2.   Confirmation of Previous Minutes

Committee Decision

That the minutes of the Christchurch West Melton Water Management Zone Committee meeting held on Thursday, 25 August 2016 be confirmed.

3.   Matters Arising from the Minutes

         There were no matters arising from the minutes.

4.   Deputations by Appointment

There were no deputations by appointment.

5.   Identification of Urgent Items

 

         Waterway bank cutting

         A memorandum titled “Ceasing of waterway bank cutting due to the ecological effects” was tabled and spoken to by Christchurch City Council staff member, Dr Belinda Margetts.

 

         An informal discussion was held by members about this matter and the following points noted:

·         Discourage water fowl

·         Use council social media to inform the community why we are doing this

·         Consider Immediate Steps funding for the purchase of native vegetation for community groups and schools to plant if a project is proposed

·         Notices about ceasing the activity could be placed on riverbanks

·         Children are attending the next Zone Committee workshop on 27 October 2016, so invite media to that workshop to report on a good story

·         Extend some sections of the Heathcote for trials of non-shaving of riverbanks, e.g. upper section - areas on the map to be clarified

·         Feedback to the Councils about this

·         Receive regular updates through the Land Drainage Recovery Programme on a half yearly basis, or if new information becomes available.

 

Under Standing Order 3.7.5.1 the matter will be reported to a subsequent Committee meeting for further discussion and a decision if necessary.

6.   Identification of General Public Contributions

         Nil.

 

7.   2015 Surface Water Quality Monitoring Report

 

Committee Comment

Dr Belinda Margetts’ report was taken as read and she responded to questions from members, including about limits for Nitrogen and Phosphorous.  A Christchurch City Council brochure titled “Christchurch’s waterways – water quality” was tabled at the meeting.  This matter will be included as an item on the agenda of a future meeting.  A memorandum will be provided to the next Christchurch West Melton Zone Committee meeting about monitoring of groundwater protection zones.

That the Christchurch West Melton Water Management Zone Committee:

1.         Receives the 2015 Surface Water Quality Monitoring report.

2.         Notes the water quality results for the Zone Committee’s priority catchment.

3.         Reconfirms the Zone Committee’s priority catchments based on the latest water quality results.

8.   Water Conservation - Awareness Campaign

 

Committee Comment

Lance Kenyon presented his ideas for a water conservation awareness campaign and asked Committee members to advise their ideas also.  These were recorded on sticky labels and included:

·         conservation is a way of us doing business in the community

·         ECan, CCC, community and interest groups can make a big difference

·         conservation rather than restriction

·         talk about conservation on a regular basis

·         dashboard of where water use/levels are at

·         5-minute shower target, use of an egg-timer in the shower

·         targets for Christchurch City and Long-term Plan

·         replace water hungry plants with climate appropriate plants, including lawns

·         educate the community to water lawns at night

·         garden mulch

·         receive information from experts, e.g. grounds keepers

·         Christchurch has the highest per capita use which affects rates/cost

·         plenty of water so why conserve

·         why wait until we need restrictions

·         it is about better management of infrastructure

·         we have campaigns but that does not always change people’s behaviour

·         pitch water conservation at primary school students about how much water households use

·         Enviroschools

·         messages out with groups

·         a national water use in the house project is being undertaken by Water NZ and BRANZ.

Committee Comment

The Committee received a verbal update on the Water Forum that was held on 12 September 2016 at the University of Canterbury for representatives of the Christchurch City Council and Environment Canterbury.

2.         Notes the joint decision of Environment Canterbury and the Christchurch City Council to decline the resource consents sought on the Canterbury Aggregates applications to deepen aggregate quarries to the west of Christchurch has been appealed.

12. Compliance Priorities 2016/17 Environment Canterbury

 

Committee Comment

Mr Hulse spoke to his report on compliance priorities for Environment Canterbury.  Discussion was held about expanding monitoring to any earthworks on loess soils, and not just subdivisions.
