4.1       Update on Dampier Bay Development

 

John O’Dea, Project Development Manager, and Mike Simmers, Project Director, of Lyttelton Port Company (LPC) provided an update on developments at the Port and the proposed Te Ana Marina at Dampier Bay .

 

LPC advised the Board that it will lodge a publicly notified consent for the port’s Channel Deepening Project by the end of September 2016.

 

LPC tabled a document regarding the proposed Te Ana Marina development. LPC advised the Board that public pedestrian access along the waterfront from Lyttelton to the proposed marina will not be implemented for at least 10 years as LPC will use this area for its operations during this time. LPC advised the ferry terminal would not move to Dampier Bay for at least 10 years as the ferry requires good pedestrian access.

 

The Board requested that LPC improve the amenity of the existing ferry terminal facilities in Lyttelton, which are currently sub-standard. LPC advised it cannot change the configuration of the existing facilities due to operational constraints, but LPC will investigate improving the amenity of the facilities.

1.              Receive the information in the correspondence report dated 21 September 2016 from Lyttel Soccer and Lyttelton Football Club regarding a request for a storage container on the Lyttelton Recreation Ground.

 

2.              Request that staff work with Lyttel Soccer and Lyttelton Football Club and the Lyttelton Recreation Ground Reserve Management Committee to find a solution to meet the equipment storage needs of Lyttel Soccer and Lyttelton Football Club.

That the Lyttelton/Mt Herbert Community Board:

1.              Note the information received during the Staff Briefing – Update on Allandale Hall Project.

 

2.              Agree to the following process for the rebuild of Allandale Hall:

a.       That the Allandale Reserve Management Committee will meet to consider the draft concept for Allandale Hall and formulate a recommendation to the Community Board.

b.      A community meeting will be held to seek feedback from the community on the draft concept for Allandale Hall.

c.       The Banks Peninsula Community Board will consider the recommendation from the Allandale Reserve Management Committee, a report summarising community feedback from the community meeting and a staff report on the draft concept on Allandale Hall, and be authorised to sign-off the final concept for Allandale Hall.

12. Governors Bay Jetty

 

Staff Recommendations

That the Lyttelton/Mt Herbert Community Board recommend:

1.         That the Council clarifies its intent and conditions for Council funding.

2.         That the Council approves the sale of the Governors Bay jetty to the Governors Bay Restoration Trust with an agreement that the Trust will sell the jetty back to the Council upon completion of the restoration.

3.         That the Council delegates authority to the Head of Parks to enter into the contract to sell the chattel (being the jetty) and the contract to purchase the jetty from the Governors Bay Restoration Trust in accordance with the Terms and Conditions of the Agreement for the Transfer and Reconstruction of the Governors Bay Jetty.

Community Board Decisions under Delegation (Original Staff Recommendation Accepted without Change)

That the Lyttelton/Mt Herbert Community Board:

1.         Receive the Lyttelton/Mt Herbert Community Board Area Report.

2.         Request that staff include the following items in the Council’s Newsline:

a.    Promotion of playing fields and tennis courts in the Lyttelton/Mt Herbert area for family outings.

b.    Promotion of use of the Head to Head Walkway in the context of new dog control rules along the Walkway.

c.    The Akaroa/Wairewa Community Board and Lyttelton/Mt Herbert Community Board held their last meetings in September 2016. A new Banks Peninsula Community Board will begin meeting in October 2016.

The first of three community workshops to be held around the Harbour on the Whakaraupō/Lyttelton Harbour Catchment Management Plan was held on Monday 19 September 2016 in Governors Bay.

 

Lyttelton Recreation Centre Advisory Group

The Lyttelton Recreation Centre Advisory Group is developing a survey on how the community would like to use the Recreation Centre.

 

Lyttelton Youth Centre

The Lyttelton Youth Centre will be holding holiday programs from September to October 2016.

 

Top Club

The Top Club in Lyttelton recently held its Annual General Meeting.

The Lyttelton Information Centre recently held its Annual General Meeting.

 

Lyttelton Museum Calendar

The Lyttelton Museum’s 2017 calendar will be available shortly.

 

Exhibition on Quail Island

As part of Heritage Week, the Lyttelton Museum will hold an exhibition at the Lyttelton Information Centre regarding Quail Island.

 

Cass Bay Reserves Management Committee

The Board was advised the Cass Bay Reserves Management Committee is pleased with work recently completed by staff.
