Halswell-Hornby-Riccarton Community Board – Community Board Plan 2017-2019

 

Community Outcomes and Priorities

 

1.       Strong Communities

Outcomes for the Halswell-Hornby-Riccarton Community Board area:

1.1          A range of social and recreational initiatives which build and develop community wellbeing.

1.2          Culturally inclusive and celebrates diversity.

   

Our Board Priorities are to:

Community

1.3          Support and encourage the involvement of children and young people in all aspects of community life including decision making.

1.4          Support and advocate for initiatives that address poverty issues and improve the well-being of families and individuals.  

1.5          Support and advocate for activities for older adults in the ward to reduce social isolation.

1.6          Advocate for culturally inclusive practices, where diversity is supported. 

1.7          Consider disability access across all projects.

1.8          Ensure partnerships are created and strengthened with community organisations, schools and the University of Canterbury.

1.9          Foster the development of leadership and celebrate this across the wards.  

Community Board Engagement

1.10       Advocate for the promotion and accessibility of the Community Board and its members so as to enhance more active participation and transparency in the Board’s decision-making.

1.11       Supporting and enabling consultation to gain clear views from the community.

Social Wellbeing

1.12       Advocate for safe, well-run and attractive social housing and strategies that reduce homelessness in the city. 

1.13       Support the creation of safe, accessible and connected places for people to meet in the community.

1.14       Support local events and activities that bring communities together.  

1.15       Support innovative projects that enhance social wellbeing.

 

2.       Liveable City

Outcomes for the Halswell-Hornby-Riccarton Community Board area:

2.1       Residents feel safe in their communities and neighbourhoods.

2.2       Residents have ready access to parks and greenspace for recreational facilities and activities.

2.3       The cultural, natural and built heritage is acknowledged, valued and enhanced.

2.4       Children are provided with fun and safe environments.

2.5       Community facilities are provided that meet the needs of communities. 

2.6       A safe, efficient and sustainable transport and local roading network.

 

Our Board Priorities are to:

Roading and Transport

2.7       Work with schools and community groups to ensure safe crossings and road networks near schools and along key transit routes. 

2.8       Support public transport and cycling initiatives that promote increased usage.

Planning

2.9       Advocate for improvements to parks, greenspace and recreational facilities. 

2.10    Advocate for the protection of the quality of residential living. 

2.11    Monitor the issues of green field subdivisions and increasing intensification across the ward. 

2.12    Advocate for the community facing the challenges of growth. 

2.13    Advocate and make decisions on effective traffic management measures that contribute to meeting the needs and connectivity of local communities.

2.14    Monitor planning issues and support community concerns through appropriate channels.

Community Facilities and Playgrounds 

2.15    Ensure the new Riccarton Community Centre and the Hornby Library and Customer Services and South West Leisure Centre meet the needs of the community.

2.16    Advocate for the timely provision of local facilities to meet the needs of growing local communities.

2.17    Ensure that usage of Council facilities is being optimised.

2.18    Advocate for the provision of quality playgrounds throughout the wards. 

Heritage

2.19    Support and advocate for the enhancement and protection of local heritage assets.

  

3.       Healthy Environment

Outcomes for the Halswell-Hornby-Riccarton Community Board area:

3.1       A commitment to protect and improve the local environment.

3.2       Climate change and environmental sustainability is considered by the Community Board in its decision making, including for all new facilities.

 

Our Board Priorities are to:

3.3       Support and advocate to maintain clean drinking water and high standards of air quality.

3.4       Monitor pollution issues, quarrying effects and compliance of consents. 

3.5       Support local communities on land use, and air and water quality issues and where appropriate, advocate for and represent any community concerns arising.

3.6       Monitor and respond on parks and tree issues raised by the community.

3.7       Encourage and support the implementation of local sustainable greenspace use initiatives, for example, food forests and community gardens.

3.8       Support and advocate for initiatives aimed at addressing climate change. 

 

4.       Prosperous Economy

Outcomes for the Halswell-Hornby-Riccarton Community Board area:

4.1       Strong local business communities.

4.2       An environment where innovative projects are trialled and supported.

4.3       Has a strong social enterprise sector.

4.5       Support initiatives that promote a wide range of innovative practices.

1.         Receive the correspondence from Mr R J Prescott in relation to speed and traffic noise on Lodestar Avenue and to refer  the matters raised to staff for consideration and response back to the Board.

5.1       Middlepark Road/Craven Street Roundabout - Proposed No Stopping Restrictions

             Hazim Al Umari, local property owner, addressed the Board regarding extending the proposed no stopping restriction on Middlepark Road to include the frontage of 56 Middlepark Road.

             After questions from members, the Chairperson thanked Mr Al Umari for his presentation.

             Item 8 of these minutes (Halswell-Hornby-Riccarton Wards – Proposed No Stopping Restrictions at Various Locations) records the Board’s decision on this matter.

 

8.   Halswell-Hornby-Riccarton Wards - Proposed No Stopping Restrictions at Various Locations

 

Staff in attendance spoke to the accompanying report.

The Board also had regard to the deputation from Hazim Al Umari in Item 5.1 above.

The Board was generally supportive of the proposals presented by staff but with the addition of clauses 21 and 22 below.

 

Community Board Resolved HHRB/2017/00242

Part C

That the Halswell-Hornby-Riccarton Community Board resolved to:

Gallaghan Close

1.         Approve that the stopping of vehicles be prohibited at any time on Gallaghan Close commencing on its north side at a point 90 metres west of its intersection with Fyfe Road and extending in a westerly and then southerly direction following the kerb line around the cul-de-sac head for a total distance of 35 metres.

Bibiana Street

2.         Revoke all existing parking restrictions on the west side of Bibiana Street commencing at its intersection with Aidanfield Drive and extending in a southerly direction for a distance of 32 metres.

3.         Approve that the stopping of vehicles be prohibited at any time on the west side of Bibiana Street commencing at its intersection with Aidanfield Drive and extending in a southerly direction for a distance of 63 metres.

Mustang Avenue

4.         Revoke all existing parking restrictions on the west side and east side of Mustang Avenue commencing at its intersection with Bennington Way and extending in a northerly direction for a distance of 111 metres up to Sioux Avenue. 

5.         Approve that the stopping of vehicles be prohibited at any time on the west side of Mustang Avenue commencing at its intersection with Bennington Way and extending in a northerly direction for a distance of 111 metres up to Sioux Avenue by way of a broken yellow No Stopping restriction marked along the kerb line.  Note that this restriction does not apply to vehicles parking within the formed parking bays behind the western kerb line of Mustang Avenue.

6.         Approve that the stopping of vehicles be prohibited at any time on the east side of Mustang Avenue commencing at its intersection with Bennington Way and extending in a northerly direction for a distance of 31 metres.

