The meeting opened with a Karakia led by Pere Tainui.

 

The agenda was dealt with in the following order.

2.   Confirmation of Previous Minutes

Committee Decision

It was decided that the minutes of the Banks Peninsula Water Management Zone Joint Committee meeting held on Tuesday, 19 September 2017 be accepted, subject to the following amendments:

3.   Matters Arising from the Minutes

 

         General

         Morgan’s Gully Planting – Immediate Steps Project. The applicant was still interested in proceeding with the project and had sent Environment Canterbury an email to that effect.  The Committee was advised about how the applicant intends to address the concerns raised by the Committee earlier in the year.  It was agreed that the proposed actions addressed the Committee's concerns and therefore the project would be supported.  It was agreed a motion would be passed in support of this project during the Immediate Steps Funding agenda item.

6.   Identification of General Public Contributions

 

Banks Peninsula Conservation Trust - Marie Haley spoke of The Wildside Project, covering the key lessons they have learned from monitoring.  Marie reinforced the importance of keeping it simple and acknowledging that you cannot monitor everything.  She highlighted the importance of monitoring one or two things that you can easily and effectively monitor long term.  Marie noted they do use some science assumptions to inform their monitoring and their interpretation of their monitoring results.

Banks Peninsula Conservation Trust - Marie Neal provided information about the Trust and each of the projects that they are seeking IMS funding for.  The Trust currently has 65 covenants registered on 1132 ha plus 43 expressions of interest.

Okuti Valley River Projects – Alison Evans talked about a proposed community project to protect, enhance and monitor the Okuti River. The project includes:

·        Education

·        Environmental monitoring

·        Legal protection (develop framework for stewardship)

·        Clean water supply/prevent flooding

 

It was agreed to bring forward the Immediate Steps report on the agenda.

10. Immediate Steps Projects for Decision

 

Consideration was given to each of the following projects:

 

·     Morgan’s Gully

·     Stony Bay Stream Covenant

·     Belleau Wood Covenant

·     Onuku Heights Reserve

·     Orton Bradley Stream and Wetlands

·     Okuti Valley Catchment

·     Holmes Bay Stream

·     Sam’s Gully

 

In view of the projects funding requirements exceeding the allocation available two scenarios were presented to show how funding might be spread.

 

Pam Richardson declared a conflict of interest in the Holmes Bay project and took no further part in the discussion and decision made on this project.

 

 

Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee:

Recommend that the zone committee support some of the new Immediate Steps projects, prioritizing covenants. The total funding requested is $106,481, exceeding the 2017/2018 funds.

 

Joint Committee Decision

The Banks Peninsula Water Management Committee decided that Scenario No 1 comprising:

·      Morgan’s Gully, Diamond Harbour $5,000

·      Stony Bay Stream Covenant $51,255

·      Belleau Wood Covenant $10,460

·      Onuku Heights Reserve $11,700

·      Okuti Valley Catchment $10,000 (provide continuing level of funding for 5 years, subject to availability of Environment Canterbury Immediate Steps Programme funding allocation)

 

be supported as the consensus view, but with the expectation that the same level of IMS funding would be available for the next 5 years.

Note:

(i)        Following Thomas Kulpe’s explanation of Pieter van Leeuwen’s proposal the Committee had agreed its criteria had been met.

(ii)       Recommended that Orton Bradley Stream & Wetland project be looked at favourably from Whakaraupo funding, or they reapply next year.

(iii)      Christchurch City Council has $200k available for key biodiversity projects.

 

A dinner break was taken between 6.45pm and 7.18pm.

 

8.   Finalising Feedback for Councils Long Term Plan

 

The Zone Committee Facilitator tabled amended feedback proposals for both Environment Canterbury and Christchurch City Council.

Members identified the following additional items for inclusion in the Long Term Plan feedback:

·      Survey and fencing of Esplanade Reserve, Okuti Valley (CCC)

·      Support for Water Partnership Programme Fund (CCC)

·      Feasibility study for wetland/sediment intervention in Wairewa (CCC)

·      Continued financial support for SES programme including surveys and the biodiversity fund (CCC)

·      Investigation into wastewater system for Little River (CCC)

·      Ecosystem Guidance Document (Ecan)

·      Protection and restoration of wetlands (Ecan)

8.        Water Quality and Ecosystem Health Monitoring

1.   Purpose of Report

1.1       To provide more detail on water quality and ecosystem health monitoring results in the Banks Peninsula zone from 2015-2017

 

2.   Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee:

1.         Committee members receive the summary of monitoring information.

2.         Committee members recommend these monitoring results be part of the knowledge base that informs decisions on any intervention projects to improve water quality and/or ecosystem health

3.   Background

3.1       The Canterbury Water Management Strategy (CWMS) Targets Report (2017) gives an overview of monitoring results across Canterbury. This paper presents more detail on the results from water quality and ecosystem health monitoring in the Banks Peninsula zone.

