1.              The Subcommittee accepted the Staff Recommendations without change.

Part C

That the Parking Restrictions Subcommittee:

1.         Approve that the stopping of vehicles be prohibited at any time on the north side of Hereford Street commencing at a point 93 metres east of its intersection with the prolongation the eastern kerbline of Latimer Square extending in an easterly direction for a distance of 7 metres.

2.         Approve that a marked bus stop, for the purposes of picking up and dropping off passengers only, be installed on the north side of Herford Street commencing at a point 100 metres east of its intersection with the prolongation of the eastern kerb line of Latimer Square and extending in an easterly direction for a distance of 15 metres.

3.         Approve that the stopping of vehicles be prohibited at any time on the north side of Hereford Street commencing at a point 115 metres east of its intersection with the prolongation of the eastern kerb line of Latimer Square and extending in an easterly direction for a distance of 4 metres.

8.   An Accessible City: Hospital Corner, Oxford Terrace(Gap), and Riccarton Avenue to Antigua Street (Final layout)

 

Committee Comment

1.              The Subcommittee accepted Staff Recommendation 1 without change and amended Staff Recommendation 2 to reflect that since the agenda had been published, the Infrastructure, Transport and Environment (ITE) Committee had considered the scheme relating to the An Accessible City project the ‘Oxford Gap’ on 8 November 2017.

2.              The Subcommittee also added a third resolution (given that the ITE Committee added further recommendations to the Council regarding the project than staff had recommended), noting that any changes to the project design or traffic controls shown in Attachment A to the report that result from the recommendations to the Council of the ITE Committee or otherwise do not affect the Subcommittee’s approvals in these resolutions. This was to clarify that though the Subcommittee’s approvals are subject to the Council approving the scheme of the project in accordance with Attachment A, any changes the Council makes to the scheme of the project if and when approving it will not prevent the Subcommittee’s approvals taking effect simultaneously.

 

Staff Recommendations 

That the Parking Restrictions Subcommittee:

1.         Approve the following, subject to the Council approving the scheme related to the An Accessible City project the ‘Oxford Gap’ – the section of Oxford Terrace that runs from the Riccarton Avenue, Hagley Avenue, Tuam Street corner, east to Antigua Street, in accordance with Attachment A:

a.         Approve that all existing parking and stopping restrictions currently located on the southeast side of Oxford Terrace commencing at its intersection with Riccarton Avenue and extending in a north easterly direction to its intersection with Antigua Street be revoked.

b.         Approve that all existing parking and stopping restrictions currently located on the northwest side of Oxford Terrace commencing at its intersection with Riccarton Avenue and extending in a north easterly direction to its intersection with Antigua Street be revoked.

c.         Approve that the stopping of vehicles be prohibited at all times on the northwest side of Oxford Terrace commencing at its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 18 metres.

d.         Approve that the parking of vehicles be restricted to a maximum period of 5 minutes, at any time on the northwest side of Oxford Terrace commencing at a point 18 metres northeast of its intersection with Riccarton Avenue and extending in a north easterly direction for a distance of 43 metres.

e.         Approve that the stopping of vehicles be prohibited at all times on the northwest side of Oxford Terrace commencing at a point 61 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 18 metres.

f.          Approve that a shuttle Stop, restricted for the use of ‘Hospital Shuttles Only’ be installed on the northwest side of Oxford Terrace commencing at a point 80 metres northeast of its intersection with Riccarton Avenue and extending in a north easterly direction for a distance of 20 metres.

g.         Approve that the stopping of vehicles be prohibited at all times on the northwest side of Oxford Terrace commencing at a point 100 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 10 metres.

h.         Approve that the stopping of vehicles be prohibited at all times on the southeast side of Oxford Terrace commencing at its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 15 metres.

i.          Approve that the parking of vehicles be restricted to a maximum period of 5 minutes, at any time on the southeast side of Oxford Terrace commencing at a point 15 metres northeast of its intersection with Riccarton Avenue and extending in a north easterly direction for a distance of 34 metres.

j.          Approve that the parking of vehicles be restricted to mobility card holders only for a maximum period of 30 minutes at any time on the southeast side of Oxford Terrace commencing at a point 50 metres northeast of its intersection with Riccarton Avenue and extending in an north easterly direction for a distance of 9 metres.

k.         Approve that the stopping of vehicles be prohibited at all times on the southeast side of Oxford Terrace commencing at a point 59 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 18 metres.

l.          Approve that the parking of vehicles be restricted to mobility card holders only for a maximum period of 30 minutes at any time on the southeast side of Oxford Terrace commencing at a point 77 metres northeast of its intersection with Riccarton Avenue and extending in an north easterly direction for a distance of 19 metres.

m.       Approve that the stopping of vehicles be prohibited at all times on the southeast side of Oxford Terrace commencing at a point 96 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 7 metres.

2.         Note that the Infrastructure, Transport and Environment Committee will consider the scheme relating to the An Accessible City project the ‘Oxford Gap’ as per paragraph 5.5 of the report.

e.         Approve that the stopping of vehicles be prohibited at all times on the northwest side of Oxford Terrace commencing at a point 61 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 18 metres.

j.          Approve that the parking of vehicles be restricted to mobility card holders only for a maximum period of 30 minutes at any time on the southeast side of Oxford Terrace commencing at a point 50 metres northeast of its intersection with Riccarton Avenue and extending in an north easterly direction for a distance of 9 metres.

k.         Approve that the stopping of vehicles be prohibited at all times on the southeast side of Oxford Terrace commencing at a point 59 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 18 metres.

l.          Approve that the parking of vehicles be restricted to mobility card holders only for a maximum period of 30 minutes at any time on the southeast side of Oxford Terrace commencing at a point 77 metres northeast of its intersection with Riccarton Avenue and extending in an north easterly direction for a distance of 19 metres.

m.       Approve that the stopping of vehicles be prohibited at all times on the southeast side of Oxford Terrace commencing at a point 96 metres north east of its intersection with Riccarton Ave and extending in a north easterly direction for a distance of 7 metres.

2.         Note that the Infrastructure, Transport and Environment Committee on 8 November 2017 considered the scheme relating to the An Accessible City project the ‘Oxford Gap’.

3.         Note that any changes to the project design or traffic controls shown in Attachment A that result from the recommendations to the Council of the Infrastructure, Transport and Environment Committee or otherwise do not affect the Subcommittee’s above approvals.