7.         Approve that the stopping of vehicles be prohibited at any time on the east side of Mustang Avenue commencing at its intersection with Sioux Avenue and extending in a southerly direction for a distance of 32 metres.

Milnebank Street

8.         Revoke all existing parking restrictions on the north and south side of Milnebank Street commencing at its intersection with Balgay Street and extending in an easterly direction to the end of the cul-de-sac head. 

9.         Approve that the stopping of vehicles be prohibited at any time on the north side of Milnebank Street commencing at its intersection with Balgay Street and extending in an easterly direction for a distance of 12 metres.

10.       Approve that the parking of vehicles be restricted to a maximum period of 120 minutes, 9am – 5pm, Monday to Friday, March to November, on the northern side of Milnebank Street commencing at a point 12 metres east of its intersection with Balgay Street and extending in an easterly direction for a distance of 69 metres.

11.       Approve that the stopping of vehicles be prohibited at any time on the north side of Milnebank Street commencing at a point 81 metres east of its intersection with Balgay Street and extending in a easterly and then southerly direction along the kerb line of cul-de-sac head for a distance of 21 metres.

12.       Approve that the stopping of vehicles be prohibited at any time on the south side of Milnebank Street commencing at its intersection with Balgay Street and extending in an easterly direction for a distance of 10 metres.

13.       Approve that the stopping of vehicles be prohibited at any time on the south side of Milnebank Street commencing at a point 78 metres east of its intersection with Balgay Street and extending in an easterly direction along the kerb line of cul-de-sac head for a distance of 15 metres.

Rushden Rise

14.       Approve that the stopping of vehicles be prohibited at any time on the east side of Rushden Rise commencing at a point 30 metres south of its intersection with Pentonville Close and extending in a southerly and then easterly direction along the kerb line for a distance of 53 metres.

Middlepark Road/Craven Street Roundabout

15.       Approve that the stopping of vehicles be prohibited at any time on the south side of western leg of Middlepark Road commencing at its intersection with Craven Street and extending in a westerly direction for a distance of 34 metres.

16.       Approve that the stopping of vehicles be prohibited at any time on the north side of western leg of Middlepark Road commencing at its intersection with west side of the northern leg of Middlepark Road and extending in a westerly direction for a distance of 34 metres.

17.       Approve that the stopping of vehicles be prohibited at any time on the west side of northern leg of Middlepark Road commencing at its intersection with the western leg of Middlepark Road and extending in a northerly direction for a distance of 38 metres.

18.       Approve that the stopping of vehicles be prohibited at any time on the east side of northern leg of Middlepark Road commencing at its intersection with Craven Street and extending in a northerly direction for a distance of 34 metres.

19.       Approve that the stopping of vehicles be prohibited at any time on the north east side of Craven Street commencing at its intersection with northern leg of Middlepark Road and extending in a south easterly direction for a distance of 39 metres.

20.       Approve that the stopping of vehicles be prohibited at any time on the south west side of Craven Street commencing at its intersection with western leg of Middlepark Road and extending in a south easterly direction for a distance of 42 metres.

21.       Approve the provision of two parking limit lines, one being 1 metre east and perpendicular from the useable driveway for No.58A Middlepark Road and a second one being 1 metre west and perpendicular from the useable driveway for No.58 Middlepark Road, to enable more effective parking on both sides of these driveways.

22.       Revisit the revised parking arrangements at the Middlepark Road/Craven Street Roundabout within six months, if required.

That the Halswell-Hornby-Riccarton Community Board resolved to:

1.         Approve four new bus stops within central Wigram, in accordance with the preferred option.  

The associated parking and stopping restrictions for each bus stop are indicated below.

Bus Stop 1 - Adjacent to 17 Deal Street (bus stop on The Runway, between Corsair Drive and Deal Street, south side of the road)

2.         Approve that all parking and stopping restrictions on the south side of The Runway commencing at a point 19.5 metres south west of its intersection with Corsair Avenue and extending in a south bound direction for a distance of 33 metres, be revoked.

3.         Approve that the stopping of vehicles be prohibited at all times on the south side of The Runway commencing at a point 19.5 metres south west of its intersection with Corsair Drive and extending in a south bound direction for a distance of five metres.

4.         Approve that a marked bus stop be installed on the south side of The Runway commencing at a point 24.5 metres south west of its intersection with Corsair Drive and extending in a south bound direction for a distance of 21.5 metres.

5.         Approve that the stopping of vehicles be prohibited at all times on the south side of The Runway commencing at a point 46 metres south west of its intersection with Corsair Drive and extending in a south bound direction for a distance of 6.5 metres. 

Bus Stop 2 - Adjacent to 17R The Runway (bus stop on The Runway, between Corsair Drive and Deal Street, north side of the road)

6.         Approve that all parking and stopping restrictions on the north side of The Runway commencing at a point 25.3 metres south west of its intersection with Corsair Avenue and extending in a south bound direction for a distance of 31 metres, be revoked.

7.         Approve that the stopping of vehicles be prohibited at all times on the north side of The Runway commencing at a point 25.3 metres south west of its intersection with Corsair Drive and extending in a south bound direction for a distance of six metres.

8.         Approve that a marked bus stop be installed on the north side of The Runway commencing at a point 31.3 metres south west of its intersection with Corsair Drive and extending in a south bound direction for a distance of 20 metres.

9.         Approve that the stopping of vehicles be prohibited at all times on the north side of The Runway commencing at a point 51.3 metres south west of its intersection with Corsair Drive and extending in a south bound direction for a distance of five metres. 

Bus Stop 3 - Adjacent to 99 Corsair Drive (bus stop on Corsair Drive, between Keene Street and Kittyhawk Avenue, north side of the road)

10.       Approve that all parking and stopping restrictions on the north side of Corsair Drive commencing at a point six metres west of its intersection with Keene Street and extending in a west bound direction for a distance of 39.5 metres, be revoked.

11.       Approve that the stopping of vehicles be prohibited at all times on the north side of Corsair Drive commencing at a point six metres west of its intersection with Keene Street and extending in a west bound direction for a distance of 17.5 metres.

12.       Approve that a marked bus stop be installed on the north side of Corsair Drive commencing at a point 23.5 metres west of its intersection with Keene Street and extending in a west bound direction for a distance of 14 metres.

13.       Approve that the stopping of vehicles be prohibited at all times on the north side of Corsair Drive commencing at a point 37.5 metres west of its intersection with Keene Street and extending in a west bound direction for a distance of eight metres. 

Bus Stop 4 - Adjacent to 2 Keene Street (bus stop on Corsair Drive, between Keene Street and Kittyhawk Avenue, south side of the road)

14.       Approve that all parking and stopping restrictions on the south side of Corsair Drive commencing at a point 11.4 metres west of its intersection with Keene Street and extending in a west bound direction for a distance of 33 metres, be revoked.

