4.1       Proposed Community Water Partnership

Part B

Karen Whitla, Ōpāwaho/Heathcote River Network spoke to the Board on the proposed Community Water Partnership.  Ms Whitla outlined the work being undertaken by Community groups in various streams and reserves.  She referred to a proposal for a Community Water Partnership, a joint programme to improve waterways incorporating behaviour change, education and awareness initiatives.

 

Ms Whitla requested the Board to support the provision of funding for a Community Water Partnership in the Council’s Long Term Plan.

 

The Chairperson thanked Ms Whitla for her presentation.

 

4.2       Hoon Hay Hoops 2017

Part B

Crusader Gali, Michael Pule, Julander Malo and Pati Ausage Bailey, Hoon Hay Hoops organising Committee reported back on the very successful “Hoon Hay Hoops” event held in Hoon Hay Park on 13 October 2017.  Messrs Gali, Pule, Malo and Ausage Bailey explained that they had participated in a “Get Set Go “ workshop on staging an event and had put the skills learned into planning and running the “Hoon Hay Hoops” event.  The event was a three on three basketball tournament for local youth.

   The Chairperson thanked the group for their presentation.

5.1       Milton/Simeon Streets Proposed Bus Stops - Janet Begg  

Part B

Ms Janet Begg, local resident, spoke to the Board regarding the location of proposed bus stops in the vicinity of Milton and Simeon Streets. Ms Begg spoke in support of Option 2 in the staff report; bus stops adjacent to numbers 63 and 66 Milton Street.

Mrs Verity Allen, local resident, spoke to the Board regarding the location of proposed bus stops in the vicinity of Milton and Simeon Streets and outlined her views on the various proposed locations. Mark and Marie Lovell, local residents, spoke to the Board regarding the location of proposed bus stops in the vicinity of Milton Street and Simeon Streets and outlined their views on the various proposed locations and spoke in support of Option 2 in the staff report; bus stops adjacent to numbers 63 and 66 Milton Street.

Ms Ross spoke in support of Option 1 in the staff report; bus stops adjacent to numbers 12-14 Simeon Street and 68-70 Milton Street .

5.6       Cashmere/Worsleys/Hoon Hay Roads Proposed Intersection Improvements - John Cousins

Part B

Mr John Cousin, local resident, spoke to the Board regarding the proposal for improvements to the Cashmere/Worsleys/Hoon Hay Roads Intersection, and outlined his views and concerns on the proposed options. Mr Cousins indicated that he is generally in support of Option 1 in the staff report on the intersection improvement but said he considered that there should be provision of on street parking adjacent to number 2 Worsleys Road.

5.7       Cashmere/Worsleys/Hoon Hay Roads Proposed Intersection Improvements - Dirk De Lu

Part B

Mr Dirk De Lu, local resident, spoke to the Board regarding the proposal for improvements to the Cashmere/Worsleys/Hoon Hay Roads Intersection, and outlined his views and concerns on the proposed options, particularly in terms of pedestrian and cyclist safety. Mr de Lu requested that the recommended improvements be modified to remove parking from the north side of Cashmere Road east approach and instead allow parking on the south side of Cashmere Road east approach.

After questions from Board members, the Chairperson thanked Mr de Lu for his attendance.

5.8       Cashmere/Worsleys/Hoon Hay Roads Proposed Intersection Improvements - Christine Youngman

Part B

Ms Christine Youngman, local resident, spoke to the Board regarding the proposal for improvements to the Cashmere/Worsleys/Hoon Hay Roads Intersection, and outlined her views on the proposed options, with particular reference to her concerns regarding noise from the proposed speed bumps/elevated areas on Worsleys Road and Hurunui Street which are to be located adjacent to her residence.

After questions from Board members, the Chairperson thanked Ms Youngman for her attendance.

