3.1

Philip Haythornthwaite will speak on his belief that the proposal to upgrade North Avon Road be rejected as it interferes with people’s rights of access to their streets.  A document outlining this proposal will be separately circulated.

 

3.2

Cathy Allden, resident will advocate for improvements at the river end of North Avon Road, which are not included in the current proposal.  A documnent outlining her concerns and signed by 35 others will be separately circulated. 

 

3.3

Dean Marshall, property owner, will speak on the North Avon Road Renewal - Scheme Plan.

1.   Purpose and Origin of Report

Purpose of Report

1.1       The purpose of this report is for the Burwood/Pegasus Community Board, Hagley/Ferrymead Community Board and Shirley/Papanui Community Board to consider the renewal of North Avon Road (Hills Road to North Parade).

Origin of Report

1.2       This report is staff generated.

1.3       The report includes funding information which the Hagley/Ferrymead Community Board requested, on 2 August 2016, that the Council request from staff.

2.   Significance

2.1       The decisions in this report are of medium significance in relation to the Christchurch City Council’s Significance and Engagement Policy.

2.1.1   The level of significance was determined by comparing factors relating to this decision against the criteria set out in the Councils Significance and Engagement Policy.

2.1.2   The community engagement and consultation outlined in this report reflect the assessment.

 

3.   Staff Recommendations

For the purposes of the following resolutions: (1) an intersection is defined by the position of kerbs on each intersecting roadway; and (2) The resolution is to take effect from the commencement of physical road works associated with the project as detailed in this report; and (3) if the resolution states "Note 1 applies", any distance specified in the resolution relates the kerb line location referenced as exists on the road immediately prior to the Joint Community Board meeting of 15  September 2016; and (4) If the resolution states "Note 2 Applies", any distance specified in the resolution relates the approved kerb line location on the road resulting from the Council resolutions on the North Avon Road Scheme Plan.

That the Burwood/Pegasus Community Board, Hagley/Ferrymead Community Board and Shirley/Papanui Community Board:

1.         Revoke all existing parking and stopping restrictions on the North side of North Avon Road, commencing at its intersection with Hills Road and extending to a point 18 metres east of its intersection with North Parade. Note 1 Applies;

2.         Revoke all existing parking and stopping restrictions on the South side of North Avon Road, commencing at its intersection with Hills Road and extending in a easterly direction to a point 17.5 metres east of its intersection with Evelyn Couzins Avenue. Note 1 Applies;

3.         Revoke all existing Traffic Controls on North Avon Road at its intersection with Hills Road. Note 1 Applies;

4.         Revoke all existing parking and stopping restrictions on the east side of Slater Street, commencing at its intersection with North Avon Road and continuing in a northerly direction for a distance of 17 metres. Note 1 Applies;

92.       Revoke all traffic controls including traffic signals at the intersection of North Avon Road with North Parade.

93.       Revoke all traffic controls including traffic signals at the intersection of North Avon Road with Stanmore Road.

94.       Approve that the intersection of North Avon Road and Stanmore Road be controlled by traffic signals in accordance with the Land Transport Rule: Traffic Control Devices 2004, as detailed in Attachment A

95.       Approve that the intersection of North Avon Road and North Parade be controlled by traffic signals in accordance with the Land Transport Rule: Traffic Control Devices 2004, as detailed in Attachment A

96.       Approve that a special vehicle lane for the use of eastbound cycles only, be established on the north side of North Avon Road, commencing at its intersection with Hills Road and extending in an easterly direction to a point 18 metres east of its intersection with North Parade, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. Note 2 Applies.

97.       Approve that a special vehicle lane for the use of westbound cycles only, be established on the south side of North Avon Road, commencing at its intersection with Hills Road and extending in an easterly direction to a point 17.5 metres east of its intersection with Evelyn Couzins Avenue, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. Note 2 Applies.

98.       Approve that a special vehicle lane for the use of southbound cycles only, be established on the east side of North Parade, commencing at its intersection with North Avon Road and extending in a northerly direction for a distance of 35 metres, as detailed on Attachment A. 4.1       This report supports the Council's Long Term Plan (2015 - 2025):

·     Level of Service: 16.0.2 Maintain road condition

·     Level of Service: 16.0.3 Maintain resident satisfaction with roadway condition

·     Level of Service: 16.0.8 Maintain footpath condition.