15.       Approve that the stopping of vehicles be prohibited at all times on the south side of Corsair Drive commencing at a point 11.4 metres west of its intersection with Keene Street and extending in a west bound direction for a distance of 15 metres.

16.       Approve that a marked bus stop be installed on the south side of Corsair Drive commencing at a point 26.4 metres west of its intersection with Keene Street and extending in a west bound direction for a distance of 14 metres.

17.       Approve that the stopping of vehicles be prohibited at all times on the south side of Corsair Drive commencing at a point 40.4 metres west of its intersection with Keene Street and extending in a west bound direction for a distance of four metres.

1.         Approve the following parking changes to provide a new bus stop adjacent to 59 Patterson Terrace:

a.         Approve that all parking and stopping restrictions on the south west side of Patterson Terrace, commencing at a point 107 metres south east of its intersection with Alvaston Drive, and extending in a south east direction for a distance of 27 metres, be revoked.

b.         Approve that the stopping of vehicles be prohibited at all times on the south west side of Patterson Terrace commencing at a point 107 metres south east of its intersection with Alvaston Drive, and extending in a south east direction for a distance of five metres.

c.         Approve that a marked bus stop be installed on the south west side of Patterson Terrace, commencing at a point 112 metres south east of its intersection with Alvaston Drive, and extending in a south east direction for a distance of 14 metres.

d.         Approve that the stopping of vehicles be prohibited at all times on the south west side of Patterson Terrace commencing at a point 126 metres south east of its intersection with Alvaston Drive, and extending in a south east direction for a distance of eight metres.

2.         Approve the making of a grant of $4,000 from its Discretionary Response Fund 2017-18 to the Hei Hei Broomfield Community Development Trust towards Taekwondo equipment.

3.         Decline to make a grant to the La Vida Youth Trust towards its Upper Riccarton Christmas Box project.

2.         Approve the making of a grant of $500 from its 2017-18 Youth Development Fund to Thomas Chao towards attending the British Junior Elite Gymnastics training camp from 4 to 14 December 2017, in Essex, England.

1.   Purpose and Origin of Report

Purpose of Report

1.1       The purpose of this report is for the Halswell-Hornby-Riccarton Community Board to:

a.         Recommend to the Council to approve the proposed reserve names as listed in Attachment A, and;

b.         Recommend to the Council to approve the proposed classification of the reserves in accordance with the Reserves Act 1977, section 16(2A), specified in Attachment A.

1.2       The Council Policy Register: Naming of Reserves and Facilities, outlines the procedure for the naming of reserves, which is for the proposed reserve names to be referred to the Community Board in the first instance and then to the Council for adoption.

1.3       Under section 16(2A) of the Reserves Act 1977, any land vested with the Council can declare that land to be a reserve providing it has been given a classification through a Council resolution.

1.4       This report has been generated by Council staff to ensure the naming and classification of reserves follows the Council Policy Register.

2.   Significance

2.1       The decisions in this report are of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy.

4.1       This report supports the Council's Long Term Plan (2015 - 2025):

·     Option 1 - Proposed Reserve Names and Classifications are recommended to the Council (preferred).

·     Option 2 - The reserves are not named or classified.

4.3       Option Summary - Advantages and Disadvantages (Preferred Option)

4.3.1   The advantages of this option include:

·     The reserve has an official name that can be used in locating and promoting the reserve.

·     The reserve can be entered into the Council’s database enabling it to be given a park identifier and added to a maintenance contract.

·     The classification of the reserve confirms the vested purpose and use of the reserve in accordance with the Reserves Act 1977.

4.3.2   The disadvantages of this option include:

·     There are no disadvantages identified.

 

5.   Context/Background

Background

5.1       A number of new reserves have been vested in the Christchurch City Council as part of subdivision developments in the Halswell Ward. The Council Policy Register: Naming of Reserves and Facilities, states that all reserves vested in or under the control of the Council shall be given an appropriate name. New reserves are required to be allocated a name before they can be entered into the Council's maintenance contracts.

5.2       Under the Reserves Act 1977, section 16 (2A), any land that has been vested with the Council can be declared a reserve providing it has been given a classification through a Council resolution. The classification of the reserve will provide the basis as to how the reserve should be managed and administered, for example, a recreation reserve compared to a drainage reserve.


 

6.   Option 1 - Proposed Reserve Names and Classifications are Recommended to the Council (preferred)

Option Description

6.1       The proposed names are for reserves that have been vested with the Council at the time of the development of the subdivision. The classification of the reserve through a Council resolution complies with the Reserves Act for providing the basis of how the reserve is managed and administered.

Significance

6.2       The level of significance of this option is low consistent with section 2 of this report.  Engagement requirements for this level of significance are appropriate.

Impact on Mana Whenua

6.3       Mana Whenua were consulted on the proposed reserves names and the recommended names have been incorporated in Attachment A.

Community Views and Preferences

6.4       The reserve land has been vested in the Council at the time of the development of the subdivision. The naming of the reserves usually commences before the land titles have been issued both for the proposed reserve and any adjoining prospective residential land owners, which has meant it has not been possible to consult with adjoining residents, neighbourhood or residential groups.

6.5       The location of the reserve and often the draft landscape plans with the subdivision's proposed reserve name (originated by the developer) are available to prospective property buyers.

6.6       The naming of reserves in subdivisions follows a similar process to the Community Board consideration of appropriating names for public roads within a subdivision.

6.7       This option is consistent with the Council’s Plans and Policies.

Financial Implications

6.8       Cost of Implementation - There are no direct financial implications associated with the allocation of reserve names or the classification of a reserve, which are administrative processes undertaken as an operational expense.

6.9       Maintenance/Ongoing Costs - There is a requirement for reserves to be named before they can be entered into the Council’s database and allocated to a maintenance contract.

6.10    Funding source - Not applicable

Legal Implications

6.11    There are no negative legal implications to the naming and classification of the Council land as a reserve. The land has already been vested under the Reserves Act 1977 as a reserve. The classification of the land endorses the purpose the land was acquired in accordance with section 16(2A) of the Reserves Act 1977. The naming of the reserve complies with the Council Policy Register: Naming of Reserves and Facilities.

Risks and Mitigations

6.12    There are minimal, if any risks as the name of the reserves complies with the Council Policy Register: Naming of Reserves and Facilities.

Implementation

6.13    Implementation dependencies - no known dependencies.

6.14    Implementation timeframe - approximately one month after the names have been approved by Council.

Option Summary - Advantages and Disadvantages

6.15    The advantages of this option include:

·   The reserve has an official name that can be used in locating and promoting the reserve.

·   The reserve can be entered into the Council’s database enabling it to be given a park identifier and added to a maintenance contract.

·   The classification of the reserve confirms the vested purpose and use of the reserve in accordance with the Reserves Act 1977.