Staff Recommendations 

That the Spreydon-Cashmere Community Board:

Option 1 (Refer Attachment A):

12-14 Simeon Street Bus Stop (Option 1, preferred Option)

1.         Approves that all parking and stopping restrictions on the north east side of Simeon Street commencing at its intersection with Milton Street and extending in a north westerly direction for a distance of 59 metres be revoked.

2.         Approves that the stopping of vehicles be prohibited at all times on the north east side of Simeon Street commencing at its intersection with Milton Street and extending in a north westerly direction for a distance of 10 metres.

3.         Approves that the stopping of vehicles be prohibited at all times on the north east side of Simeon Street commencing at a point 33 metres north west of its intersection with Milton Street and extending in a north westerly direction for a distance of four metres.

4.         Approves that a marked bus stop be installed on the north east side of Simeon Street commencing at a point 37 metres north west of its intersection with Milton Street and extending in a north westerly direction for a distance of 14 metres.

5.         Approves that the stopping of vehicles be prohibited at all times on the north east side of Simeon Street commencing at a point 51 metres north west of its intersection with Milton Street and extending in a north westerly direction for a distance of eight metres.

6.         Approves that all parking and stopping restrictions on the south east side of Milton Street commencing at a point 69 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of 26 metres be revoked.

7.         Approves that the stopping of vehicles be prohibited at all times on the south east side of Milton Street commencing at a point 69 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of four metres

8.         Approves that a marked bus stop be installed on the south east side of Milton Street commencing at a point 73 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of 14 metres.

9.         Approves that the stopping of vehicles be prohibited at all times on the south east side of Milton Street commencing at a point 87 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of eight metres.

10.       Approves that all parking and stopping restrictions on the north west side of Milton Street commencing at a point 22 metres south east of its intersection with Meadowville Avenue and extending in a south easterly direction for a distance of 78 metres to its intersection with Simeon Street be revoked.

11.       Approves that the stopping of vehicles be prohibited at all times on the north west side of Milton Street commencing at a point 22 metres south east of its intersection with Meadowville Avenue and extending in a south easterly direction for a distance of four metres.

12.       Approves that a marked bus stop be installed on the north west side of Milton Street commencing at a point 26 metres south east of its intersection with Meadowville Avenue and extending in a south easterly direction for a distance of 14 metres.

13.       Approves that the stopping of vehicles be prohibited at all times on the north west side of Milton Street commencing at a point 40 metres south east of its intersection with Meadowville Avenue and extending in a south easterly direction for a distance of 60 metres to its intersection with Simeon Street.

66 Milton Street Bus Stop (Option 2)

14.       Approves that all parking and stopping restrictions on the south east side of Milton Street commencing at its intersection with Simeon Street and extending in a north easterly direction for a distance of 84 metres be revoked.

15.       Approves that the stopping of vehicles be prohibited at all times on the south east side of Milton Street commencing at its intersection with Simeon Street and extending in a north easterly direction for a distance of 62 metres

16.       Approves that a marked bus stop be installed on the south east side of Milton Street commencing at a point 62 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of 14 metres.

17.       Approves that the stopping of vehicles be prohibited at all times on the south east side of Milton Street commencing at a point 76 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of eight metres.

 

 

Board Consideration.

The Board considered a staff report and recommendation regarding Milton Street/Simeon Street Proposed Bus Stops. Staff in attendance spoke to the accompanying report and responded to questions from members.

As part of its deliberations, the Board had regard to the deputations presented to it (Items 5.1 – 5.5 of these minutes refer).

The Board discussed the feedback provided on the proposal and the merits of each option, and acknowledged that there were valid reasons for supporting or opposing each option. It was noted that option 1 would avoid difficulties associated with vehicles turning right into the vehicle entrance of 61 Milton Street at times when a bus is at the stop.

That the Spreydon-Cashmere Community Board:

12-14 Simeon Street Bus Stop

1.         Approves that all parking and stopping restrictions on the north east side of Simeon Street commencing at its intersection with Milton Street and extending in a north westerly direction for a distance of 59 metres be revoked.