4.2       The following feasible options have been considered:

·     Option 1 – Renewal without Centre Median (preferred option)

·     Option 2 – Renewal with Centre Median

·     Option 3 – Do Minimum.

4.3       Option Summary - Advantages and Disadvantages (Preferred Option)

4.3.1   The advantages of this option include:

·     Replacement of dish channels with flat channels

·     The addition of cycle lanes

·     Renewed carriageway

·     Renewal of footpaths and new berms

·     Safety improvements at the Stanmore/North Avon/Stapletons intersection

·     Restricting the use of Stapletons Road as a through route

·     The addition of pedestrian crossing facilities

·     Landscaping enhancements

·     Improvements to drainage.

4.3.2   The disadvantages of this option include:

·     Loss of approximately 40 parking spaces out of 100.

·     Access to Stapletons Road will be restricted to left turn in and left turn out.

4.4       Current contract rates on other projects indicate there may be a budget shortfall on this project.

 

 

5.   Context/Background

 

5.1       North Avon Road is designated in the District Plan as a Collector Road and as a Local Cycleway in the Christchurch Transport Strategic Plan.  Its location, and the extent of the project, is shown in Figure 5.1.

Project Objectives

5.2       The objective of the project is:

·   Asset condition-based renewals of all transport assets within the road corridor in this section of North Avon Road.


 

6.   Option 1 - Renewal without Centre Median (preferred)

Option Description

6.1       Key features of this option are:

·    Carriageway renewal;

·    The replacement of dish channels by flat channels;

·    Footpath renewal;

·    The addition of 1.8 metre wide cycle lanes along the route;

·    Maintains 3.4 metre wide vehicle lanes;

·    Adds three pedestrian crossing refuge Islands along the road.  A third was added as a result of the scheme safety audit;

·    Adds landscaped build outs and speed humps to intersections with the local roads;

·    Adds a raised centre median at the Stapletons Road intersection;

·    Maintains the existing capacity of the signalised intersections;

6.2       The main differences which Option 1 has compared to Option 2 are:

·   the omission of a centre flush median

·   the retention of approximately 30 more parking spaces.

6.3       The project team considered the centre flush median was unnecessary for a collector road and given the traffic flows.

Significance

6.4       The level of significance of this option is medium, consistent with section 2 of this report.  Engagement requirements for this level of significance are the distribution of ‘Have Your Say’ leaflets to properties in the area, and stakeholders; and receipt of feedback.

Impact on Mana Whenua

6.5       This option does not involve a significant decision in relation to ancestral land or a body of water or other elements of intrinsic value, therefore this decision does not specifically impact Ngāi Tahu, their culture and traditions.

Community Views and Preferences

6.6       Community consultation on the North Avon Road (Hills Road to North Parade) street renewal was undertaken from Wednesday 29 June to Wednesday 20 July 2016.

6.7       A total of 400 leaflets were hand delivered to properties on North Avon Road from Hills Road to Flesher Avenue and side streets to the north including Slater Street, Nicholls Street, Stapletons Road, Petrie Street, Chrystal Street and North Parade. The leaflet was also sent to 95 key stakeholders and 148 absentee owners.

6.8       A drop in session was held on Tuesday 5 July 2016 at the North Avon Baptist Church with the project team to discuss the proposal. 20 people attended this drop in session.

6.9       Following the drop in session, members of the project team met with Delta Community Support Trust/North Avon Baptist Church and Richmond Dry Cleaners.

6.10    Members of the project team visited 92 and 96 North Avon Road who did not submit on the original proposal to discuss changes to the concept being presented for approval which would directly affect them (the installation of an additional pedestrian refuge outside their properties resulting in the loss of a parking space).

6.11    Following consultation, project team members met with Delta Community Support Trust to discuss their concern for the reduction of parking around their facilities. To rebalance the loss of parking, they suggested angled parking on Chrystal and Petrie Streets. They will be pursuing this suggestion with the Shirley-Papanui Community Board as this is outside of the scope of this current project.

6.12    During the course of the engagement, Council received 62 submissions. 40 respondents were in support of the proposed renewal, 15 respondents did not support the proposal and seven respondents did not state their preference.