6.16    The disadvantages of this option include:

·   There are no disadvantages.

7.   Option 2 - the Reserves Are Not Named or Classified

Option Description

7.1       The Community Board may determine they will not name the parks or recommend to the Council the classification of the reserves.

Significance

7.2       The level of significance of this option is medium consistent with section 2 of this report.  Engagement requirements for this level of significance are appropriate.

Impact on Mana Whenua

7.3       This option does not involve a significant decision in relation to ancestral land or a body of water or other elements of intrinsic value, therefore this decision does not specifically impact Ngāi Tahu, their culture and traditions.

Community Views and Preferences

7.4       The community are specifically affected by this option as there would be no maintenance of the parks carried out under the negotiated contract rates. Maintenance of the parks would be at a higher financial cost to the community and ratepayers than if the park was part of a maintenance contract. The parks would not be able to be entered in the Council SAP system and could therefore not be given a park identifier or entered into the parks maintenance contract.

7.5       The community views are for the parks to be maintained and at a reasonable financial rate.

Alignment with Council Plans and Policies

7.6       This option is inconsistent with the Council’s Plans and Policies.

7.6.1   Inconsistency - the Council's Level of Service is to maintain Council parks to the specified standard.

7.6.2   Reason for inconsistency - the parks would not be able to be entered into SAP and could not therefore be added to the parks maintenance contract.

7.6.3   Amendment necessary - to name the parks to enable them to be entered into SAP, given a park identifier and added to the parks maintenance contract.

Financial Implications

7.7       Cost of Implementation - If the reserves cannot be maintained under the parks maintenance contact the Council is charged a much higher rate for them to be maintained as a one-off activity.

7.8       Maintenance/Ongoing Costs - the Council is charged a much higher rate to maintain reserves if they are not included in the Council's negotiated parks maintenance contracts.

7.9       Funding source – parks operational budget.

Legal Implications

7.10    The Council is obliged to maintain the Council reserves in accordance with the Levels of Service, notified to the public through the Long Term Plan (LTP) process as required by the Local Government Act 2002 (LGA).

Risks and Mitigations

7.11    To not name the reserves is high risk as the reserves cannot be maintained under the parks maintenance contracts and if they are not maintained to the specified Levels of Service, there could be a conflict with the Council’s LTP and the LGA. Or the parks are maintained to the specified Levels of Service but the Council is charged a higher rate to maintain the parks as they are not part of the negotiated parks maintenance contract.

7.13    Implementation timeframe – not applicable if reserve names not approved.

7.14    The advantages of this option include:

·   There are no advantages for not naming the reserves.

7.15    The disadvantages of this option include:

·   The reserves cannot be entered into the Council’s database, provided with a park identifier.

·   The reserves cannot be added to the parks maintenance contract.

·   The maintenance of the reserves would be charged at a higher rate.

·   If the reserves are not maintained, they would not comply with the Levels of Service, LTP or LGA.

10.    Kirk Road - Removal of Redundant Bus Stops

Purpose of Report

1.1       The purpose of this report is for the Halswell-Hornby-Riccarton Community Board to approve the permanent removal and revocation of eight bus stops and associated parking restrictions in Kirk Road, Templeton.

2.1.1   The level of significance was determined by using the internal worksheet provided to staff for making assessments. 

2.1.2   The community engagement and consultation outlined in this report reflect the assessment.

 

3.   Staff Recommendations 

That the Halswell-Hornby-Riccarton Community Board resolve to:

1.         Approve that all parking and stopping restrictions, including the bus stop, on the south west side of Kirk Road commencing at a point 200 metres north west of its intersection with
Kopara Street and extending in a north westerly direction for a distance of 12 metres, be revoked.

2.         Approve that all parking and stopping restrictions, including the bus stop, on the north east side of Kirk Road commencing at a point 196 metres north west of its intersection with
Banks Street and extending in a north westerly direction for a distance of 12 metres, be revoked.

3.         Approve that all parking and stopping restrictions, including the bus stop, on the south west side of Kirk Road commencing at a point 47 metres north west of its intersection with
Maddisons Road and extending in a north westerly direction for a distance of 12 metres, be revoked.

4.         Approve that all parking and stopping restrictions, including the bus stop, on the north east side of Kirk Road commencing at a point 49 metres north west of its intersection with
Maddisons Road and extending in a north westerly direction for a distance of 12 metres, be revoked.

5.         Approve that all parking and stopping restrictions, including the bus stop, on the south west side of Kirk Road commencing at a point 810 metres north west of its intersection with

5.   Context/Background

Background

5.1       On Kirk Road, there are a number of bus stops designated only by poles and signs that were used for a bus route which has since been removed by Environment Canterbury.

5.2       The Council was contacted by a resident who stated that they had sometimes seen people waiting at these bus stops for a bus that would never come, and requested removal of the signs.

5.3       All of the bus stops shown in Attachment A are designated only with a ‘bus stop’ sign. There are no road markings associated with any of the bus stops.

5.4       Council contractors have now removed the bus stop signs to avoid confusion, and the last remaining step is for the Community Board to formally revoke the bus stops.

5.5       The bus stop sign by the Templeton Swimming Pool has not been removed as staff suspected that it may still be used by school buses taking children to the pool. Further investigation by contacting adjacent property owners has determined that this is not the case, so the bus stop sign will also be removed following Community Board approval.

5.6       Council staff have enquired with Environment Canterbury and Red Bus regarding any privately operated/non Metro buses or school bus routes which may run along Kirk Road. It has been confirmed that there are no non Metro buses run by these agencies. Environment Canterbury does not have any plans to return a bus route to this part of Kirk Road in the foreseeable future.

5.7       The Westmount School was contacted and responded that they do run a school van service for their students, but their school vans goes directly onto their site and does not use any of the on street bus stops.

5.8       Other property owners and occupiers in the vicinity of the bus stops were informed of the intention to remove and formally revoke the redundant bus stops. They were encouraged to contact staff if they knew of a reason that the bus stops should not be revoked. No objections or comments were received.

5.9       As there is no demand for these bus stops, they are causing confusion, and Environment Canterbury does not intend to a return a bus route to this part of Kirk Road, it is proposed to formally revoke the existing bus stops.

5.10    There are no known disadvantages to this option, because if a bus route were to return to Kirk Road in the future, Council staff would be required to go through the consultation and community board approval process to have the bus stops re-established as they have gone unused for such a long time.


 

6.   Option 1 - Permanently remove the eight Kirk Road bus stops shown in Attachment A (preferred)

Option Description

6.1       Remove the eight bus stops on Kirk Road shown in Attachment A.

Significance

6.2       The level of significance of this option is low consistent with section 2 of this report. 

6.3       Engagement requirements for this level of significance are consistent with this level.

Impact on Mana Whenua

6.4       This option does not involve a significant decision in relation to ancestral land or a body of water or other elements of intrinsic value, therefore this decision does not specifically impact Ngāi Tahu, their culture and traditions.

