4.1       Positive Youth Development Scheme Report - Kingston Heitia-Brett

             Mr Kingston Heitia-Brett attended to report back to the Board regarding his attendance and participation at the 2016 Junior National Touch Championships, Canterbury.

             The Chairperson thanked Mr Heitia-Brett for his deputation.

6.   Notice of Motion

 

The Board considered a Notice of Motion submitted by Pauline Cotter under Section 3.10.1 of the Christchurch City Council's Standing Orders.

 

Recommendation to the Shirley/Papanui Community Board

That the Shirley/Papanui Community Board:

1.         Accepts the Notice of Motion from Pauline Cotter regarding the Purchase of Land for a Community Facility.

2.         Requests that the Council consider requesting staff to investigate the purchase of the vacant section located at 130 Caledonian Road adjacent to the planned new St Albans Community Centre.

Reasons:

The purchase of this site will provide space for extra car parking should it be required for the new centre, will future proof the project by providing space for expansion should it be required in the future, and in the meantime will add amenity to the project by providing space for a garden.

The Shirley/Papanui Community Board requests that the Council:

The Board considered a report seeking its approval of the proposed road name.

The Shirley/Papanui Community Board resolved that the Developer be invited to submit a new selection of names, the Board respectfully suggesting that it would be preferable that the proposed road names reflect the relevance and/or history of the area.

9.   Deed of Lease Edgeware Croquet

 

The Board considered a report seeking its approval of a new lease for the Edgeware Croquet Club Incorporated at St Albans Park.

Part C

The Shirley/Papanui Community Board resolved to:

1.         Grant a lease to Edgeware Croquet Club Incorporated over an area of approximately 2800m2 at St Albans Park being Part Reserve 4794 held as recreation reserve subject to the Reserves Act 1977 for a total term of 33 years including renewals and three-yearly rent reviews.

2.         Authorise the Property Consultancy Manager to negotiate, conclude and administer all further terms and conditions of the lease agreement.

10. Shirley Papanui Community Board Projects Fund Report 2016/04/20

 

The Board considered a report on projects it wished to consider submitting to the 2016/17 Strengthening Communities Fund.

The Shirley/Papanui Community Board resolved to:

1.         Nominate the Youth Recreation Project for $7,000 as a Board project to be considered for funding from the Shirley Papanui 2016/17 Strengthening Communities Fund.

2.         Nominate the Edible Garden Awards for $4,500 as a Board project to be considered for funding from the Shirley Papanui 2016/17 Strengthening Communities Fund.

3.         Nominate Engagement with Community for $1,000 as a Board project to be considered for funding from the Shirley Papanui 2016/17 Strengthening Communities Fund.

4.         Nominate the Community Pride Garden Awards for $3,500 as a Board project to be considered for funding from the Shirley Papanui 2016/17 Strengthening Communities Fund.

5.         Nominate the Community Service Awards 2017 for $4,000 as a Board project to be considered for funding from the Shirley Papanui 2016/17 Strengthening Communities Fund.

11. Application to the Shirley/Papanui Community Board's 2015/16 Positive Youth Development Scheme - Northcote School Leadership Training

The Board considered an application to its 2015/16 Positive Youth Development Scheme from Northcote School.

 

Staff Recommendation

Given that the application does not meet the criteria of the Board's Youth Development Fund which states that applicants must be aged 12 or over  it is recommended that the Shirley/Papanui Community Board:

1.              Declines a grant from its 2015/16 Positive Youth Development Scheme to Northcote School towards Leadership Training.

Part C

The Shirley/Papanui Community Board resolved to grant the amount of $874 from the Board's 2015/16 Discretionary Response Fund towards leadership training for eight students from Northcote School, recognising that the application does not meet the Board's Positive Youth Development Scheme criteria.

1.         Approved a grant of $500 from its 2015/16 Positive Youth Development Scheme to Reilly Jazz Makea towards representing New Zealand at the Junior Men's World Championships being held Midland Michigan USA in July 2016.

2.         Approved a grant of $500 from its 2015/16 Positive Youth Development Scheme to Jackson Rowland Watt towards representing New Zealand at the Junior Men's World Championships being held Midland Michigan USA in July 2016.

15. Shirley/Papanui Community Board Ward Area Update

 

15.1     Small Grants Fund Assessment Committee for 2016/17 Funding Round

 

The Board were advised by staff of the necessity to set a date for the meeting of the Small Grants Fund Assessment Committee to consider the grants for the 2016/17 financial year.

1.       Resolved to hold a meeting of the Shirley/Papanui Small Grants Fund Assessment Committee on Wednesday 10 August 2016 at 4pm to consider funding applications to the Shirley/Papanui Small Grants Fund 2016/17.

15.2     Submission to the Infrastructure Transport and Environment (ITE) Committee regarding the Papanui Parallel Project

 

The Board agreed at their meeting of 6 April 2016 that the Chairperson would prepare a submission to the ITE Committee regarding the proposed changes to parking on Rutland Street (Chapter Street to Weston Road) as part of the Papanui Parallel project.

The Board considered whether to develop a submission on the Christchurch City Draft Annual Plan 2016 - 2017 and proposed amendments to the Long Term Plan 2015 - 2025 The closing date for such submissions is 10 May 2016.

1       Resolved to make a submission on the on the Christchurch City Draft Annual Plan 2016 - 2017 and proposed amendments to the Long Term Plan 2015 - 2025 and delegated authority to the Chairperson to approve the final submission.

15.4     Railway Crossing, Hawkins Road, Northwood

 

The Board identified the possible need for barrier arms at the railway crossing on Radcliffe Road close to the Northwood Supacentre.  Staff advised that this is not a Council matter and that it is the responsibility of  KiwiRail who control the rail corridor.  The Board were concerned regarding the increased traffic flow on Radcliffe Road due to the development of new subdivisions in the northwest area.

1.       Resolved to write to KiwiRail requesting that the installation of barrier arms at the Hawkins Road railway crossing at Northwood be investigated and noting the increased traffic flows due to existing and planned subdivisions accessing this road.

15.5     Tabled Correspondence - Shirley Primary School

 

The Board received a tabled letter from the Principal of Shirley Primary School thanking the Board for the community grant which contributed towards the employment of a counsellor to address anxiety-related behaviours post-earthquake.

16. Elected Member Information Exchange

Part B

·           Councillor Jones reported that a temporary CCTV camera is to be installed at the Hills Road/Onawe Road right-of-way to monitor undesirable activities.

·           Councillor Jones reported that a temporary CCTV camera is to be installed on a property in Manchester Street to monitor undesirable activities.

·           The Chair reported that he and other members had attended the Northwood AGM.

·           The Chair reported that he and other members had attend the Styx public meeting organised by members of the community.

·           Members asked that a workshop be held to discuss future arrangements for the Edible Garden Awards with members of the Horticultural Society invited to attend.
