1.       Staff to  investigate the current process for cleaning up the Woolston Cut Litter Collection.    

2.       Staff to investigate re-installing booms in appropriate areas in both Avon and Heathcote Rivers to collect debris.

3.       That staff involve the groups representatives here today in this meeting to ensure that the Rivers are cleaned out.

6.   Papanui Parallel Major Cycleway Route Traffic Resolutions and Little River Major Cycleway Route Traffic Resolution amendments

 

Committee Comment

1.              The Committee approved the Papanui Parallel Major Cycleway at its meeting on 16 February 2016 and resolved that the detailed traffic resolutions required for the implementation of the route would be brought back the Committee for approval at the end of the detailed design phase prior to onsite construction.

2.              In addition to the Papanui Parallel MCR Traffic Resolutions, this report also sought approval to amend a small number of the Little River Major Cycleway Route Traffic Resolutions previously resolved by the Committee at its meeting on 16 February 2016.

3.              The Committee considered the report and the additional minor changes to the staff recommendations in the Agenda. The Committee resolved to approve the staff recommendations including the updated changes tabled at the meeting. The updated changes were as follows:

a.              Additional recommendations - 105uu-105yy;

b.             Minor changes to staff recommendations 107-122;

c.              An update to sheet 9 of Attachment A (refer below); and

d.             An update to Attachment B (refer below).

Part C

That the Infrastructure, Transport and Environment Committee recommend that the Council:

1.         Receive the information in the attachments to this report.

2.         Resolve the detailed traffic resolutions for the Papanui Parallel Major Cycleway Route and approve the removal of the trees as detailed in the Attachment A of the minutes.

             Papanui Parallel Resolutions

a.         Make the following resolutions relying on its powers under Christchurch City Council Traffic and Parking Bylaw 2008 and Part 21 of the Local Government Act 1974.

b.         For the purposes of the following resolutions: (1) An intersection of roadways is defined by the position of kerbs on each intersecting roadway ; and (2)  The resolution is to take effect from the commencement of physical road works associated with the project as detailed in this report; and (3) If the resolution states "Note 1 applies", any distance specified in the resolution relates the kerb line location referenced as exists on the road immediately prior to the Committee meeting of 15 September 2016; and (4) If the resolution states "Note 2 applies", any distance specified in the resolution relates the approved kerb line location on the road resulting from the Committee resolutions on the Papanui Parallel Major Cycleway at the Committee meeting of 15 September 2016.

 

3.         Existing Sawyers Arms Road – Traffic Controls

a.         Revoke all traffic controls on Sawyers Arms Road from its intersection with Main North Road to a point 204metres north-west of its intersection with Nyoli Street.

 

4.         New Sawyers Arms Road – Traffic Controls

a.         Approve the lane marking changes, kerb alignment changes, road surface changes and islands on Sawyers Arms Road from its intersection with Main North Road to a point 204metres north-west of its intersection with Nyoli Street, as detailed in Attachment A. Note 2 applies.

b.         Approve that a special vehicle lane for the use of northbound and southbound cycles only be established on the south-west side of Sawyers Arms Road commencing 5metres north-west of its intersection with Main North Road and extending in a north-westerly direction to a point 407metres north-west of its intersection with Sisson Drive, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004. This special vehicle lane is to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles in the Traffic and Parking bylaw 2008. Note 2 applies.

c.         Approve that a Give-Way control be placed against the special vehicle lane (south-eastbound cycles) on the Sawyers Arms Road approach to a point 10metres north-west of its intersection with Main North Road, as detailed in Attachment A. Note 2 applies.

d.         Approve that a Give-Way control be placed against the special vehicle lane (south-eastbound cycles) on the Sawyers Arms Road approach at a point 73metres north-west of its intersection with Sisson Drive, as detailed in Attachment A. Note 2 applies.

e.         Approve that a Give-Way control be placed against the special vehicle lane (north-westbound cycles) on the Sawyers Arms Road approach to a point 59metres north-west of its intersection with Sisson Drive, as detailed in Attachment A. Note 2 applies.

f.          Approve that a Give-Way control be placed against the special vehicle lane (north-westbound cycles) on the Sawyers Arms Road approach to a point 407metres north-west of its intersection with Sisson Drive, as detailed in Attachment A. Note 2 applies.