Community Views and Preferences

6.5       Environment Canterbury is specifically affected by this option as the operator of the public transport network. Other private bus service operators may be affected by this option.

6.6       The adjacent property owners/occupiers were consulted. No responses were received.

6.7       The bus stop signs were removed in early 2017 and no complaints or comments have been received regarding their removal.

Alignment with Council Plans and Policies

6.8       This option is consistent with the Council’s Plans and Policies.

Financial Implications

6.9       Cost of Implementation - $0, as the contractor has already removed the bus stop signs.

6.10    Maintenance/Ongoing Costs - $0

6.11    Funding source – Not applicable

6.12    Community Boards have the delegated authority from the Council to exercise the delegations as set out in the Register of Delegations.  The list of delegations for Community Boards includes the resolution of traffic control devices.

Option Description

7.1       Reinstate the bus stop signs and leave them on street for possible future use.

7.2       This option is not recommended as Environment Canterbury has indicated that it is unlikely that these bus stops will be used in the future, and no privately operated bus services have been identified which use the bus stops.

Significance

7.3       The level of significance of this option is low and is consistent with section 2 of this report.

7.4       Engagement requirements for this level of significance are consistent with this level.

7.5       This option does not involve a significant decision in relation to ancestral land or a body of water or other elements of intrinsic value, therefore this decision does not specifically impact Ngāi Tahu, their culture and traditions.

Financial Implications

7.8       Cost of Implementation – approximately $2,000 to reinstate the bus stop signs as they have already been removed by the contractor.

7.9       Maintenance/Ongoing Costs - minor costs may be incurred on the ongoing maintenance of these redundant bus stops, such as replacing damaged signs and removing graffiti. These costs are covered by the existing maintenance budgets and will be negligible to the overall asset.

7.10    Funding source – Public Transport Minor Works

Legal Implications

7.11    The Christchurch City Council’s Traffic and Parking Bylaw 2008, provides the Council with the authority to install stopping and parking restrictions by resolution.  The Council has delegated this authority for this part of the city to the relevant community board.

7.12    The installation of any traffic control devices must comply with the Land Transport Rule: Traffic Control Devices 2004.  These bus stops will comply.

7.13    The existing bus stops are predominantly located in rural areas with unsealed shoulders, no footpaths, and do not meet the minimum accessibility standards recommended in the Christchurch City Council Bus Stop Guidelines.

Risks and Mitigations    

7.14    Not applicable

Implementation

7.15    Implementation dependencies – The implementation is dependent on the Hornby-Halswell-Riccarton Community Board approving the recommendations as described in Section 3.

7.16    Implementation timeframe – The timeframe for implementation is dependent on the contractor’s workloads.  It is estimated that implementation should occur within three months of the proposed parking restriction resolutions being approved.

Option Summary - Advantages and Disadvantages

7.17    The advantages of this option include:

·   Retains the bus stop infrastructure for a bus route to return to in the future, however the existing bus stops do not meet the minimum standards recommended in the Christchurch City Council Bus Stop Guidelines, and would require significant investment to make the bus stops fully accessible.

7.18    The disadvantages of this option include:

·   There may be confusion as no bus routes service these stops, and people may continue to wait for buses at these bus stops.

1.   Purpose and Origin of Report

Purpose of Report

1.1       The purpose of this report is to request that the Halswell-Hornby-Riccarton Community Board (acting under delegation from the Council) approves the initiation of the Reserves Act processes to:

a.         Reclassify part of Denton Park from Recreation Reserve to Local Purpose (Community Buildings) Reserve; and

b.         Amend the Denton Park Management Plan 1987;

to accommodate the proposed new Hornby Library, Customer Services, and South West Leisure Centre building.

Origin of Report

1.2       This report is being provided by staff in response to the Christchurch City Council (“the Council”) resolution CNCL/2017/00213 on 24 August 2017 approving Denton Park (“the Park”) as the preferred location for the proposed new Hornby Library, Customer Services and South West Leisure Centre, and noting the requirement for a partial change in the reserve classification of the Park from Recreation Reserve to Local Purpose (Community Buildings) Reserve and amendment of the Denton Park Management Plan 1987 (“the Management Plan”) due to the inconsistency these have with the proposed development and use.

1.3       This report provides for the initiation of the processes required by the Reserves Act 1977.  The decisions on the proposed changes are made following public notification and the hearing of any objections.

2.   Significance

2.1       The decisions in this report are of high significance in relation to the Christchurch City Council’s Significance and Engagement Policy.

2.1.1   The level of significance was determined by assessing potential outcomes from options provided within the Council's Significance and Engagement assessment worksheet.

2.1.2   The community engagement and consultation outlined in this report reflect the above assessment in addition to meeting the statutory (Reserves Act) requirements.  The Council is required to publicly notify the intentions to change the classification of the reserve land and review part of the Denton Park Management Plan.

 

3.   Staff Recommendations

That the Halswell-Hornby-Riccarton Community Board, acting under the delegated authority of the Christchurch City Council, resolves as follows:

1.         Under section 24(1)(b) of the Reserves Act 1977, that the process to change the classification from 'Recreation Reserve' to 'Local Purpose (Community Buildings) Reserve' in respect of that part of Denton Park being part of Rural Section 41304, as shown outlined in yellow and marked "A" on the plan attached as Attachment A to the staff report from which this resolution emanates, be commenced and that the proposed change be publicly notified in accordance with section 24(2) of the Reserves Act 1977.

2.         Approves the draft Non-Comprehensive Review of the Denton Park Management Plan in the form attached to the report from which this resolution emanates, and;

3.         Directs, pursuant to section 41(9) of the Reserves Act 1977, that public input into the preparation of the draft changes to the Management Plan not be sought under section 41(5) of the Reserves Act 1977.

4.         Approves the release of the draft changes to the Denton Park Management Plan for public consultation in accordance with section 41(6) of the Reserves Act 1977.

 

4.   Key Points

·     It meets the Council’s resolution on 24 August 2017, which also determined that the proposed community/recreation facility development is able to be placed at this location.

·     Reflects considerations made at the time (1954 to 1955) of gifting and sale of the land by Mr Denton into the public realm for it to be used in part for a community facility in addition to the intended primary recreation use.

·     All involved land areas remain as reserve subject to the Reserves Act 1977, and under Council control and management.

·     The Management Plan is appropriately updated to reflect the Council’s decision.

4.3.2   The disadvantages of this option include:

·     Part of the Recreation Reserve is removed (albeit changed to Local Purpose (Community Buildings) Reserve).

·     Loss of some park open space.

·     Some reduction in the amount of Denton Park road frontage along the Main South Road.