2.         Approves that the stopping of vehicles be prohibited at all times on the north east side of Simeon Street commencing at its intersection with Milton Street and extending in a north westerly direction for a distance of 10 metres.

3.         Approves that the stopping of vehicles be prohibited at all times on the north east side of Simeon Street commencing at a point 33 metres north west of its intersection with Milton Street and extending in a north westerly direction for a distance of four metres.

6.         Approves that all parking and stopping restrictions on the south east side of Milton Street commencing at a point 69 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of 26 metres be revoked.

7.         Approves that the stopping of vehicles be prohibited at all times on the south east side of Milton Street commencing at a point 69 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of four metres

8.         Approves that a marked bus stop be installed on the south east side of Milton Street commencing at a point 73 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of 14 metres.

9.         Approves that the stopping of vehicles be prohibited at all times on the south east side of Milton Street commencing at a point 87 metres north east of its intersection with Simeon Street and extending in a north easterly direction for a distance of eight metres.

8.   Intersection Improvement - Cashmere, Hoon Hay, Worsleys

 

Staff Recommendations 

For the purposes of the following resolutions: (1) an intersection is defined by the position of kerbs on each intersecting roadway; and (2) The resolution is to take effect from the commencement of physical road works associated with the project as detailed in this report; and (3) if the resolution states "(Note 1 Applies)", any distance specified in the resolution relates the kerb line location referenced as exists on the road immediately prior to the Community Board meeting of the 13th February 2016; and (4) If the resolution states "(Note 2 Applies)", any distance specified in the resolution relates the approved kerb line location on the road resulting from the resolution as approved.

 

That the Spreydon-Cashmere Community Board, recommends to the Council that it:

1.         Revokes all traffic controls on Hoon Hay Road, commencing at its intersection with Cashmere Road and continuing in a north westerly direction for a distance of 148 metres. (Note 1 Applies).

2.         Revokes all traffic controls on Cashmere Road, commencing at its intersection with Hoon Hay Road and continuing in a westerly direction for a distance of 104 metres. (Note 1 Applies)

3.         Revokes all traffic controls on Cashmere Road, commencing at its intersection with Worsleys Road and continuing in an easterly direction for a distance of 86 metres. (Note 1 Applies).

4.         Revokes all traffic controls on Worsleys Road, commencing at its intersection with Cashmere Road and continuing in a south easterly direction for a distance of 61 metres. (Note 1 Applies).

5.         Revokes all intersection traffic controls at the intersection of Worsleys Road with Cashmere Road. (Note 1 Applies).

6.         Revokes all intersection traffic controls at the intersection of Hoon Hay Road with Cashmere Road. (Note 1 Applies).

7.         Revokes all intersection traffic controls at the intersection of Hurunui Street with Worsleys Road. (Note 1 Applies).

8.         Approves that a special vehicle lane for the use of northwest bound bicycles only, be established on the south west side of Hoon Hay Road, commencing at its intersection with Cashmere Road and extending in a north westerly direction for a distance of 112 metres, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

9.         Approves that a special vehicle lane for the use of southeast bound bicycles only, be established on the north east side of Hoon Hay Road, commencing at a point 60 metres north of its intersection with Cashmere Road and extending in a north westerly direction for a distance of 96 metres, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

10.       Approves that a special vehicle lane for the use of eastbound bicycles only, be established on the north side of Cashmere Road, commencing at its intersection with Hoon Hay Road and extending in a westerly direction for a distance of 101 metres, as detailed on Attachment A. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

11.       Approves that a special vehicle lane for the use of westbound bicycles only, be established on the south side of Cashmere Road, commencing at its intersection with Worsleys Road and extending in a westerly direction for a distance of 80 metres, as detailed on Attachment B. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