 

5.         Existing Intersection – Sawyers Arms Road / Sisson Drive – Traffic Controls

a.         Revoke all traffic controls at the intersection of Sawyers Arms Road and Sisson Drive.

 

6.         New Intersection – Sawyers Arms Road / Sisson Drive – Traffic Controls

a.         Approve the lane marking changes, kerb alignment changes, road surface changes and islands at the intersection of Sawyers Arms Road and Sisson Drive, as detailed in Attachment A.

b.         Approve that the intersection of Sawyers Arms Road and Sisson Drive be controlled with traffic signals in accordance with the Land Transport Act – Traffic Control Devices Rule: 2004 as detailed in Attachment A.

 

7.         Existing Sisson Drive - Parking and Stopping Restrictions

a.         Revoke all parking and stopping restrictions on the southeast side of Sisson Drive from its intersection with Sawyers Arms Road to a point 14 metres southwest of its intersection with Sawyers Arms Road. Note 1 applies.

b.         Revoke all parking and stopping restrictions on the northwest side of Sisson Drive from its intersection with Sawyers Arms Road to a point 6 metres southwest of its intersection with Sawyers Arms Road. Note 1 applies.

 

8.         New Sisson Drive - Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited on the southeast side of Sisson Drive commencing at its intersection with Sawyers Arms Road, and extending in a south-westerly direction for a distance of 14 metres. The restriction is to apply at any time. Note 2 applies.

b.         Approve that the stopping of vehicles be prohibited on the northwest side of Sisson Drive commencing at its intersection with Sawyers Arms Road, and extending in a south-westerly direction for a distance of 6 metres. The restriction is to apply at any time. Note 2 applies.

 

9.         Existing Intersection – Sawyers Arms Road / Main North Road – Traffic Controls

a.         Revoke all traffic controls at the intersection of Sawyers Arms Road and Main North Road.

 

10.       New Intersection – Sawyers Arms Road / Main North Road – Traffic Controls

a.         Approve the lane marking changes, kerb alignment changes and road surface changes at the intersection of Sawyers Arms Road and Main North Road, as detailed in Attachment A.

b.         Approve that the intersection of Sawyers Arms Road and Main North Road be controlled with traffic signals in accordance with the Land Transport Act – Traffic Control Devices Rule: 2004 as detailed in Attachment A.

 

11.       Existing Sawyers Arms Road - Main North Road to rail corridor - Parking and Stopping Restrictions

a.         Revoke all parking and stopping restrictions on both sides of Sawyers Arms Road from its intersection with Main North Road to its intersection with the rail corridor.

 

12.       New Sawyers Arms Road - Main North to Rail Corridor - Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at its intersection with Main North Road, and extending in a northwesterly direction for a distance of 16 metres. The restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

b.         Approve that the parking of vehicles be restricted to a maximum period of 15 minutes on the southwest side of Sawyers Arms Road commencing at a distance 16 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 10 metres. The restriction is to apply Monday to Sunday between the hours of 8am to 6pm. This parking restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

c.         Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 26 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 37 m. The restriction is to apply at any time. Note 2 applies.