 

5.   Context/Background

Context

5.1       The elected Council, following consideration of other site options, resolved at its meeting on 24 August 2017, as part of resolution CNCL/2017/00213, for staff to proceed to investigate, process and consult on the part of Denton Park identified as the preferred location for the proposed new Hornby Library, Customer Services, and South West Leisure Centre (refer Attachment A for the proposed site).  It was noted that this proposed development and use of the Park is inconsistent with the current reserve classification and the Denton Park Management Plan 1987, and that a partial change in reserve classification from Recreation Reserve to (Local Purpose (Community Buildings) Reserve, and a change to the Management Plan, would be required.

The Site

5.2       Denton Park is a classified Recreation Reserve (comprising two land parcels), subject to the Reserves Act 1977, and vested in the Christchurch City Council as Denton Park Recreation Reserve by New Zealand Gazette Notice on 6 April 1981 (Gaz 1981, page 1130).  The smaller land parcel in the north-west corner of the Park was vested, through reserve contribution upon residential subdivision, in the Paparua County Council for the purpose of a Recreation Reserve in 1969.  The Park’s details are:

5.4       The Park is managed and maintained as a Sports Park by the Council and used for a number of club based organised sports, as well as for public casual/unorganised recreational activities.

5.5       The history of the Park dates back to 1952, when the majority of the land (15 acres then, equating to approximately 6 hectares today) was gifted to the local community for a recreational ground by the landowner, Mr Stanley Denton, who was in the process of subdividing and developing his land holdings at the time.  The gifted area included a relatively narrow frontage to what is now the Main South Road.  To resolve this, negotiations were held with Mr Denton to purchase further land from him to improve the new park’s road frontage, and in 1953 this was achieved, bringing the Park to its current day full size. 

5.6       In 1954 the whole Park was transferred to the Crown for recreational purposes but vested in the Paparua County Council for its control of the area.  In 1955 the Crown declared the area to be a public domain subject to the Reserves and Domains Act 1953 for the purpose of recreation and for the Council to be appointed as the Domain Board to have control of it.  Notice was made in the New Zealand Gazette (Gaz 1955, page 1072) to that effect.

5.7       Council staff note that in the record of the Crown’s approval of funds for the purchase of the additional area in 1953 it was identified as an area for a possible future community centre.  Subsequently, in 1955 the Paparua County Council’s Reserves Department prepared a proposed layout plan for the Park that showed, amongst other facilities and landscaping, a community hall.

5.8       In 1981 the Park was classified as a Recreation Reserve subject to the Reserves Act 1977 and vested in the Christchurch City Council (Gaz 1981, page 1130).  As the land was derived from the Crown, and because it was formally declared in 1955 to be a public domain with the Paparua County Council appointed as the Domain Board to control it, the reserve is in effect now a “control and manage” one.  The implications of this are that the Crown has the capacity to decide on the future of the reserve.  Notwithstanding this, in the event it is proposed to dispose of (that is, sell) the land (not intended) Ngāi Tahu will have the right of first refusal as the land is subject to Part 9 of the Ngāi Tahu Claims Settlement Act 1998.

5.9       The part of the Park proposed to be subject to a change in reserve classification and to be addressed in proposed changes to the Denton Park Management Plan is described in the following section of this report and shown in Attachment A.

Proposed Development

5.10    The Christchurch City Council at its meeting on 24 August 2017 resolved (CNCL/2017/00213) to adopt the staff recommendations, as then recommended by the Halswell-Hornby-Riccarton Community Board, to:

1.    Approve Denton Park as the preferred location for the new Hornby Library, Customer Services and South West Leisure Centre. 

2.    Approve a combined ‘co-located’ configuration for the facility.

3.    Note the proposed use of Denton Park is inconsistent with the current reserve classification and the Denton Park Management Plan 1987; and in order to be implemented, will first require a partial change in reserve classification to (Local Purpose (Community Buildings) Reserve) and a change to the Management Plan.

4.    That staff work closely with all sports clubs in the area particularly with Hornby Cricket Club in relation to the possibility of relocating from Denton Park. 

5.    That the concerns expressed over community safety and traffic management are noted and staff be asked to work to address these matters in particular.

5.11    Council staff anticipate that implementation of the proposed development will result in a high degree of inter-connectedness and synergy of use between the two reserve areas (the Recreation Reserve and the Local Purpose (Community Buildings) Reserve), including, for example, around car parking, connected pathways and facilities developed and used.

Proposed Partial Change in Reserve Classification

5.12    The proposed change in reserve classification for the part of the Park shown in Attachment A is necessary to permit the proposed development, including a community building, being placed on it.  The reserve classification of Recreation Reserve does not provide for such a use.

5.13    The Council has sub-delegated its powers to initiate the Reserves Act reclassification to Community Boards, with the exception of hearing any submissions/objections received (which are considered by a Hearings Panel).

5.14    The Department of Conservation was notified by email on 14 August 2017 of the Council’s intention to publicly notify its proposal to change the reserve classification for part of the Park and to amend the operative Management Plan.  This was acknowledged.

5.15    Public notification is required, whereby the public are able to make written objections to the proposed partial change in reserve classification within one calendar month from the date of notification.  There is no statutory (Reserves Act) specified right for any objector to be heard with respect to their written objection.  However, the function to consider objections has been delegated to the Council Hearings Panels.  The Hearings Panel will then make a recommendation to the Community Board for a final decision on whether or not to proceed with the proposed reclassification of the reserve.  If the decision is made to proceed, a formal application will then need to be made to the Council's Chief Executive (acting in her capacity as delegate of the Minister of Conservation) for the Minister's approval of the proposed reclassification.

5.16    Due to the land in question not being disposed of but remaining as a reserve subject to the Reserves Act, and under the control and management of the Council, it is not subject to Part 9 of the Ngai Tahu Claims Settlement Act 1998.

Proposed Changes to the Denton Park Management Plan

5.17    The existing operative statutory (under the Reserves Act) Denton Park Management Plan was approved in 1987.  Although it is arguably dated, there has not to date been an imperative to prioritise a full review of the Management Plan.  It is likely a future individual review of the Management Plan will not be undertaken.  Rather, it will more likely be updated as part of the future Sports Grounds Omnibus Plan, yet to be prepared.

5.18    The elected Council has noted that Council staff need to implement changes to the Management Plan so that the proposed development and use of part of the Park area is consistent with it.

5.19    To facilitate this, the process under section 41 of the Reserves Act needs to be followed. This includes full public consultation.  In order for the process to fit in with the needed timeframes for the proposed development, and also because only parts of the Management Plan are proposed to be changed, thereby constituting a limited or non-comprehensive review of the Management Plan, Council staff recommend that the Halswell-Hornby-Riccarton Community Board, exercising the power of the Minister sub-delegated to it by the full elected Council, approve a non-comprehensive management plan review process to be followed.

