4.   Public Forum

4.1          E. Wen Wong – Youth Development Feedback

E. Wen Wong addressed the Board regarding her experiences representing New Zealand at the 2018 Future Problem Solving International Conference (World Championships) in Wisconsin, U.S.A.  including being awarded fifth place for her ‘Muse – the responsive art of crime’ solution to the competition’s ‘Criminal Justice Systems’ challenge.  E Wen Wong thanked the Board for the 2017-18 Youth Development Fund grant that helped fund her attendance at the Conference.


The Chairperson thanked E Wen Wong for her inspiring presentation.



4.2       Craig Taylor, James Milne and Matt Lester – 2016 Fendalton Road Development

             Craig Taylor, James Milne and Matt Lester addressed the Board regarding a proposed new housing development in Fendalton Road including their intention to remove a number of existing trees from the development site and replant new trees using native varieties.


             The Chairperson thanked Craig Taylor, James Milne and Matt Lester for their presentation.



4.3       Simon Britten – Barnes Reserve

             Simon Britten addressed the Board regarding concerns over vehicle access to Barnes Reserve and potential safety issues for park users.  Simon Britten also expressed his concern over the delay in addressing this issue.


             The Chairperson thanked Simon Britten for his presentation.


4.4       Graeme and Diane Barber - Pasadena Reserve Trees

Graeme and Diane Barber addressed the Board regarding the ongoing-issues related to the Oak trees on Pasadena Reserve, in  particular, the size and number of trees and their impacts of shading and litter on neighbouring properties. Graeme and Diane Barber sought the Board’s support for the removal of the Oak trees.

The Board decided to refer the issues raised by Graeme and Diane Barber to staff for investigation and a formal response, that also includes information on the status of the Pasadena Reserve, back to the Board.                                                                                                                


                      The Chairperson thanked Graeme and Diane Barber for their presentation.


Jamie Gough left the meeting at 4.59pm.

Shirish Paranjape left the meeting at 4.50pm.


4.5       Vicky Steele - Burnside Park Butterfly Predation

             Vicky Steele addressed the Board regarding a rapid decline in Monarch butterfly numbers at Burnside Park due to rat predation and asked that measures such as tree bands, be installed to prevent further losses.  

             The Board decided to refer the issues raised by Vicky Steele to appropriate staff  for investigation and a response back to the Board.

                         The Chairperson thanked Vicky Steel for her presentation.


4.6       Anne Dingwall – Fendalton Road Bus Stop

Anne Dingwall addressed the Board regarding  safety concerns  for passengers alighting buses at bus stops that do not have a sealed section of berm to step onto. 


The Board decided to refer the issue raised by Anne Dingwall to appropriate staff for investigation and response.


             The Board thanked Anne Dingwall for her presentation.

8.   Helmores Lane - Proposed No Stopping Restrictions


Community Board Resolved FWHB/2018/00058 (Original Staff Recommendation accepted without change)

Part C

The Fendalton-Waimairi-Harewood Community Board resolved to:

1.         Approve that the stopping, standing or parking of any vehicle is prohibited at all times in the parts of road on Helmores Lane as indicated in the agenda attachment Plan TG133003 issue 1, dated 16 April 2018.

2.         That any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in the agenda report are revoked.

3.         That resolutions 1. and 2. above, are to take effect when the traffic control devices that evidence the restrictions described in this report, are in place.