d.         Approve that a loading zone for goods vehicles only be created and restricted to a maximum period of 15 minutes. The restriction is to be on the southwest side of Sawyers Arms Road commencing at a distance 63 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 11 metres. The restriction is to apply Monday to Sunday between the hours of 8am to 6pm. This parking restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

e.         Approve that the parking of vehicles be restricted to a maximum period of 30 minutes on the southwest side of Sawyers Arms Road commencing at a distance 74 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 60 metres. This restriction is to apply Monday to Sunday between the hours of 8am to 6pm. This parking restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

f.          Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 134 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 140 metres. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

g.         Approve that a Bus Stop be created on the southwest side of Sawyers Arms Road commencing at a distance 274 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 14 metres. This parking restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

h.         Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 288 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 25 metres. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

i.          Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 328 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 9 metres. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

j.          Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 347 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 18 metres. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

k.         Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 393 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 30 metres. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

l.          Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 461 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction for a distance of 18 metres. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

m.       Approve that the stopping of vehicles be prohibited on the southwest side of Sawyers Arms Road commencing at a distance 616 metres northwest of its intersection with Main North Road, and extending in a northwesterly direction to its intersection with the rail corridor. This restriction is to apply at any time. This stopping restriction is located on the northeast side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

n.         Approve that the stopping of vehicles be prohibited on the northeast side of Sawyers Arms Road commencing at its intersection with Main North Road, and extending in a northwesterly direction for a distance of 276 metres. This restriction is to apply at any time. Note 2 applies.

o.         Approve that a Bus Stop be installed on the northeast side of Sawyers Arms Road commencing at a distance 276 metres northwest its intersection with Main North Road, and extending in a northwesterly direction for a distance of 14 metres. Note 2 applies.

p.         Approve that the stopping of vehicles be prohibited on the northeast side of Sawyers Arms Road commencing at a distance 290 metres northwest its intersection with Main North Road, and extending in a northwesterly direction for a distance of 9 metres. This restriction is to apply at any time. Note 2 applies.

q.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the northeast side of Sawyers Arms Road commencing at a distance 299 metres northwest its intersection with Main North Road, and extending in a northwesterly direction for a distance of 69 metres. This restriction is to apply Monday to Sunday between the hours of 8am to 6pm. Note 2 applies.

r.          Approve that the stopping of vehicles be prohibited on the northeast side of Sawyers Arms Road commencing at a distance 368 metres northwest its intersection with Main North Road, and extending in a northwesterly direction for a distance of 147 metres. This restriction is to apply at any time. Note 2 applies.

s.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the northeast side of Sawyers Arms Road commencing at a distance 515 metres northwest its intersection with Main North Road, and extending in a northwesterly direction for a distance of 137 metres. This restriction is to apply Monday to Sunday between the hours of 8am to 6pm. Note 2 applies.

t.          Approve that the stopping of vehicles be prohibited on the northeast side of Sawyers Arms Road commencing at a distance 652 metres northwest its intersection with Main North Road, and extending in a northwesterly direction to its intersection with the rail corridor. This restriction is to apply at any time. Note 2 applies.

 

13.       Existing Main North Road – Sawyers Arms Road to South-West of Grassmere Street – Traffic Controls

a.         Revoke all traffic controls on Main North Road from its intersection with Sawyers Arms Road to a point 30metres south-west of its intersection with Grassmere Street. Note 2 applies.

 

14.       New Main North Road –Sawyers Arms Road to South-West of Grassmere Street – Traffic Controls

a.         Approve the lane marking changes, kerb alignment changes, road surface changes and islands on Main North Road from its intersection with Sawyers Arms Road to a point 30metres south-west of its intersection with Grassmere Street, as detailed in Attachment A. Note 2 applies.

b.         Approve that a bi-directional cycle path be established on the northwest side of Main North Road commencing at a point 5metres south-west of its intersection with Sawyers Arms Road and extending in a south-westerly direction for a distance of 35metres, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004. Note 2 applies.

c.         Approve that a bi-directional shared pedestrian/cycle pathway be established on the northwest side of Main North Road commencing 5metres north-west of its intersection with Sawyers Arms Road and extending in a south-easterly then south-westerly direction to a point 5metres south-west of its intersection with Main North Road, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004. Note 2 applies.