5.20    Section 41 of the Reserves Act requires that the administering body (the Council) of the reserve (Denton Park):

·   Publicly notifies its intention to prepare or change a management plan, and receive written suggestions (section 41(5)).

·   Publicly notifies the draft management plan or changes, receives written submissions over a period of no less than two calendar months and hears those submitters who wish to speak to their submission (section 41(6)).

5.21    The Council, as the administering body of the reserve, may, under section 41(9) of the Reserves Act, consider that the proposed changes do not comprise a comprehensive review of its management plan and choose to not apply section 41(5).  For the reasons outlined in paragraphs 5.17 to 5.19 of this report above, the changes proposed to the Denton Park Management Plan are not considered to be a comprehensive review.

5.22    The Council has sub-delegated its powers under section 41 of the Reserves Act to prepare, review and change management plans for reserves to Community Boards, with the exception of the hearing and determining of submissions/objections.

5.23    The function to hear and determine submissions/objections has been delegated to the Council Hearings Panel.  The Hearings Panel will then make a recommendation to the Community Board for a final decision on whether or not to approve the proposed changes to the Denton Park Management Plan.  If the decision is made to proceed with the changes, a formal application will then need to be made to the Council's Chief Executive (acting in her capacity as delegate of the Minister of Conservation) for the Minister's approval of the proposed changes to the Management Plan.

Combined Processes

5.24    Council staff advice is that the public consultation in this case is subject to the following parameters:

·   It relates only to the Reserves Act processes applying to the proposed change in reserve classification of part of the Park and the proposed changes to the Management Plan.  The changes to the Management Plan are limited to those that are relevant to, and affected by, the proposed development (in addition to correcting any obsolete references, such as the territorial authority that is referred to).  The proposed changes are shown as tracked changes in the proposed draft Management Plan (refer Attachment B).

·   It does not involve any process under any other legislation other than the Reserves Act, nor does it provide an opportunity to submit on parts of the draft Management Plan that have not been highlighted with tracked changes, nor on aspects/parts of the Park that are not indicated as being subject to change.

·   There is no consideration of, nor consultation on, the proposed development.  No submissions will be sought or received on this.  This report and attachments only refers to the proposed development whereby it affects the Park or where it is necessary to explain the reasons for the proposed part change in reserve classification or proposed changes to the Management Plan.

5.25    There are separate statutory public consultation processes for the proposed partial change in reserve classification and the proposed changes to the Management Plan.  Council staff suggest that these be run concurrently and for the same duration.  This will be for the longer section 41 consultation process; that is, for two calendar months, to be extended by a week to account for the Christmas/New Year statutory holiday period.  The public will be requested to specifically identify in their submissions or objections which consultation matter they are submitting on or objecting to.

5.26    A hearing will be required to be convened regardless of whether or not any submitters or objectors to the Management Plan proposed changes wish to be heard in support of their written submission or objection.  This is because the Council Hearings Panel has been delegated the function to consider written objections on the proposed reserve classification change, even though these objectors do not technically have the opportunity to be heard in support of their objection.  However, if no written objections to the proposed part change in reserve classification are received, and there are no submitters or objectors to the proposed Management Plan changes who wish to be heard, there then may not need to be a hearing convened.

5.27    Council staff propose that the combined consultation is publicly notified on 2 December 2017, with it to conclude in February 2018, or to be run for an alternative period being no less than two and one-quarter calendar months in duration.

5.28    Consultation facilitation mechanisms should include:

·   Public notices shall be made in The Press on two separate occasions and The Star and possibly the Western News on one occasion, at the start of the consultation, and then again on one occasion in January 2018.

·   Use of the Council’s Have Your Say internet consultation page.

·   Public information drop-in meetings – possibly one daytime meeting and one evening meeting.

District Plan implications

5.29    Denton Park is zoned Open Space Metropolitan Facilities (OMF) in the Christchurch District Plan.  This zone accommodates public and private major sports facilities, including, amongst other things, larger recreation facilities that provide for:

·    Sufficient land area to accommodate large scale buildings, structures, car parking and, where necessary, buffer areas to minimise reverse sensitivity; and

·    Capacity for multifunctional use and provision for co-location of complementary or compatible activities, including community and ancillary commercial activities.

5.30    Permitted activities for this zone include:

·   Community facilities (land and/or buildings used for community activities and including reserves, recreation facilities, libraries, community infrastructure such as community halls, care facilities, emergency service facilities, and facilities used for entertainment activities or spiritual activities) that are accessory to, or co-located with, recreation facilities on the same site.

·   Recreational facilities (land and/or buildings used for the purpose of the active or passive enjoyment of sports, recreation or leisure, whether competitive or non-competitive, casual or organised, and whether a charge is made for admission or not).


 

6.   Option - Resolve to commence the process of change of classification of part of the reserve and approve public consultation on draft changes to the park management plan

Option Description

6.1       The Halswell-Hornby-Riccarton Community Board resolves to initiate the Reserves Act process for change of classification over part of Denton Park (“Park”) land (Attachment A) from Recreation Reserve to Local Purpose (Community Buildings) Reserve and approves the release of the draft changes to the Denton Park Management Plan (Attachment B) for public consultation.

Significance

6.2       The level of significance of this option is high consistent with section 2 of this report.

6.3       Engagement requirements for this level of significance are necessary via standard Reserves Act notification processes.

Impact on Mana Whenua

6.4       This option does not involve a significant decision in relation to ancestral land or a body of water or other elements of intrinsic value; therefore this decision does not specifically impact Ngāi Tahu, their culture and traditions.

Community Views and Preferences

6.5       Some current sports club occupiers on the Park are specifically affected by this option due to the loss of open space occupied and/or used by them.  Their views, along with those of local residents and the wider public, are to be considered via standard Reserves Act notification requirements.

Alignment with Council Plans and Policies

6.6       This option is consistent with the Council’s Plans and Policies.

The purpose of this report is to resource the Halswell-Hornby-Riccarton Community Board to promote a pro-active partnership approach to decision-making between the Council and Community Boards.

3.2       Memos/Information reporting back on Community Board matters

3.2.1   Board Chairperson and Deputy Board Chairperson Appointments - Review

At its Inaugural Meeting for the new term on 26 October 2016, the Board appointed Mike Mora as Board Chairperson and Helen Broughton as Deputy Board Chairperson.

Further, the Board resolved that the appointments made of Chairperson and Deputy Chairperson be reviewed in twelve months.

Staff seek a direction from the Board about how it wishes to undertake this review.


 

3.2.2   Riccarton Bush Trust – Board Representation – Review

At its meeting on 22 November 2016, the Board appointed Mike Mora as its representative on the Riccarton Bush Trust with a notation that this be reviewed in twelve months.