4.   Water quality index

4.1       The water quality index used in the CWMS targets reporting is used to summarise routine physical and chemical water quality results into five-categories for river or stream sites. The water quality index compares raw water quality data to recommended water quality guidelines; taking into consideration the number of parameters that do not meet water quality guidelines, the frequency these guidelines are not met, and by how much, to derive a score from 1-100. This score is divided into five categories and ranked to give a single grade from ‘very poor’ to ‘very good’.

4.2       The water quality index is intended to provide a summary of key water quality parameters; however it does not provide a detailed analysis of water quality data and should be used only as an indicator of overall water quality.

4.3       Parameters included in the index are: nitrate-and-nitrite nitrogen, ammonia-nitrogen, dissolved reactive phosphorus, total suspended solids and Escherichia coli.

4.4       Overall water quality index results have improved since 2008. In 2016-2017 most sites were rated as ‘fair’ and only one site was rated as ‘poor’. However, the majority of sites failed to reach the Canterbury Land and Water Regional Plan (LWRP) standards for dissolved reactive phosphorus and dissolved inorganic nitrogen on more than 50% of sampling occasions. At seven sites counts of Escherichia coli exceeded the LWRP standards on more than 50% of occasions.

5.   Lake Trophic level index (Tli)

5.1       Canterbury’s lakes are monitored for nitrogen, phosphorus and chlorophyll a. These three parameters are combined into a single index: the trophic level index (TLI).

5.2       The TLI scores are categorised onto different trophic states (Table 2). In very general terms the higher the TLI the poorer the water quality.

5.3       Te Roto o Wairewa / Lake Forsyth was classified as hypertrophic in 2016/2017, as it continued to be highly enriched in nutrients and phytoplankton biomass (Table 3). The Land and Water Regional Plan objective of a TLI of 5.0 by 2030 is has not be reached yet (Figure 1). However, between 2007 and 2017 total phosphorus and total nitrogen showed a significant decrease. By contrast, phytoplankton biomass and turbidity did not improve.

6.   Contact Recreation

6.1       summer. The microbial quality of popular swimming sites around Canterbury is assessed each Freshwater (rivers and lakes) and coastal (beaches and bays) sites are monitored each year to assess baseline conditions, trends and public health risks from contact recreation. This monitoring consists of the routine weekly collection of a water sample from each site, with the water then analysed for faecal indicator bacteria concentrations. The results are reported to Public Health agencies and Territorial Local Authorities (TLAs) at the end of the bathing season. During the bathing season, results that exceed single sample guidelines are reported as soon as possible to the relevant Public Health agency and TLA environmental health staff. In addition, the results are reported on Environment Canterbury’s website, which is updated daily with the most recent results. Any site graded ”fair” or better is considered suitable for contact recreation.

6.2       In 2016/17 all sites archived a ‘good’ or ‘very good’ SFR grade and were thus suitable for contact recreation. At five sites Enterococci concentrations exceeded alert or action trigger values on one or more occasions (Table 5). There were no instances of E. coli concentrations above alert or action trigger values.

7.   CYANOBACTERIA

7.1       Environment Canterbury monitors phytoplankton concentrations (including planktonic cyanobacteria) in Te Wairewa/Lake Forsyth on a monthly basis. Protocols have been established with Community and Public Health and Christchurch City Council in accordance with MfE & MoH (2009), outlining further monitoring and response requirements if thresholds are exceeded which indicate a potential health risk. The alert-level framework is based on biovolume thresholds derived from both total cyanobacteria cell counts and potentially toxic cyanobacteria cell counts. Monitoring frequency is increased if either of the thresholds is exceeded. If the action trigger level is exceeded then signage is erected to warn the public of the health risk and a media release is issued. Information is also placed on the Environment Canterbury website and Facebook pages when warnings are issued.

7.2       Over the 2015/16 summer two public health warnings were issued for Te Wairewa/Lake Forsyth (Table 6): A bloom of Anabaena was observed in October 2015. The warning was lifted in December 2015, but a new warning was issued for bloom of Anabaena and Nodularia in January 2016. This warning remained in place until November 2016. In summer 2016/17, a visible scum of cyanobacteria was observed in January 2017 and the lake remained in warning due to an Anabena bloom until May 2017.