d.         Approve that a bi-directional shared pedestrian/cycle pathway be established on the northwest side of Main North Road commencing 45metres south-west of its intersection with Sawyers Arms Road and extending in a south-westerly direction for a distance of 42metres, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004. Note 2 applies.

e.         Approve that a bi-directional cycle path be established on the northwest side of Main North Road commencing at a point 87metres south-west of its intersection with Sawyers Arms Road and extending in a south-westerly direction for a distance of 34m, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004. Note 2 applies.

f.          Approve that a Give-Way control be placed against the bi-directional cycle path (north-eastbound cycles) on the Main North Road approach at a point 10metres south-west of its intersection with Sawyers Arms Road, as detailed in Attachment A. Note 2 applies.

g.         Approve that a Give-Way control be placed against the bi-directional cycle path (south-westbound cycles) on the Main North Road approach at a point 121metres south-west of its intersection with Sawyers Arms Road, as detailed in Attachment A.

h.         Approve that the all south-westbound cycles on the Main North Road special vehicle lane be restricted from continuing south-westbound, and must turn northwest  at a point 112metres south-west of its intersection with Sawyers Arms Road, as detailed in Attachment A.

i.          Approve that a special vehicle lane for the use of south-west cycles only, be established on the south-east side of Main North Road against the kerb, commencing at its intersection with Sawyers Arms Road and extending in a south-westerly direction to a point 30metres south-west of its intersection with Grassmere Street. This special vehicle lane is to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles in the Traffic and Parking bylaw 2008 as detailed in Appendix A.

j.          Approve that a special vehicle lane for the use of north-eastbound cycles only, be established on the west side of Main North Road against the west side of the through lane, commencing at a point 65metres south-west of its intersection with Sawyers Arms Road and extending in a north-easterly direction to a point 10metres south-west of its intersection with Sawyers Arms Road. This special vehicle lane is to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles in the Traffic and Parking bylaw 2008 as detailed in Appendix A.

 

15.       Existing Intersection – Main North Road / Grassmere Street – Traffic Controls

a.         Revoke all traffic controls at the intersection of Main North Road and Grassmere Street.

 

16.       New Intersection – Main North Road / Grassmere Street – Traffic Controls

a.         Approve the lane marking changes, kerb alignment changes, road surface changes and islands at the intersection of Main North Road and Grassmere Street, as detailed in Attachment A. Note 2 applies.

b.         Approve that a Stop control be placed against Grassmere Street at its intersection with the southeast side of Main North Road, as detailed in Attachment A.

 

17.       New Main North Road Crossing – Traffic Control

a.         Approve the lane marking changes, kerb alignment changes, road surface changes and islands on Main North Road at the pedestrian and cycle crossing as detailed in Attachment A. Note 2 applies.

b.         Approve that a pedestrian and cycle crossing, controlled by traffic signals in accordance with sections 6 and 8.5(3) of the Land Transport Action - Traffic Control Devices Rule 2004, be installed on Main North Road at a point 5 metres north east of its intersection with Grassmere Street.

 

18.       Existing Main North Road - Grassmere Street to Sawyers Arms Road - Parking and Stopping Restrictions

a.         Revoke all parking and stopping restrictions on the south side of Main North Road from its intersection with Grassmere Street to a point 18 metres northeast of its intersection with Grassmere Street. Note 1 applies.

 

19.       New Main North Road - Grassmere Street to Saywers Arms Road - Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited on the southeast of Main North Road commencing at its intersection with Grassmere Street, and extending in a north easterly direction for a distance of 20 metres. The restriction is to apply at any time. Note 2 applies.

b.         Approve that the stopping of vehicles be prohibited on the northwest side of Main North Road commencing at its intersection with Sawyers Arms Road, and extending in a south westerly direction for a distance of 12 metres. The restriction is to apply at any time. Note 2 applies.

c.         Approve that the parking of vehicles be restricted to a maximum period of 15 minutes on the northwest side of Main North Road commencing at a distance 12 metres southwest of its intersection with Sawyers Arms Road, and extending in a south westerly direction for a distance of 34 metres. This parking restriction is located on the south eastern side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

d.         Approve that the stopping of vehicles be prohibited on the northwest side of Main North Road commencing at a distance 46 metres southwest of its intersection with Sawyers Arms Road, and extending in a south westerly direction for a distance of 90 metres. The restriction is to apply at any time. This stopping restriction is located on the south eastern side of the cycle lane separation kerb, inclusive of gaps for access points. Note 2 applies.