3.2.3   Division Street, Riccarton

Attached is a staff memorandum (refer Attachment B) responding to the Board on the various recommendations arising from the Working Party that were adopted by the Board on 12 September 2017. 

3.2.4   Oakhampton Street, Hornby – Traffic and Speed Counts

Attached is a staff memorandum (refer Attachments C, D and E) responding back to Dr Megan Woods MP and to the Board in relation to the traffic and speed counts undertaken in Oakhampton Street.

3.3       The provision of strategic, technical and procedural advice to the Community Board

3.3.1   The Board continues to receive strategic, technical and procedural advice mainly through an ongoing programme of Board seminars and/or workshops generally held at the conclusion of the Board’s twice monthly ordinary meetings.

3.3.2   Summit Road - Proposed Prohibited Times On Road Restrictions

The Council’s consultation on the proposal to restrict vehicular access on the Summit Road has been completed. 

A staff report on the matter is to be presented to a joint Community Boards and Infrastructure Transport and Environment Committee meeting for consideration.

The relevant Boards (Banks Peninsula, Halswell-Hornby-Riccarton, Linwood-Central-Heathcote and Spreydon-Cashmere) are each asked to appoint a member to attend the joint Boards and Infrastructure Transport and Environment Committee meeting to consider a report, hear any deputations, and make a recommendation to the Council on the matter.

Accordingly, the Board is asked to consider appointing a member as its representative to attend and participate at the above joint meeting.

3.4       Board area Consultations/Engagement

3.4.1   The Council has recently completed consultation on the following:

·     Proposed Rotherham Street Bus Stop – closed on 15 November 2017

·     University Parking Plan Review - Area One - closed 10 November 2017

3.4.2   The Council is currently seeking feedback on the following:

·     Christchurch Tree and Urban Forest Survey – open until 1 December 2017

3.5       Annual Plan and Long Term Plan Matters

3.5.1   There is a workshop scheduled for 29 November 2017 involving the Community Board Chairs and Deputies with the Mayor and Councillors, to continue discussions around priorities towards developing the next draft Long Term Plan.


 

3.6       Development of Civil Defence Emergency Plans

3.6.1   Within the work stream of Council staff there is a city-wide development called the Community Resilience Planning Project.  A presentation will be made to the Council later this year and then workshops will be held with Community Boards in the New Year which will provide an overview of the project, processes and timeframes.

3.7       Requests for information from Board meeting on Newsline

3.7.1   Board members are invited through the issued weekly meeting schedule, to forward any items they would like highlighted.

4.   Community Board Funded Projects

4.1       The first Neighbourhood Week/Summer with your Neighbours application has been received following the Board's decision to extend the application timeframe for the duration of the summer. The application for a street party and barbeque for the residents of Dunsford Close, Halswell, has been approved and will be held in early December 2017.

4.2       Crockfords Bridge Club in Riccarton had good numbers attend their final Learners Classes of 2017 with a total of 37 new members registered on the course. The club is happy to report that membership numbers continue to grow as a result of the Strengthening Communities Funding they received from the Board to deliver the three courses. 

 

 

 

 

 

 

 

 

 

 

 

4.3       The Halswell-Hornby-Riccarton Community Board granted funding to the University of Canterbury Foundation in June 2017 for the Young Community Builders Programme, where university students work with school students to identify issues, then pitch an idea that will make a difference in their local area.  Six groups of university and school students developed ideas and put them to a panel.  The six ideas, with the first three being the ones selected, were:

·     An anti-bullying programme

·     The painting of a water treatment pump house in Shand Reserve

·     A portable volleyball net that would enable more active participation at Harrington Park

·     A set of portable team building games that could be used in local communities

·     A riding for the disabled awareness event

·     A ‘How to Kit’ for organising community events

5.   Local Community Issues

5.1       Upper Riccarton War Memorial Library.  This building was closed in early November 2017 because of it being assessed as a dangerous building suffering from brittle collapse issues. The organisation is currently considering its future options for both the library service and the memorial items within the building, including the holding of an open meeting to get the community’s views. This is scheduled to be held on Saturday 1 December 2017 at the Rannerdale Veterans' Hospital.

5.2       The Halswell Heritage Group ran a community evening on 1 November 2017 to seek feedback on priorities for the group and to give some direction for future projects. A number of eligible projects emerged and the group will need to discuss with the Halswell Community Project about working together to implement them as they are the obvious partner.  An oral history project was deemed a priority. 

5.3       The Halswell Residents' Association is actively initiating a memorial to the servicemen who lost their lives in the Wigram Air Crash of 1953.  They are working with the Council’s Parks team to get a seat and plaque placed in the vicinity of the crash site and also with other interested parties to raise funds for the project. 

5.4       Residents’ Associations - Updates

5.4.1   Steadman Road Residents’ Association – This group is becoming active again to have a more collaborative voice on the upcoming Racecourse housing development.

5.4.2   Ilam and Upper Riccarton Residents’ Association. In August 2017, this group, based around the University of Canterbury, was on the verge of winding up due to a lack of interest.  Staff have worked with the organisation to build capacity.  Two public meetings have been held, including an Annual General Meeting, with over forty people attending each meeting.  A committee of eleven has been voted in and the group are working on promoting awareness of the group and how they can continue to be a voice for their local area.

6.   Major Community and/or Infrastructure Projects

6.1       Community Facilities  

6.1.1   Riccarton Community Centre

The project team is currently formulating a contract brief and a finalised scope of works for this facility.

6.2       Partnerships with the community and organisations

6.2.1   Hello Hornby – our community party in the park is an event that is bringing together community groups, churches and clubs to undertake an event for the Hornby community.  The formation of the local committee has come about after a number of community meetings.  It has an appointed Chair, Treasurer and Secretary.  Council staff are a contributor to the ongoing work of this committee and will bring some expertise to assist with the running of the event.

6.3       Infrastructure Projects Underway

6.3.1   Halswell Junction Road Extension

For information, a report on this project following completed consultation, is scheduled to come to the Board for consideration on 12 December 2017.

6.3.2   Riccarton Road Corridor

At a joint seminar of the Infrastructure Transport and Environment Committee and the Halswell-Hornby-Riccarton Community Board held on 3 November 2017, members were briefed on the current status and future programme of work regarding the Riccarton Road project.

6.4       Events Update

6.4.1   Riccarton Community Street Party

Each year during Neighbourhood Week, the Riccarton Community Church runs a Street Party, closing off a block of Elizabeth Street between Clarence and Division Streets. Hundreds of people enjoyed the sunshine, entertainment and food on offer.  Magician El Gregoe and local young musicians were part of the stage entertainment.  In addition to the free bouncy castle, sausages, candyfloss, fruit, face painting, pony rides and clothing, local community groups provided ethnic food and baking.
