   The agenda was dealt with in the following order.

4.   Proposed Road Closures for Sparks in the Park 2019

 

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closure from Simon Hodges, Christchurch Transport Operations Centre (CTOC) Traffic Management Coordinator.

2.              Shanti Campbell and Marc Royal from Council’s Events Production Team were in attendance and advised the Subcommittee of communication and engagement undertaken on the proposed road closures.

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closure of Park Terrace from Bealey Avenue to Dorset Street, from 5pm to 11:30pm Saturday, 16 February 2019.

3.         Approve the proposed closure Park Terrace from Bealey Avenue to Dorset Street, from 6pm to 11:30pm Sunday, 17 February 2019. This is a backup date should the event be postponed on Saturday, 16 February 2019.

6.   Proposed Road Closures South Island Lantern Festival 2019

 

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closure from Simon Hodges, Christchurch Transport Operations Centre (CTOC) Traffic Management Coordinator.

2.              The Subcommittee considered information received from the event organiser on communication, engagement and feedback from stakeholders and businesses about the event and proposed road closures.

3.              Jennifer Beatty from ChristchurchNZ and Amanda Fiddes from Council’s Events Production Team were in attendance, advised of additional information and responded questions.  The Subcommittee requested that the event organisers advise Uber of the road closures associated with the event.

1.         Receive the information in the report.

2.         Approve the Road closure of Cashel Street From 79 Cashel Street to Oxford Terrace, From 3pm until 11pm daily - 22, 23 and 24 February 2019.

3.         Approve the Road closure of Oxford Terrace From Cashel Street to Armagh Street, From 3pm until 11pm daily - 22, 23 and 24 February 2019.

4.         Approve the Road closure of Worcester Boulevard From 78 Worcester Boulevard to Cambridge Terrace, From 3pm until 11pm daily - 22, 23 and 24 February 2019. 

5.         Approve the Road closure of Gloucester Street From Durham Street North to Oxford Terrace, From 3pm until 11pm daily - 22, 23 and 24 February 2019. 

6.         Approve the Road closure of Armagh Street From Durham Street North to Colombo Street, from 3pm until 11pm daily - 22, 23 and 24 February 2019.

7.         Approve the Road closure of Colombo Street From Kilmore Street to Armagh Street, From 5pm until 11pm daily - 22, 23 and 24 February 2019. 

8.         Approve the Road closure of Hereford Street From 85 Hereford Street to Cambridge Terrace, From 5pm until 11pm daily - 22, 23 and 24 February 2019.

2.   Proposed Road Closure for Coast to Coast 2019

 

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closure from Simon Hodges, Christchurch Transport Operations Centre (CTOC) Traffic Management Coordinator.

2.              David Lapthorn from Fulton Hogan and Brooke Jones from Council’s Events Partnerships & Development Team were in attendance and advised the Subcommittee of the communication and engagement undertaken with stakeholders, businesses and residents on the proposed road closures for the event.

1.         Receive the information in the report.

2.         Approve the closure of Marine Parade from Beresford Street to Hawke Street, from 9am Saturday, 9 February to 1am Sunday, 10 February 2019.

3.   Proposed Road Closures for Red Zone 6 Mountain Bike Race 2019

 

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closure from Simon Hodges, Christchurch Transport Operations Centre (CTOC) Traffic Management Coordinator.

2.              The Subcommittee received information provided by the event organiser on communication and engagement with stakeholders and residents.  Brooke Jones, from the Council’s Events Partnerships & Development Team was in attendance and responded to questions from the Subcommittee.  

3.              The Subcommittee requested that confirmation be sought of the area that received the prior notification and that any individual properties in this area still inhabited have received notification. This information will be provided in advance of the Traffic Management Plan (TMP) being approved. 

Secretarial note:  Following the Subcommittee meeting it was established that no communication or notification has been undertaken by the event organiser.  A TMP will not be granted until this has been undertaken.

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closure of Stour Drive from Vivian Street to New Brighton Road from 6am to 6pm Sunday, 10 February 2019.

3.         Approve the road closure of Vivian Street from Stour Drive to Reginald Street, from 6am to 6pm Sunday, 10 February 2019.

4.         Approve the road closure of Brooker Ave from 6am to 6pm Sunday, 10 February 2019.

5.         Note that confirmation will be sought of the area of prior notification and that any affected individual properties still inhabited in the Red Zone will be notified of the closures and this information will be provided in advance of the Traffic Management Plan being approved.

Secretarial note:  Since the Subcommittee meeting it was established that no communication or notification has been undertaken by the event organiser.  A Traffic Management Plan will not be granted until this has been undertaken.

1.              The Subcommittee considered the report and received an overview of the proposed road closure from Simon Hodges, Christchurch Transport Operations Centre (CTOC) Traffic Management Coordinator.

2.              The Subcommittee received information provided by the event organiser on the communication and engagement with stakeholders and residents.  Brooke Jones, from the Council’s Events Partnerships & Development Team was in attendance and responded to questions from the Subcommittee. 

3.              The Subcommittee requested that confirmation be sought that any affected individual properties still inhabited in the Red Zone will be notified of the closures, and that Land Information New Zealand is contacted to ensure that no other access has been granted for this area, and that this information will be provided in advance of the Traffic Management Plan being approved.

4.         Approve the Road closure Kingsford Street, From 8:30am to 11:30am, Sunday, 17 February 2019.

5.         Approve the Road closure Alice Street, From 8:30am to 11:30am, Sunday, 17 February 2019.

6.         Approve the Road closure Queensbury Street, From 8:30am to 11:30am, Sunday, 17 February 2019.
