4.   Public Forum

Part B

4.1          Robbie Baigent and Paul Lonsdale – Rockabilly Street Party in New Brighton

 

                            Robbie Baigent from Rockabilly Show and Shine and Paul Lonsdale from the New Brighton Business and Landowners Association spoke to the Board about the Rockabilly Show and Shine Street Party in New Brighton Event. It ran successfully in 2017 with around 200 cars attending and with businesses that stayed open reporting excellent trade. They requested the Board's support for promoting this year's event, particularly with businesses in the area.

 

                The Chairperson thanked Mr Baigent and Mr Lonsdale for their public forum presentation.

5.   Deputations by Appointment

5.1

Ruthie Emeny – Guardians of Rawhiti

Ruthie Emeny and Geraint (Geg) Howells from Creative Intention, spoke on behalf of the Guardians of Rawhiti on their item of correspondence at item seven on the agenda.

They requested that the Board advocate for a full tree assessment at Rawhiti Domain in order to enable planning for the development of a natural play space in the area.

The Chairperson thanked Ms Emery and Mr Howells for their deputation and invited them to stay to hear the decision made on their correspondence.

 

 

7.   Correspondence

 

Board Comment

The Board discussed the issues raised in the deputation relating to the correspondence from the Guardians of Rawhiti. The Board noted the need for timely action on this matter to enable the possible development of a plan for a natural play space area in the domain.

In relation to the request from Shirley Boys High School Board of Trustees for a signalised crossing on Travis Road, the Board received tabled correspondence from the Team Leader Planning Transport which addressed the matter. After reviewing this advice, the Board still had further questions which will be followed up.

 

Staff Recommendations

That the Coastal-Burwood Community Board:

1.         Receive the information in the correspondence report dated 02 July 2018

2.         Request staff to provide advice on the request for a signalised crossing on Travis Road and the issue of student safety at the Travis/Frost Roads roundabout.

That the Coastal-Burwood Community Board:

1.         Receive the information in the correspondence report dated 02 July 2018.

 

2.         Receive the tabled correspondence from the Team Leader Asset Planning (Transport)  regarding the request from Shirley Boys High School Board of Trustees for a signalised crossing on Travis Road

 

3.         Requests staff to consider conducting an in-depth tree risk assessment/maintenance programme for the woodland area identified by the Guardians of Rawhiti, to allow the possibility of  a natural play space to be developed

 

4.         Notes the advice tabled from staff on the request from Shirley Boys High School Board of Trustees for a signalised crossing on Travis Road opposite the two schools under construction. The Board requests further information from staff on the reasons why the signalised crossing for the Travis Road Secondary schools is not currently recommended, including what data (and the dates for the data) was used to inform this decision.

5.         Request an on-site meeting with Ministry of Education representatives and Council staff to discuss a potential signalised crossing on Travis Road and other traffic safety concerns in the area associated with the two secondary schools on the Travis Road site.

8.   Waitai/Coastal-Burwood Community Board Area Report - July 2018

 

Board Comment

The Board discussed transitional licences in the Residential Red Zone and identified the need to have community involvement. It was noted that -

Local communities such as Burwood East, Avondale and Dallington adjacent to the Residential Red Zone, retain a profound attachment to the land, once the home of neighbours and neighbourhoods and that feedback from residents of those areas is that there is a need to improve communication and opportunity for resident involvement prior to events and projects taking place in the red zone.

The Board agreed that the Residential Red Zone is of international, national, regional and local significance and ensuring that the local communities are involved from the beginning in its development will increase the likelihood of development being successful. It considered it would be prudent for proposed events and projects  to have a landing place which provides for local communities and agencies to meet to consider them. The Board noted the submissions on the Long Term Plan from community groups and individual community members from the Coastal-Burwood Community Board area. The Board acknowledged their thanks to these submitters.

Part B

That the Coastal-Burwood Community Board:

1.            Receive the Coastal-Burwood Community Board Area Report for July 2018.

2.         The Board requests staff to invite Environment Canterbury to meet with the Board to provide an update on bus services in the Board area.

3.         The Board requests that, as an acknowledgment of the special circumstances of the relationship of local residents with the land known as the Residential Red Zone,:

3.1          the Council Events, Urban Regeneration, and other Council units as relevant and                 with support  from Coastal-Burwood Community Governance staff, , investigate                   and advise on the development of specific processes for the inclusion and or                         engagement of local residents,  whenever an event, activation or project in and                   adjacent to the Residential Red Zone triggers a Council process, such as making a                 booking or requiring Council approval for an event, activity or project,

3.2          staff investigate and advise on the establishment of a forum to enable                                       greater communication and involvement of residents in the Burwood ward area                                with regards to Residential Red Zone projects, developments, activations and                                    events. Membership could include but would not be limited to; Residents                                                  Association representatives, Christchurch City Council, Regenerate Christchurch,                           Land Information New Zealand and Life In Vacant Spaces.

4.         The Board requests that staff send a letter of thanks to Lions Club New Brighton, Development Christchurch Limited and Mike Downs Consulting for the recent donation/installation of the memorial benches on the New Brighton foreshore.

5.         The Board noted their intention to send a letter to the Mayor on behalf of the Board, to request that the Coastal-Burwood Community Board be included in discussions about the allocation of the $300 million Capital Acceleration Facility Fund regarding the residential red zone and infrastructure.

9     Elected Members' Information Exchange

 

Part B

 

9.1       The Board noted that it has called for an urgent meeting with Parks staff to discuss a way forward regarding the further significant loss of land through unrepaired earthquake damage to the estuary edge, reno mattresses and consequent further loss of a significant amount of coastal edge mature trees that will now have to be removed due to safety concerns. The meeting has yet to go ahead.

9.2       The Board noted that residents have reported parking issues relating to parent parking in Lonsdale Street on berms and across driveways when dropping off/picking up children from St Paul’s School. Staff undertook to follow up on this matter.

9.3       The  Board noted that residents have reported they are unable to obtain insurance in the high flood hazard management zone. Staff undertook to seek information about insurance in the high flood hazard management zone.  Additionally, the Board asked that advice is provided on the possibility of a joint meeting with insurance representatives and affected Community Boards.

9.4       The Board noted that a permanent engineering solution to the Southshore and South Brighton estuary edge, could obviate flood plain, insurance, planning and consenting issues.

9.5       The Board acknowledged the Ministry of Education decision on zoning for Shirley Boys’ and              Avonside Girls’ High School. While it was appreciated that a transitional zone covered the              current zoning it was disappointing to see the exclusion of the Prestons area.