12.       Approves that a special vehicle lane for the use of eastbound bicycles only, be established on the north side of Cashmere Road, between its intersection with Hoon Hay Road and its intersection with Ferniehurst Street, as detailed on Attachment B. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

13.       Approves that a special vehicle lane for the use of northbound bicycles only, be established on the east side of Cashmere Road, commencing at its intersection with Ferniehurst Street and extending in a northerly direction for a distance of 18 metres, as detailed on Attachment B. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

14.       Approves that a special vehicle lane for the use of westbound bicycles only, be established on the south side of Cashmere Road, commencing at its intersection with Worsleys Road and extending in a easterly direction for a distance of 410 metres, as detailed on Attachment B. This special vehicle lane is authorised under clause 13 of the Christchurch City Council Traffic and Parking Bylaw 2008, and is therefore to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles. (Note 2 Applies).

15.       Approves that a pedestrian crossing be duly established and marked in accordance with section 8.2 of the Land Transport Rule: Traffic Control Devices 2004, on the Cashmere Road west approach left turn slip lane at its intersection with Hoon Hay Road, as detailed on Attachment A. (Note 2 Applies)

19.       Approves the lane marking changes, kerb alignment changes and road surface changes on Cashmere Road, between its intersection with Hoon Hay Road and its intersection with Ferniehurst Street. (Note 2 Applies).

31.       Approves that a Give Way control be placed against the Cashmere Road west approach left turn movement, at the left turn slip lane approaching Hoon Hay Road, as detailed on Attachment A.

32.       Approves that a Give Way control be placed against the Cashmere Road east approach left turn movement, at the left turn slip lane approaching Worsleys Road, as detailed on Attachment A.

33.       Approves that a Give Way control be placed against the Hurunui Street at its intersection with Worsleys Road, as detailed on Attachment A.

1.         Revokes all existing parking and stopping restrictions on the south west side of Hoon Hay Road, commencing at its intersection with Cashmere Road and continuing in a north westerly direction for a distance of 78 metres. (Note 1 Applies)

Board Consideration.

The Board considered a staff report and recommendations regarding Intersection Improvement at Cashmere,Hoon Hay, and  Worsleys Roads. Staff in attendance spoke to the accompanying report and responded to questions from members.

 

As part of its deliberations, the Board also had regard to the deputations presented to it (Items 5.6 – 5.8 of these minutes refer).

 

The Board discussed the feedback provided on the proposal and the merits  of the options presented. The Board noted verbal advice from staff that shortening the length of the recommended no stopping restriction on the south west side of Worsleys Road to provide an on street parking space adjacent to number 2 Worsleys Road would not compromise the scheme of improvements.

The Board discussed also the species of trees to planted as part of the proposals and expressed a preference for native species to be used.

11. Elected Members’ Information Exchange

Part B

Board Members shared the following information:

·      The use of trimmers by park maintenance early in the morning is concerning to neighbours.

·      The Somerfield Residents Association is seeking a drink fountain for Somerfield Park to replace one previously in the park.

·      Neighbourhood Support is working to keep people in neighbourhoods up to date with matters, and also has a Junior Neighbourhood Support programme working in schools.

·      A Multi-unit residential development in Addington is notable as having been designed to fit into neighbourhood.

·      A meeting is to be held regarding Golden Age facility for older people with psychiatric issues and residents’ concerns.

·      A concept of urban farming in Addington is being looked into.

·      There are ongoing traffic issues in Addington. The traffic engineer has been liaising with a concerned resident.

·      Cashmere/Port Hills community and Business Association has invited members to a Christmas function. 

·      There is concern about the lack of Council maintenance that has resulted in overgrowth along footpaths. 

·      There continues to be concerns with anti- social road use on Dyers Pass/Summit Roads. 

·      Hackthorne/Dyers Pass Road intersection – there have been complaints about the walkway.

·      Members have received comments about Social housing and the differences in how they are operated now from when it was owned and operated by the Council.
