PART CA – REPORT ON NORTH AVON ROAD RENEWAL – SCHEME PLAN

 

 

Failure of Quorum

 

In accord with Standing Order 3.5, the meeting lapsed by reason of the failure of a quorum.

3.   Deputations by Appointment

         Part B

3.1       Cathy Allden, resident of North Avon Road, and Kathleen Gisho, owner of Casa Dei Bambini School, asked that consideration be given to extending the scope of work for the North Avon Road Renewal Scheme to include the River Road end of North Avon Road.

             Ms Alden outlined safety concerns for that portion of the road including speeding vehicles, poorly maintained street lighting and lack of turning arrows into North Parade when travelling west on North Avon Road. There was also no median markings.

Kathleen Gisho requested that the contractors who will be completing the work be advised of the need to manage traffic effectively to allow access to the school.

             The Chairperson thanked Ms Allden and Ms Gisho for their deputation.

 

3.2       Philip Haythornthwaite, resident of North Parade, spoke on his belief that the proposal to upgrade North Avon Road as outlined in the proposed plan should be rejected as it interferes with people’s rights of access to their streets. Mr Haythornthwaite requested that all removed footpaths be replaced.

             Mr Haythornthwaite requested that the Boards reject the North Avon Road Renewal Scheme in its current form and to remove the proposed pedestrian refuge island by the Stapletons Road intersection as he believed it would limit access to businesses in the area.

             The Chairperson thanked Mr Haythornthwaite for his deputation.

 

3.3       Dean Marshall, property owner, addressed the Committee regarding his concerns over the loss of parking that will occur if the North Avon Road Renewal Scheme Plan is to be implemented.

             Mr Marshall advised the Committee that as a result of cycle and bus lanes that are present on Hills Road parking in the area is already limited and the loss of parking proposed in the scheme would result in no off street parking being available for his family’s property located on the corner at 20 Hills Road.  Mr Marshall also had concerns about the potential loss of a portion of that property to this and related work schemes and believed the scheme was not a good use of rates money. He noted option 3 had not been consulted on and challenged the appropriateness of that.

             The Chairperson thanked Mr Marshall for his deputation.

 

3.4       Simon Lawrence, resident did not attend the meeting.

 

3.5       Ralph Ross was unable to attend the meeting. 

 

3.6       Clarrie Pearce, resident indicated his support for aspects of the scheme including the proposed splitter island.

             Mr Pearce advised the Committee that while he supported the proposed pedestrian refuge island by the Stapletons Road intersection, the drive through of the business located at 71 North Avon Road could potentially be used for “rat running” for vehicles and measures should be taken to ensure this is prevented.

             The Chairperson thanked Mr Pearce for his deputation.

4.   North Avon Road Renewal - Scheme Plan

 

The staff recommendations were adopted with the addition of the two recommendations at items 92 and 93 and an addition to the recommendation in item 82. 

 

Joint Boards Resolved BHSJ/2016/00002

Joint Boards Decision

For the purposes of the following resolutions: (1) an intersection is defined by the position of kerbs on each intersecting roadway; and (2) The resolution is to take effect from the commencement of physical road works associated with the project as detailed in this report; and (3) if the resolution states "Note 1 applies", any distance specified in the resolution relates the kerb line location referenced as exists on the road immediately prior to the Joint Community Board meeting of 15  September 2016; and (4) If the resolution states "Note 2 Applies", any distance specified in the resolution relates the approved kerb line location on the road resulting from the Council resolutions on the North Avon Road Scheme Plan.

That the Burwood/Pegasus Community Board, Hagley/Ferrymead Community Board and Shirley/Papanui Community Board:

1.         Revoke all existing parking and stopping restrictions on the North side of North Avon Road, commencing at its intersection with Hills Road and extending to a point 18 metres east of its intersection with North Parade. Note 1 Applies;

82.       Approve the general layout for the North Avon Road Street Renewal as detailed in Attachment A, including kerb alignments, traffic islands, surface treatments and line markings. That staff consider safety issues around the potential for “rat running” through 71 North Avon Road and report back to the appropriate Community Boards if required.

83.       Approve that a Give Way control be placed against North Avon Road at its intersection with Hills Road as detailed in Attachment A.

84.       Approve that a Give Way control be placed against Slater Street at its intersection with North Avon Road, as detailed in Attachment A.

85.       Approve that a Give Way control be placed against Nicholls Street at its intersection with North Avon Road, as detailed in Attachment A.

86.       Approve that a Give Way control be placed against Stapletons Road at its intersection with North Avon Road, as detailed in Attachment A.

87.       Approve that a Give Way control be placed against Petrie Street at its intersection with North Avon Road, as detailed in Attachment A.

88.       Approve that a Stop control be placed against Chrystal Street at its intersection with North Avon Road, as detailed in Attachment A.

92.       That staff be requested to consider if this project and North Avon/Hills Road intersection improvements can be pragmatically integrated into the design stage as part of the overall transport plan for this area.

93.       That the Burwood/Pegasus Community Board, Hagley/Ferrymead Community Board and Shirley/Papanui Community Board request the following, to be reported back to the appropriate Boards:

a.      That staff address street light  maintenance and consider speed reduction and maintenance measures for the section of North Avon Road from North Parade to River Road.

b.     That staff report back to the relevant Community Boards on the status and maintenance of roads and footpaths within the red zone.

c.      That staff consider changing lighting phasing for traffic turning right from North Avon into North Parade and left and right turning from North Avon into Stanmore road to address safety concerns raised by the deputations.

d.     That the Boards write to Orion requesting they consider undergrounding of services in alignment with Council’s streetscape project on North Avon Road

96.       Approve that the intersection of North Avon Road and Stanmore Road be controlled by traffic signals in accordance with the Land Transport Rule: Traffic Control Devices 2004, as detailed in Attachment A

97.       Approve that the intersection of North Avon Road and North Parade be controlled by traffic signals in accordance with the Land Transport Rule: Traffic Control Devices 2004, as detailed in Attachment A

98.       Approve that a special vehicle lane for the use of eastbound cycles only, be established on the north side of North Avon Road, commencing at its intersection with Hills Road and extending in an easterly direction to a point 18 metres east of its intersection with North Parade, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. Note 2 Applies.

99.       Approve that a special vehicle lane for the use of westbound cycles only, be established on the south side of North Avon Road, commencing at its intersection with Hills Road and extending in an easterly direction to a point 17.5 metres east of its intersection with Evelyn Couzins Avenue, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. Note 2 Applies.

 

 

 

100.    Approve that a special vehicle lane for the use of southbound cycles only, be established on the east side of North Parade, commencing at its intersection with North Avon Road and extending in a northerly direction for a distance of 35 metres, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. Note 2 Applies.
