It was decided that Councillor Glenn Livingstone be appointed Chairperson of the Hearings Panel .

4.   Proposed Earthquake-prone Buildings - Identification of Priority Routes

Hearings Decision

No change to staff recommendation

That the Hearings Panel:

1.         Hears oral submissions and considers all submissions received during the public consultation process, on the draft Earthquake-prone Buildings – Priority Routes Map;

2.         Receives and considers the information and recommendations contained in the Hearings Panel Report and the proposed Earthquake-prone Buildings – Priority Routes Map (Attachment A);

5.   Volume of Submissions - Proposed Earthquake-prone Buildings - Identification of Priority Routes

That the Hearings Panel:

1.         Accept the written submissions (including any late submissions) received on the review of the earthquake prone buildings consultation.

6.   Hearing of Submissions

The Hearings Panel received oral submissions from:

·         Mark Gerrard - Historic Places Canterbury

·         Paul Lonsdale - Central City Business Association

·         Dr Chris Kissling  - Christchurch Civic Trust

7.   Hearings Panel Consideration and Deliberation

The Hearings Panel considered the proposal and invited Council officers back to the table to answer questions raised through verbal submissions. 

The meeting adjourned at 9.20am and resumed at 9.31am

The Hearings Panel considered and deliberated on the proposal and made the following recommendation to the Council.

Committee Resolved BLHP/2018/00023

The Hearings Panel recommends to the Council that:

1.       The Earthquake-prone Buildings – Priority Routes Map incorporate changes to the draft Map as a result of submissions received and staff recommendations:

a.       Retain the high pedestrian thoroughfares as mapped in the Central Business District.

b.      Retain Hagley Park as a high pedestrian thoroughfare.

c.       Remove from the priority routes the section of Wairakei Road where it intersects with the Belfast Bypass due to the road being permanently closed.

d.      Remove the land in Belfast from Tyrone Street to Main North Road and to the side of the Railway from the high pedestrian area of the map .
