SUBMISSIONS COMMITTEE

 

At the Lyttelton/Mt Herbert Community Board meeting of 11 December the Board resolved to establish a Submissions Committee with the following criteria:

·                 The minimum membership of three elected members, with a quorum being two, to meet as required.

·                 The Chairperson is to be elected by the Committee.

·                 Draft submissions will be forwarded to all Board members for comment prior to submission.

·                 The Board delegates authority to the Committee to submit submissions on behalf of the Board.

1.   Election of Chairperson

The Lyttelton/Mt Herbert Community Board Submissions Committee is required to elect a Chairperson for the term of the Committee.  The Community Board Advisor will call for nominations at the meeting.

2.   Apologies

At the close of the agenda no apologies had been received.

3.   Declarations of Interest

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest they might have.

4.   Confirmation of Previous Minutes

That the minutes of the Lyttelton/Mt Herbert Community Board Submissions Committee meeting held on Wednesday, 3 August 2016 be confirmed (refer page 5).

5.   Submission on Christchurch City Council Draft Suburban Car Parking Policy – Issues and Options Discussion Document

At this meeting the Committee will formulate its submission on the Christchurch City Council Draft Suburban Car Parking Policy – Issues and Options Discussion Document (circulated separately).

5.   Submission on Christchurch City Council Draft Housing Policy

 

At this meeting, the Submissions Committee formulated a submission on behalf of the Lyttelton/Mt Herbert Community Board on the Christchurch City Council Draft Housing Policy. The submission is attached.

That the Committee:

1.    Resolve that the Committee’s draft submission on the Christchurch City Council Draft Housing Policy be circulated to the Committee for comment prior to submission.

 

2.    Resolve that the Committee’s final submission be approved and submitted by the Committee Chairperson.

Te Hapori o Ohinehou Raua ko Te ahu Patiki/Lyttelton Mt Herbert Community Board appreciates the opportunity to make a submission on the Christchurch City Council Draft Housing Policy.

 

The Board's statutory role is, “to represent, and act as an advocate for, the interests of its community” (Local Government Act 2002, section 52). The Board provides this submission in its capacity as a representative of the communities around Lyttelton Harbour and Port Levy.

General Comment

The Board supports the Draft Policy’s aim for all people in our city to have access to adequate housing that is secure, safe, affordable, warm and dry as one of the Board’s top five priorities in its Community Board Plan is that there is access to suitable housing for all those who wish to live here.

 

The Board supports the Council’s continued involvement in provision of social housing, and agrees in principle that ratepayer funds be used to facilitate provision of affordable rental and affordable ownership of housing.

 

Goals (page 5)

The Board supports the addition of the following goal: “Good Design – Enhance liveability, energy efficiency and sustainability of Christchurch’s housing stock.”

 

Action Areas – A Range of Responses, Acute Needs (page 8)

One of the proposed Commitments is to support land amalgamations, re-zonings and up-zonings that include or require affordable housing.

 

The Board’s view is that up-zoning to enable intensification in Lyttelton is not appropriate as section sizes are historically very small. There may be scope for intensification in some of the other bays in the Lyttelton/Mt Herbert area.

 

If land is amalgamated, re-zoned or up-zoned to require affordable housing in areas of Christchurch, the Board supports establishment of a monitoring process to ensure delivery of affordable housing.

The Board supports the following amendment: “It The Council wants Christchurch to be a city where anyone who wants to be housed can be….”

 

Vision (page 3)

The Board supports the following amendment: “The Policy’s Council’s vision is that all people in Christchurch have access to housing that is secure, safe, affordable, warm and dry.”

 

Action Area – Retaining Affordable Housing, Housing Quality (page 9)

The Board supports the following amendment: “Encouraging the adaptation of existing dwellings to meet the needs of more diverse household types.”
