Committee Decision

That the minutes of the Housing Subcommittee meeting held on Monday, 11 December 2017 be confirmed.

That the Committee write a letter of thanks to Lesley Keast for her input at the site visit on 24 January 2018 to Goulding Avenue and Andrews Crescent.

That the Committee write a letter of thanks to the New Zealand Housing Foundation for the site visit on 24 January 2018.

4.1       Public Forum

                             Josiah Tualamali’i, Pacific Youth Leadership and Transformation, addressed the meeting on housing and poverty issues and asked Council to:

 

1.       Reflect on the number of bedrooms in the social housing stock & a CCC WOF.

2.       Consider a city wide programme to assist more Pacific People owning homes.

3.       Consider the trust issues and whether this is a problem in Ōtautahi.

 

4.2       Briefing

                Social Housing staff provided a verbal briefing to the Committee about current activities.

6.   Christchurch Housing Initiative

 

Subcommittee Decided HSTF/2018/00003

Part A

That the Housing Subcommittee:

1.         Recommend to the Social, Community Development and Housing Committee that it support giving effect to the Christchurch Housing Initiative by:

a.         The utilising of a Council Controlled Organisation to act as a ‘Custodian’ of the Initiative’s funds.

b.         The carrying out of a closed tender process with registered Community Housing Providers operating in Christchurch to identify a ‘Provider’ for the Initiative.

c.         Staff to report back to the Housing Subcommittee on these steps by 30 April 2018.

7.   Housing First Proposal

 

Committee Comment

1.              Cate Kearney, Ōtautahi Community Housing Trust and Kay Fletcher, Comcare Charitable Trust joined the table for item 7.

 

Staff and Committee Recommendation

That the Housing Subcommittee:

1.         Supports, in principle, a Christchurch Housing First Partnership to end chronic homelessness in Christchurch by 2020, including:

a.         Acting as Chair of a ‘Champions Group’.

b.         Continuing to assist the community sector led development of a Christchurch initiative

c.         Providing staff support through its community governance and development work

2.              Determine whether it wishes to recommend to Council that it provides funding of up to $600,000 to support the Housing First Partnership initiative.

Councillor Clearwater moved by way of amendment that resolution 2 be replaced with:

         2.         Provides funding of $800,000 over three years to support the Christchurch Housing First Partnership, through a mix of funding sources, including:

 

a.              The Community Resilience Partnership Fund and Council’s Strengthening Communities Fund; and review the funding during an Annual Plan review in two years’ time.

The amendment was seconded by Councillor Galloway and on being put to the meeting was declared carried and became part of the substantive motion.
