1.   Purpose of Report

This report is to provide information to, and seek authorisation from, the Road Closure Subcommittee to approve the proposed road closure associated with Sparks in the Park 2018.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Park Terrace from Bealey Avenue to Dorset Street From 5pm to 11:30pm Saturday 17 February 2018 with a rain date of 18 February 2018

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 15 January with objections closing on 22 January 2018.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location for many years with no known issues.

3.4       The event organiser has a proven track record of working closely with impacted residents and undertakes substantial notifications to make sure any impacted residents are well informed of how to access properties. They also provide very clear guidance on when impacts are to be in place.

CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

This report is to provide information to, and seek authorisation from, the Road Closure Subcommittee to approve the proposed road closure associated with Run to Remember 2018.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Summit Road from Dyers Pass Road to Rapaki Road, From 8am to 11am 24 March 2018

 

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week. The application was publicly notified on 15 January with objections closing on 22 January 2018.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location previously with no known issues.

3.4       The event organiser has a proven track record of working with impacted parties and undertakes required notifications to make sure impacted stakeholders are notified.

3.5       This event is one of two proposed to be run on Summit Road on the 24th of February 2018. Additional warning in the form of a Mobile Variable Message Sign (VMS) will be required as mitigation of compounding impacts should the road closures be approved.

3.6       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

This report is to provide information to, and seek authorisation from, the Road Closure Subcommittee to approve the proposed road closure associated with the Port Hills Tarmac Rally 2018.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Summit road from Worsleys Road To Gebbies Pass Road from 6am to 7pm 24 February 2018.

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 15 January with objections closing on 22 January 2018.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location previously with no known issues.

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 15 January with objections closing on 22 January 2018.

3.2       There is only one direct vehicle access way onto the section of Jack Hinton Drive proposed to be closed, Park Lane Retirement Village. This property has an alternative access from Whiteleigh Avenue that will be unimpeded by the proposed closure.

3.3       The proposed closures includes an additional closure of Twigger Street that has not been closed for previous events of this size. The proposal to close the street during events has arisen from residents feedback regarding the negative impact that additional traffic generates during events as well as increased safety benefits to attendees. Residents Access is proposed to be maintained by way of a pass system for vehicle entry to Twigger Street.

3.4       To mitigate the impact of the proposed additional closure, of Twigger Street, a drop off zone will be established on Lincoln Road between Twigger Street and Moules Street when Twigger St is closed.

3.5       The Event organisers have contacted the local residents, via letter drop, to provide details of the proposed closures and to provide an opportunity to engage with them should residents have any issues. At the time of writing this report no contact had been made with the event organisers by any residents with concerns.

3.6       Events of this type and scale have operated in this location numerous times before with no known issues.

3.7       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 15 January with objections closing on 22 January 2018.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location for six years previously with no known issues in recent years.

3.4       The event organiser works closely with impacted residents and stakeholders along the route to insure that they are well informed regarding the event and its impacts. The event organisers also run a large media campaign for both aware ness to the public and to advertise the event.

3.5       The event is structured in such a way that once the first wave of competitors pass through intersections the traffic control staff will then manage traffic, wishing to cross the route, via Manual Traffic Control. This has worked well in past years to facilitate the first wave or “bunch” of competitors to pass through the course unimpeded as well as allowing the transport network to still function during the event.

3.6       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed closure of Summit Road from Mt Cavendish to Godley Head From 9am to 11am 18 March 2018.

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 15 January with objections closing on 22 January 2018.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location previously with no known issues in recent years.

3.4       Due to lessons learnt from previous years events, this year’s event proposes to extend the previous events closure to also close the section of Summit Road from Evans Pass Road to Mt Cavendish.

3.5       The event organiser works with impacted residents and stakeholders along the route to insure that they are well informed regarding the event and its impacts.

3.6       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.
