Committee Decision

That the minutes of the Te Hononga Council - Papatipu Rūnanga Committee meeting held on Tuesday, 15 March 2016 be confirmed.

6.   Confirmation of the draft Relationship Agreement between Christchurch City Council and Ngā Papatipu Rūnanga


Committee Comment

The Committee were advised that the draft Relationship Agreement was not ready to be presented to the Council for adoption.   Ngā rūnanga believed that the agreement has been diluted since the agreement’s first draft and wished to have an action plan attached to the agreement.  The Committee agreed that the draft Relationship Agreement with the inclusion of the rūnanga priorities be presented to the next Committee meeting and once approved then an action plan to be developed by staff.

1.              Adopt a parallel process with the Rūnanga working with Council staff to resolve issues around the Draft Relationship Agreement and that Rūnanga priorities are included in the new version of the Draft Relationship Agreement.

2.              Request that Taumutu Rūnanga Representative, Principal Advisor Ngāi Tahu Relationships, and the Chief Advisor to the Chief Executive work on the content of the draft Relationship Agreement and present to the next Committee meeting.

Rūnanga Priorities

The Committee were given a presentation on Papatipu Rūnanga priorities by Dr Te Marie Tau.


The Committee were advised that:


Te Waihora Management Group (Governance Group for Te Waihora) which currently consists of Environment Canterbury and Te Rūnanga o Ngāi Tahu will be joined shortly by Christchurch City Council.


The Committee requested that a workshop be held on the impact of Rapaki red zoning and papakainga zoning.

That the presentation on the Rūnanga Priorities be accepted to be included in the draft Relationship Agreement.

Resilient Greater Christchurch

The Committee were given a presentation on the progress of the Greater Christchurch Resilience Plan by Mike Gillooly, Chief Resilience Officer, and Te Marino Lenihen.

That Te Marino Lenihan lead the development of the work programme with ngā rūnanga relating to the Greater Christchurch Resilient Plan.

Alternative Local Currency

The Committee received a presentation by Councillor Manji discussing the concept of an alternative local currency.


Papatipu Rūnanga Committee members to advise Council on who should attend the Alternative Local Currency working group in August.


The next meeting to be held on 1 September 2016 at 5pm.