8.   Ecosystem health

8.1       Aquatic ecosystem health is measured by what is living in a stream. Invertebrates are a good indicator of aquatic health because they live in the water throughout the year and respond over time to changes in water quality, surrounding land use and their physical habitat. Different invertebrates have variable responses to water and habitat quality. Some species are more sensitive to degraded habitat and water quality and are therefore more likely to suffer from degradation; however other species are more tolerant and likely to be present in abundance when habitat and water quality is compromised. Analysis of the invertebrate data considers the numbers and types of taxa that are sensitive or tolerant to degraded water and habitat quality (Figure 2).

8.2       Changes in macroinvertebrate health are typically related to changes to stream habitat, water quality and/or water quantity. For example, elevated nutrient (e.g., nitrogen and phosphate) inputs may affect stream macroinvertebrates through toxicity, excessive aquatic plant growth leading to oxygen depletion and channel choking, or sediment entrapment. Stream health may also be influenced by stock access to the stream and bank erosion.

8.3       River flow is also a strong influencing factor on macroinvertebrate health. For example in dry years low flows can limit the macroinvertebrate community and favour certain taxa due to their greater tolerance for instream conditions such as warmer water temperatures or excessive periphyton growth. In contrast, higher flows help keep water temperatures down, prevent the build-up of fine sediment and streambed periphyton and generally result in a greater range of instream habitat for macroinvertebrates. However, flood flows may temporarily reduce macroinvertebrate diversity and abundance due to displacement and mortality. Macroinvertebrate community composition is not typically driven by one factor but a variety of factors over time.

8.4       Figure 3 summarises macroinvertebrate health grades for Banks Peninsula and shows the proportion of sites within each health grade category between 2002/2003 and 2016/2017. Figure 4 shows stream macroinvertebrate and habitat health grades calculated at 23 Aquatic Ecosystem Health (AEH) monitoring sites during the 2016/2017 summer season. It is not uncommon for ecosystem health to vary between sites or over time within sites. Detailed graphs showing macroinvertebrate and habitat grades are presented in Tables 7 and 8.

8.5       Generally, macroinvertebrate communities on Banks Peninsula are healthiest towards the head waters of the stream, usually where riparian vegetation is dominated by native species. As with many of the river-type categories, the lowest ecosystem health scores in Banks Peninsula are generally found in the low gradient valley bottoms, where there is often little or no buffering of the stream from adjacent land uses.

8.6       The discrepancy that is sometimes observed between macroinvertebrate and habitat grades (i.e., poor macroinvertebrate health grades but good habitat health grades) could indicate that there is only a couple of habitat parameters that are scoring low, thus if the majority of habitat parameters are scoring high there will still be a high habitat grade overall. This is important as it highlights that some habitat parameters, such as substrate embeddedness or sediment deposition, may have a greater direct influence on macroinvertebrate community composition, than some other habitat parameters. Water quality is also an important factor in driving macroinvertebrate health and should also be considered.

9.        Review of ZIP Chapters

1.   Purpose of Report

The purpose of this report is for the Banks Peninsula Water Management Zone Joint Committee to present to the Banks Peninsula Zone Committee (BPZC) progress on achieving the BPZC Zone Implementation Programme (ZIP) Chapter 1 Kaitiakitanga and Chapter 9 Education and Communication. The attached documents (Attachments 1 & 2) should be considered as a draft and are for further discussion and review at the meeting. Of significance is the need to identify any further actions required of the BPZC to assist with achieving the recommendations. As part of this, the current relevance of the ZIP recommendations should be considered.

 

 

2.   Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee:

             1) Receives the reviews of Chapter 1 and 9, and subject to any feedback and changes, accepts them as a fair and reasonable summary of the work completed to assist with achieving BPZC ZIP Chapter 1 Kaitiakitanga and Chapter 9 Education and Communication.

 

3.   Background

At the meeting on 22 April 2016 the BPZC started the process of reviewing progress on achieving the ZIP and ZIPA recommendations.

The purpose of reviewing progress on the recommendations is to assist the BPZC to gauge its specific contribution to fulfilling the recommendations, for reporting back to the community and the regional CWMS committee on progress, and for identifying priorities for future work.

The review process also allows the BPZC to consider the usefulness and appropriateness of the recommendations themselves. This will provide valuable context and understanding for when the BPZC formally reviews the ZIP and ZIPA in 2018. In addition to the ZIP chapter reviews, a report has been prepared by Christina Robb (Happen Consulting Ltd.) for Christchurch City Council - Review of Zone Implementation Programmes, Canterbury Water Management Strategy (September 2017). The report provides guidance to zone committees on reviewing ZIPs, including matters to address in the revised ZIP, the style of recommendations and the association of a ZIP with council’s annual and long-term work programmes. The final version of this report was circulated to the committee in September.

