Peter Ramsden opened the meeting with a Karakia/Timatanga.

 

The agenda was dealt with in the following order.

2.   Confirmation of Previous Minutes

Committee Decision

That the minutes of the Christchurch West Melton Water Management Zone Committee meeting held on Thursday, 23 November 2017 be confirmed, subject to the following addition:

·         Item 10, include Suzanne Furkert in the list of attendees to the symposium at Lincoln University.

3.   Matters Arising from the Minutes

 

         Proposed Community Water Partnership (Item 11)

         The meeting was advised that a letter to the Christchurch City Council and Environment Canterbury regarding copper was nearly completed and ready to be sent to the Council.  Committee members will be advised by email when this has occurred.

 

         Use of litter booms (Item 7)

         Suzanne Furkert referred to problems with the litter booms in the Ōtākaro/Avon and Ōpawaho/ Heathcote Rivers that meant the litter booms were not operating correctly as the gates were locked in the wrong position.  She will provide the information to Diane Shelander for follow up.

 

         Public Toilets at the Mahinga Kai Exemplar and Kerrs Reach Sites (Item 7)

         Suzanne Furkert supported the placement of public toilets being available at the Mahinga Kai Exemplar and Kerrs Reach sites.  The Committee agreed to request a formal response about this matter from the Christchurch City Council Parks Unit to explain the Council’s view that it does not meet their Policy, given that Suzanne has read and ground-truthed the Policy, and feels that it does.

 

         Control of Flag Iris (Item 7)

         Discussion was held about replanting riverbanks with native plants, rather than grass, after flag iris has been removed.  The Zone Committee’s view was that will reduce the City Council’s ongoing operational costs long-term.

6.   Identification of General Public Contributions

A member of the public did wish to raise an item.

 

7.   Working of the Zone Committee 2018

 

 

Nominations were called for the positions of Chairperson, Deputy Chairperson and Regional Representative for the Christchurch West Melton Water Management Zone Committee.

8.   Waimakariri Wells Project Results and Way Forward

 

Tim Davie and Jason Holland provided the Committee with an overview of the results of the Waimakariri Wells Project.  Jason advised that the Waimakariri Zone Committee was working on a Zone Implementation Programme addendum containing recommendations for the zone around water management.

Jason noted an outcome for the Waimakariri Zone Committee was that land and freshwater management in the zone will over time support the maintenance of high quality drinking water from Christchurch aquifers.

He advised that the Waimakariri Zone Committee was keen to involve the Christchurch West Melton Zone Committee with this matter by either continuing to provide them with progress updates about deliberations; or bringing both Zone Committees together when a draft package is evolving and before it is finalised.  A mixture of public zone committee meetings, public meetings and zone committee workshops are used, the same as the Ashburton Zone Committee and Hinds, and other processes.

Discussion was held about the information received.

2.              Request members of the Groundwater/Drylands Working Group participate with the Waimakariri Zone Committee on a draft package for the Zone Implementation Programme addendum as it evolves.

 

3.              Receives briefing papers about the Zone Implementation Programme addendum progress to the full Christchurch West Melton Water Management Zone Committee.

9.   Regenerate Christchurch Update

 

Chris Mene, General Manager of Partnerships and Engagement for Regenerate Christchurch, updated the Committee about Regenerate Christchurch and some of the work it has been carrying out.  This included a community partnership that Regenerate Christchurch helped set up called the “How Team” in South New Brighton and Southshore.  He explained that there would be an exhibition regarding the river corridor and that the Zone Committee would be advised when this would occur.

The Committee referred to the issue that has been raised during meetings about public toilets at Kerrs Reach and on Anzac Drive, the Mahinga Kai Exemplar site.

10. Working Group Update - 22 February 2018

 

The Working Group update reports were taken as read.

Suzanne Furkert referred to the jetties on the Ōpawaho Heathcote River that were not maintained.  She suggested assistance from the City Council in relation to providing informal walking and cycling tracks while the opportunity presented itself because of current work being due, as part of Heathcote Flood Mitigation Options, including bank stabilisation.  One particular area noted was Colombo Street at Waimea Terrace.

11. Zone Committee Annual Report 2017

 

The Committee suggested minor amendments to the Annual Report, as follows:

·         Split the Nitrogen from farming – CWM Groundwater Protection Zone story into two, the other is about the Waimakariri Wells Project.

·         In the same area as above, add to the final sentence so that it reads “Environment Canterbury will work with zone committees in 2018 to help with the plan process to find a solution.”

·         Under the heading Copper brake pads, paragraph 2, second sentence replace “…is to provide…” with “utilising”.

·         In the same area as above, add to the final sentence so that it reads “The Committee is recommending to Councils to approach Central Government for a national response to raise awareness and introduce labelling and standards as a solution to copper free brake pad alternatives, and is legislating towards copper free alternatives.

The Committee agreed to write to the three Councils, Christchurch City, Selwyn District and Environment Canterbury, to recommend at the Local Government New Zealand Conference on 15 July 2018 a remit about Government bringing in legislation for the use of copper free brake pads.

12. Facilitator's Update - 22 February 2018

 

Shelley Washington spoke to her report.

Suzanne Furkert referred to the issue of the Christchurch City Council not mowing riverbanks, and replacing this with native plantings.  She requested presentations from Environment Canterbury and the Christchurch City Council about specific waterways plantings provided for in draft Long-Term Plans.

The Committee noted that this was the final meeting that Peter Ramsden would be attending.  Arapata Reuben on behalf of the Zone Committee thanked Peter Ramsden for his role as Tangata Whenua Facilitator, noting the Karakia and translation was appreciated.  He wished Peter well.


 

Peter Ramsden closed the meeting with a Karakia/Whakamutunga.
