 and Part Rural Section 154 contained in Title CB143/38 at 178 Simeon Street for a lease term not to exceed 35 years less one day,  subject to:

a.         The Canterbury Playcentre Association obtaining and meeting the conditions of all resource and building consents required to relocate the former Wainoni Playcentre building from Bickerton Reserve to Simeon Park, including all remedial work required to make good the Bickerton Reserve site.

b.         Relocation of playground equipment within Simeon Park to the satisfaction of the Head of Parks, or his designate.

           2.       Authorises the Property Consultancy Manager to conclude and administer the                                   terms and conditions of the lease.

8.   Proposed Bus Passenger Shelter Installation - Spreydon/Heathcote

Part C

That the Spreydon/Heathcote Community Board resolved to approve the installation of a bus shelter at 126 Halswell Road.

9.   Proposed Layover Bus Stop - 20 Athelstan Street

Community Board Decision under Delegation (Original Staff Recommendation Accepted without Change)

Part C

The Spreydon/Heathcote Community Board resolved to approve:

1.              That all parking and stopping restrictions on the south side of Athelstan Street commencing at a distance 127.8 metres east of its intersection with Barrington Street and extending in an easterly direction for a distance of 68.8 metres, be revoked. 

2.              That the stopping of vehicles is prohibited at all times on the south side of Athelstan Street commencing at a point 127.8 metres east of its intersection with Barrington Street and extending in a easterly direction for a distance of 4 metres.

3.              That a marked bus stop be installed on the south side of Athelstan Street commencing at a distance 131.8 metres east of its intersection with Barrington Street and extending in an easterly direction for a distance of 14 metres.

4.              That the stopping of vehicles is prohibited at all times on the south side of Athelstan Street commencing at a distance 145.8 metres east of its intersection with Barrington Street and extending in an easterly direction for a distance of 30 metres.

5.              That the stopping of vehicles is prohibited at all times on the south side of Athelstan Street commencing at a distance 175.8 metres east of its intersection with Barrington Street and extending in an easterly direction for a distance of 20.8 metres.

Community Board Decision under Delegation (Original Staff Recommendation Accepted without Change)

Part C

That the Spreydon/Heathcote Community Board resolved to :

1.         Approve the making of a grant of $125 from its 2016/17 Youth Achievement and Development Scheme to Maddison Hunter towards attendance at the 2016 South Island Tournament in football in Christchurch from 2 October to 4 October 2016.

2.         Approve the making of a grant of $250 from its 2016/17 Youth Achievement and Development Scheme to Jonelle Arthur towards attendance at the New Zealand Football South Island National Talent Centre in Oamaru from 26 September to 29 September 2016.

3.         Approve the making of a grant of $250 from its 2016/17 Youth Achievement and Development Scheme to Florence Nathan towards attendance at the Collier Trophy in Hamilton from 3 October to 8October 2016 .