BPZC ZIP chapters reviewed to date are:

Staff have completed a review of Chapter 9 (attached). Rūnanga representatives were invited to a meeting to review Chapter 1 and a draft of this review will be tabled at the meeting for further feedback.

10.    Onsite Domestic Wastewater Management

1.   Purpose of Report

The purpose of this report is for the Banks Peninsula Water Management Zone Joint Committee to agree on some actions to better understand and mitigate risk from onsite domestic wastewater systems.

 

 

2.   Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee  provide feedback on the proposed actions and agree on pathway to progress the agreed actions

 

3.   Background

In August 2017 Andrew Dakers (eco ENG Limited) presented a report to the zone committee on the risks of onsite wastewater systems and recommendations to assess and mitigate risks. This work was undertaken as it relates to ZIP recommendations 7.7, 7.8, 9.5.

 

Key points from the report and presentation include:

 

·    There is little robust research and evidence on the performance and risk status of onsite wastewater systems in New Zealand.

 

·    There is a very limited understanding of the performance and risk of OWMS in Banks Peninsula.

In 1999 Ian Shaw completed a survey of OWMS on 71 dwellings in Takamatua for the Banks Peninsula District Council.

 

There is anecdotal evidence of risk of OSWS on Banks Peninsula.

 

·    Majority of the available OWMS education resources are offered by technology providers and commercially based, they are not designed for NZ home owners.

 

·    Water NZ are currently progressing two initiatives which will provide resources for greenfield projects and technical resources for OWMS designers.

 

 

In August Andrew Dakers proposed three options for the committee to consider:

 

1.    Undertake a pilot programme with a local community group to identify actual risks from existing OWMS.

 

2.    Develop a property owner checklist to send to a sample of landowners asking participants to assess the risk their system poses to their property, neighbours and the environment.

 

3.    Prepare and distribute technical brochures advising on ‘best fit” OWMS systems and best practice maintenance.

 

The committee received the report and agreed that a further discussion would take place at a future meeting to confirm what actions the zone committee support.

 

 

REPORT

 

Kevin Simcock recommends that the Banks Peninsula Zone Committee support the implementation of the following actions:

 

1.    Undertake a pilot programme with a local community group to identify actual risks from existing OWMS. Provide the group with a methodology and resources.

 

2.    Engage in a research project to identify the effects of onsite systems on the land. This has nationwide benefits and should be funded as such.

 

3.    Engage in a local research project with the maintenance contractors to determine their assessment of the condition of existing systems.

 

4.    An education project with local schools.

 

5.    Fund the production of education literature for Banks Peninsula residents to assess their own systems, to improve their systems and for the design of new systems.

·      November 14th - a number of representatives from the community including BP Water Zone representative meeting with the Tim Ayers CCC and Shaun McCracken Ecan  [river engineer ] looking at the drainage issues around the Coronation Library and the netball courts in the Awaiti Domain.

 

·      A number of residents in the central Little River area looking at natural runoff during heavy rainfall events and ways of mitigating. Geoff is working with them.

 

 

 


·    Improved stormwater management and reduced sediment discharges – Paula Smith

·    The Charteris Bay community have brought issues regarding flooding and storm water and access to the beach to the notice of the Banks Peninsula Community Board. This highlights the importance of reporting issues e.g. broken pipes malfunctioning systems to Council before major issues occur similar to the Church Bay situation.  

·      There are a number of other major slips across the Peninsula involving the roading network requiring design plans and considerable funding. The Community Board has asked that the CCC   consider adjoining landowner mitigation. In a number of situations, the sheer volume of water has overflowed the fragile inadequate systems carrying the flow -  culverts too small or blocked channels or just the natural flow overland.

 


·    Operate at GMP – Ian Lloyd

·    Akaroa Treated Waste Water Working Group re convening and the Duvauchelle Wastewater Working Party is looking at options with the Duvauchelle Golf Club. Kevin is leading this group.A  presentation of the Final report [June 2017] A lysimeter experiment and field trial to determine options for the beneficial reuse of wastewater  from Duvauchelle and Akaroa was received at the  Duvauchelle meeting .  This would be a worthwhile presentation for the Zone Committee.

 

·    The CCC is repairing a number of public toilets / septic tanks to ensure that they are operating as designed for. There is concern that they are not suitable to deal with the higher visitor numbers campers etc .

 

 


·    The value of biodiversity is recognised in its own right and embraced through Kaitiakitanga – Thomas Kulpe