 

20.       Existing Grassmere Street – Main North Road to Grants Road – Traffic Controls

a.         Revoke all traffic controls on Grassmere Street from its intersection with Main North Road to a point 12metres north-west of its intersection with Grants Road.

b.         Revoke all parking and stopping restrictions on the north side of Main North Road from its intersection with Sawyers Arms Road to a point 135 metres southwest of its intersection with Sawyers Arms Road. Note 1 applies.

 

21.       New Grassmere Street – Main North Road to Grants Road – Traffic Controls

a.         Approve the lane marking changes, kerb alignment changes, road surface changes and islands on Grassmere Street from its intersection with Main North Road to a point 12metres north-west of its intersection with Grants Road, as detailed in Attachment A. Note 2 applies.

b.         Approve that a bi-directional cycle path be established on the north-east side of Grassmere Street commencing 6metres south-east of its intersection with Main North Road and extending in a south-easterly direction for a distance of 247m, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004. Note 2 applies.

c.         Approve that a bi-directional shared pedestrian/cycle pathway be established on the north-east side of Grassmere Street commencing 253metres south-east of its intersection with Main North Road and extending in a south-easterly direction to a point 12metres north-west of its intersection with Grants Road, as detailed on Attachment A, in accordance with sections 11.4 of the Land Transport Act – Traffic Control Devices Rule: 2004 and Clause 1.6 of the Land Transport (Road User) Rule 2004.  Note 2 applies.

 

22.       Existing Grassmere Street - Main North Road to Grants Road - Parking and Stopping Resolutions

a.         Revoke all parking and stopping restrictions on the northeast and southwest sides of Grassmere Street from its intersection with Main North Road to its intersection with Grants Road.

 

23.       New Grassmere Street - Main North Road to Grants Road - Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited on the southwest side of Grassmere Street commencing at its intersection with Main North Road, and extending in a south easterly direction for a distance of 42 metres. The restriction is to apply at any time. Note 2 applies.

a.         Approve that a Stop control be placed against Hillmorton Street at its intersection with Wrights Road as detailed on Attachment B. Note 1 applies.

b.         Approve the lane marking changes, kerb alignment changes, and median islands on Wrights Road starting at a point 118 metres north if its intersection with Cardigan Bay Place and extending in a northwesterly direction for a distance of 192 metres as detailed on Attachment B. Note 1 applies.

c.         Approve that a pedestrian and cycle road crossing, controlled by traffic signals in accordance with sections 6 and 8.5(3) of the Land Transport Act- Traffic Control Devices Rule 2004, be installed on Wrights Road located at a point 17 metres north of its intersection with Hillmorton Street as detailed on Attachment B. Note 2 applies.

d.         Approve that the path on the northeast side of Wrights Road commencing at a point 123 metres northeast of its intersection with Cardigan Bay Place, and extending in a northwesterly direction for a distance of 70 metres be resolved as a bi-directional shared pedestrian/cycle path in accordance with sections 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004 as detailed on Attachment B. e.         Approve that the pathway on the southwest side of Wrights Road commencing at a point 14 metres northwest of its intersection with Hillmorton Street, and extending in a northwesterly direction for a distance 97 metres be resolved as a bi-directional shared pedestrian/cycle pathway in accordance with sections 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004 as detailed on Attachment B. Note 2 applies.