6.13    Feedback received supported the following elements of the proposal:

·    New intersection layout at North Avon Road/Stapletons Road

·    New landscaping on the street

·    Addition of cycle lanes

·    Kerb and channel renewal

6.14    As a result of public consultation, the following summarises the key concerns and suggestions raised (approximately in descending order of times raised), along with project team responses:

6.14.1       Overall reduction in parking

A small amount of parking has been added back in.  There is generally alternative parking space nearby.  The design looks to balance parking with cycle lanes, landscaping buildouts and pedestrian crossings.

6.14.2       Type of landscaping proposed

This was principally concern with the type of trees.  There are few opportunities for street trees, and the type chosen is to provide both impact and variety through the seasons.  There will be native shrubs planted where space allows.  Any blockage of drainage will be handled by Council maintenance.

6.14.3       Proposed restrictions at the Stapletons Road/North Avon Road intersection

Stapletons Road has been restricted to left in, left out to improve the safety of the intersection and efficiency of the road network.

6.14.4       Requests to extend the scheme from North Parade down to Flesher Avenue

This section of North Avon Road is currently out of scope for the project. However, the concern has been raised internally.

6.14.5       Proposed locations of pedestrian crossings

The proposed mid-block crossing has been shifted in response to submissions, and a further crossing added in the eastern section of the road.

6.14.6       Narrowing of intersections into side streets off North Avon Road

These intersections have been intentionally narrowed to discourage “rat running” off the main arterial roads. They also provide a threshold gateway into a residential area and improve safety for pedestrians and cyclists.

6.14.7       Upgrade the existing and install new bus shelters as part of this proposal

The installation of bus shelters will be coordinated with the projects works.

6.14.8       Cycle lane safety and the width of cycle lanes

Improvements have been made where specific concerns have been raised.  The cycle lane widths meet Council design guidelines.

6.14.9       Traffic signal adjustments (such as including right turning arrows) at Stanmore Road/North Avon Road and North Parade/North Avon Road intersections

Traffic flows, or space, are not sufficient to justify, or allow for, the changes requested.

6.14.10     Safety concerns at the Hills Road/North Avon Road intersection

Pedestrian safety has been improved with the addition of a refuge island.  Further measures will be addressed by Hills Road Upgrade project in the future,

6.14.11     Nicholls Street and the need for repairs/upgrade

This is the subject of a separate project.

6.14.12     Footpath funding and inclusion in the proposal

Footpath renewal has always been part of the project.

6.14.13     Extension of parking outside the shopping area from P10 to P30

This has been adopted.

6.14.14     Access to businesses during construction

This will be maintained.

6.15    As a result of consultation, the following changes have been made to the final plan for approval:

·    Berms reduced and parking added outside 10, 12 and 22 North Avon Road. Tree added into build-out for informal crossing outside 14 North Avon Road

·    Pedestrian refuge moved from outside 59/52 North Avon Road to the west side of Nicholls Street nearer to the kindergarten at 41 North Avon Road creating the following changes:

removes the build out and grass berm outside 48 – 56 North Avon Road and build out outside 55 – 59 North Avon Road retaining a smaller berm

proposed trees outside properties 38 and 59 North Avon Road and the tree on the eastern intersection of Nicholls Street/North Avon Road removed

extends no stopping restrictions from 43 – 51 North Avon Road (north side)

adds carparks from 48 – 56 North Avon Road

reduces of Nicholls Street build out at the North Avon Road intersection

·    Parking restrictions outside 60 – 74 North Avon Road (Richmond shops) changed from P10 to P30

·    An additional advanced stop box for cyclists in the right turning lane of North Avon Road onto Stanmore Road

·    An additional pedestrian refuge outside 96/99 North Avon Road which:

reduces the build-outs on both sides of the entrance to Petrie Street (including the removal of two proposed trees)

removes a carpark and proposed tree outside 96 North Avon Road to accommodate the pedestrian crossing

extends no stopping restrictions from 87 – 99 North Avon Road (north side)

adds a carpark outside 92 North Avon Road

·    The omitted bus stop added outside 85 North Avon Road

·    An additional informal crossing point on the east side of Tweed and Chrystal Streets to mirror the west side of this intersection

·    The raised median east of Evelyn Couzins Avenue replaced with a flush median

6.16    A letter has been sent to all submitters advising the outcome of the consultation, including details of the Board meeting and how they can request speaking rights. Also included in this letter was a link to the feedback summary with project team responses.