f.          Approve that a special vehicle lane for the use of south-eastbound cycles only, be established on the northeast side of Wrights Road against the kerb, commencing at a point 49 metres northwest of its intersection with the access named and formed as Jack Hinton Drive and extending in a south-easterly direction for a distance of 172 metres. This special vehicle lane is to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles in the Traffic and Parking bylaw 2008 as detailed on Attachment B. Note 2 applies.

g.         Approve that a special vehicle lane for the use of north-westbound cycles only, be established on the southwest side of Wrights Road against the kerb, commencing at a point 52 metres southeast of its intersection with Hillmorton Street and extending in a north-westerly direction for a distance of 180 metres. This special vehicle lane is to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles in the Traffic and Parking bylaw 2008 as detailed on Attachment B. 9.   Infrastructure Design Standard 2016

a.         Adopt the Infrastructure Design Standard 2016 as Council’s design standard for both Council funded assets and assets that will be vested with Council, effective from the date of this resolution.

b.         Establish the Infrastructure Design Standards Steering Group comprising 5 members as a subordinate decision-making body of the Council with authority to adopt future revisions (in whole or in part) of the Council’s Infrastructure Design Standard.

c.         Delegate to the Chief Executive the power to appoint and remove, as the case may be, the members of the Infrastructure Design Standards Steering Group.

d.         Note that the Infrastructure Design Standards Steering Group will otherwise regulate its own procedure. 

e.         Resolves under Clause 30(7) of Schedule 7 of the Local Government Act 2002 that the Infrastructure Design Standards Steering Group will not be discharged on the coming into office of the members of the Council following triennial general elections.

f.          Requires that the Design Standard Steering Group report to the Council on at least an annual basis or when a significant revision to the Council’s Infrastructure Design Standard has been adopted by the Steering Group.

1.              The Committee considered a Notice of Motion from the Shirley/Papanui Community Board regarding the installation of a pedestrian refuge island on the Main North Road between Harewood and Landons Roads. This Notice of Motion was referred to the Committee by the Council at its meeting on 14 July 2016.

2.              Council Officers prepared a Memorandum dated 10 August 2016 (Attachment A) which recommended that the pedestrian refuge island should not be implemented and traffic movements on Loftus Street should not be restricted.

3.              The Committee considered the Memorandum and staff recommendations and resolved the following.

11. Mona Vale Gate House & Halswell Quarry - Commercial Premises Options

1.              The Committee amended the Mona Vale Gatehouse staff recommendations noting the unique opportunity for the Council in ensuring that the visitor experience of  the Gatehouse is enhanced. The Committee also asked for staff to work with the Fendalton Waimairi Community Board around suggested uses of the Gatehouse.

2.              The Committee noted that a food and beverage operator may be commercially viable at Halswell Quarry and amended the staff recommendations to request that staff further investigate options for a permanent food and beverage operator.

1.         Recommend to Council:

a.         That the Mona Vale Gate House building retain the existing operational use, being residential occupation.

2.         Note that the conversion of the Mona Vale Gatehouse to a café or similar operation, is unlikely to be commercially viable for Council in respect of returning income to cover the cost of investment within a typical commercial investment time frame.

3.         Recommends that, subject to consent approval , Council aims to adaptively reuse the Gatehouse to enhance Visitor experience opportunities.

4.         Require staff to work with the Fendalton/Waimairi Community Board on the suggested use of the Mona Vale Gatehouse.

Halswell Quarry

5.         Note that independent advice indicated that a food and beverage operation may be commercially viable at the Halswell Quarry and Council is keen to progress this;

6.         Recommends that staff commence an Expression of Interest process in order to establish food and beverage operator interest for the potential licence(s) in proximity to the Singleman’s House building and visitor car park on Halswell Quarry Park; on a trial and permanent basis.

7.         Further investigate options and associated costs for a permanent, dedicated, stand-alone facility and report this back to Council.