Alignment with Council Plans and Policies

6.17    This option is consistent with Council’s Plans and Policies, including: the District Plan, the  Greater Christchurch Transport Statement, the Christchurch Transport Strategic Plan, the transport Network Management Plan and the Infrastructure Design Standard.

Financial Implications

6.18    Cost of Implementation

6.18.1    All street renewal budgets are based on full carriageway renewal being required. Based on project estimates received recently, indications are that this project may come in significantly over budget when tendered.  However council has not tendered a street renewal project since the earthquakes, and estimate rates are based on projects differing in nature.

6.18.2    Until tenders are received we will not know the status of the budget versus costs to complete

6.18.3    Once tenders are received we will have several options for action

·     Acceptance of tender within budget allocation

·     Reduction in scope of project to complete in stages

·     Reallocation of projects currently in the councils Street Renewals program to fund North Avon Road

6.18.4    Any changes in scope or adjustments to the Street Renewals budget would require the approval of the ITE committee and if necessary, the Council.

6.19    Maintenance / Ongoing Costs – There are no additional maintenance costs

Legal Implications

6.20    There are no legal implications beyond Christchurch City Council’s rights as the Road Controlling Authority.

Risks and Mitigations

6.21    There is a risk tender prices may exceed budget.  The contract will be structured to allow for changes in scope if council considers that the best course of action.  Options for mitigation are detailed in 6.18.3

Implementation

6.22    Implementation dependencies 

·    The project is dependent upon the replacement of a watermain between Hills Road and McLeod Street.  This is expected to be completed by Christmas 2016.

6.23    Implementation timeframe

·    Construction of the street renewal is planned to start in the first half of 2017.

Option Summary - Advantages and Disadvantages

6.24    The advantages of this option include:

·   Replacement of dish channels with flat channels

·   The addition of cycle lanes

·   Renewed carriageway

·   Renewal of footpaths and new berms

·   Safety improvements at the Stanmore/North Avon/Stapletons intersection

·   Restricting the use of Stapletons Road as a through route

·   The addition of pedestrian crossing facilities

·   Landscaping enhancements

·   Improvements to drainage.

6.25    The disadvantages of this option include:

·   Loss of approximately 40 parking spaces out of 100.

7.   Option 2 - Renewal with Centre Median

Option Description

7.1       This is the same as Option 1, except for:

·   the addition of a centre flush median

·   the removal of all parking along the north side of the road, resulting in loss of approximately 70, rather than 40, parking spaces.

Community Views and Preferences

7.2       Community views were not obtained on this option.  They were only obtained for the preferred option.  However, loss of parking was the area of highest concern (14%) among those who provided submissions.

Financial Implications

7.3       Cost of Implementation – The centre flush median would add approximately $10,000 to the cost.

Option Summary - Advantages and Disadvantages

7.4       The disadvantages of this option include:

·   The removal of approximately 70 carparking spaces compared to 40 of Option 1.

 

8.   Option 3 – Do Minimum

Option Description

8.1       With this option no changes are made to the existing street.

Significance

8.2       The level of significance of this option is low, differing from section 2 of this report.  Engagement requirements for this level of significance are to advise submitters on the preferred scheme, that the project is not proceeding.

Impact on Mana Whenua

8.3       This option does not involve a significant decision in relation to ancestral land or a body of water or other elements of intrinsic value, therefore this decision does not specifically impact Ngāi Tahu, their culture and traditions.

Community Views and Preferences

8.4       Community views were not obtained on this option.  They were only obtained for the preferred option.

8.5       Sixty-four percent of those who made submissions on the preferred scheme were in support of that option.

Alignment with Council Plans and Policies

8.6       This option is inconsistent with Council’s Long Term Plan, which shows the renewal of North Avon Road.

Financial Implications

8.7       Cost of Implementation - Nil

8.8       Maintenance / Ongoing Costs – These are expected to increase over time.

Legal Implications

8.9       There are understood to be no legal implications of this option.

Risks and Mitigations

8.10    There is a risk adverse public reaction, and damage to the Council’s reputation, if the project did not proceed after consulting with the public on the preferred scheme plan for the Road.

8.11    Implementation timeframe – Not applicable.

·   Retention of existing parking
