6.   Housing First Initiative for Christchurch

 

Andrew Plant and John Henderson, Ministry of Social Development, attended the meeting to discuss a Housing First model being trialled by four Community Housing Providers in Auckland with the potential for trialling the model outside of Auckland.  The Ministry was inviting proposals for involvement in this initiative.  They responded to questions from Committee members about the proposal.

 

Councillor Johanson arrived at 1.04pm.

Councillor Keown arrived at 1.05pm.

That the Social and Community Development Committee request Council to:-

 

1.              Co-ordinate, and provide support and facilitation to develop a Housing First proposal to present to the Ministry of Social Development by mid-September 2017.

2.              Work with the local Community Housing Providers Network to develop the proposal.

7.   Briefing - Community Arts

 

Council's Community Arts Team provided an overview of their current work and activities.

8.   Future of Heritage Engagement Findings: An Update Briefing

 

An update was given by the Heritage Team in advance of a report to the Committee on 6 September 2017.  It provided findings of the public consultation about a new direction for heritage including:

·    engagement undertaken and further engagement planned;

·    what the community have identified as being of heritage value to them, the significance of heritage and the legacy they wish to leave future generations;

·    the issues and opportunities emerging from the engagement process; and

·    potential ways to address these issues and opportunities. 

 

 

An adjournment was taken from 2.30pm to 2.41pm.

9.   Heritage Incentive Grants Six Monthly Report August 2017

 

Committee Comment

1.              The Committee noted there will be a report available at its September 2017 meeting on the review of all Heritage and Grant funding available.  This will assist the Committee in its decision making about individual applications.

2.              A site visit to Tiptree Cottage by the Committee will be arranged by staff.

10. Heritage Incentive Grant Approval for the Former St Luke's Vicarage, 185 Kilmore Street, Christchurch

 

Committee Comment

1.        The Committee discussed and debated the Heritage Incentive Grant Approval for the Former St Luke’s Vicarage report and the difficulty in making a decision in relation to this application without having the information available that will be provided on the review of the Heritage and Grant funding.

2.        The Committee discussed whether it would be appropriate to defer the decisions until the September meeting when the review of the Fund had been completed and reported back to the Committee.

3.        When the Committee voted on the resolutions the vote was tied and the Committee are therefore not recommending an option to the Council, and Council should consider the original recommendations in the report.

 

 

Staff Recommendations

That the Social and Community Development Committee recommend to Council that it:

1.         Approves a Heritage Incentive Grant of up to $204,892 for conservation, strengthening and repair work to the protected heritage building located at 185 Kilmore Street.

2.         Notes that payment of this grant is subject to the applicant entering into a full conservation covenant, with the signed covenant having the Council seal affixed prior to registration against the property title.

 

Amendment

Councillor Livingstone moved by way of amendment that:

The Social and Community Development Committee considers Item 10 Heritage Incentive Grant Approval for the Former St Luke’s Vicarage, 185 Kilmore Street, Christchurch, at its meeting on 6 September 2017.

 

The amendment was seconded by Councillor Johanson and on being put to the meeting the vote was tied and the amendment was declared lost.

 

Councillor Chen returned at 3.35pm.

11. Proposed Names for New Park and New Legal Road in East Frame

 

Staff Recommendations

That the Social and Community Development Committee recommends to Council to:

1.         Approve Rauora Park as the reserve name in the East Frame development consisting of five parcels of land between Armagh Street and Lichfield Street (Lots 207, 304, 404, 504, 606 on RMA62031953 Approved Resource Consent Plan dated 14/07/2016).

2.         Agree on the preferred name for the legal road to the west of Rauora Park between Armagh Street and Lichfield Street, a part of the East Frame Development (Lots 206, 303, 403, 503, 607 on RMA62031953 Approved Resource Consent Plan dated 14/07/2016).

12. Review of the Terms of Reference for the Social and Community Development Committee and Housing Taskforce

 

Staff Recommendations

That the Social and Community Development Committee recommend that the Council:

1.         Re-name the Social and Community Development Committee to become the Social, Community Development and Housing Committee.

2.         Adopt the amended terms of reference attached to this report for the Social, Community Development and Housing Committee.

3.         Disestablish the Housing Taskforce.

4.         Note that these decisions may have an impact on the terms of reference for other committees of Council, specifically around housing issues, consequently staff will report back to Council should those terms of reference need amending.

That the Social and Community Development Committee, subject to the Council adopting the above recommendations:

5.         Establish the Housing Subcommittee reporting to the Social, Community Development and Housing Committee.

6.         Confirm the membership of the Housing Subcommittee be Councillors Livingstone (Chair), Buck, Clearwater, Galloway and Johanson.

7.         Adopt the terms of reference attached to this report for the Housing Subcommittee.

1.         Establish the Housing Subcommittee reporting to the Social, Community Development and Housing Committee.

2.         Confirm the membership of the Housing Subcommittee be Councillors Livingstone (Chair), Buck, Clearwater, Galloway and Johanson.

3.         Adopt the terms of reference attached to this report for the Housing Subcommittee subject to the following amendments:

·                Bullet point 5 - Facilitating collaborative action across the continuum of social, affordable and market housing with Central Government agencies, e.g. Ministry for Business, Innovation and Enterprise (MBIE), Ministry of Social Development (MSD), The Tenants' Protection Association (TPA), NGO's, Te Wai Pounamu Community Housing Providers Network, Housing NZ Corporation (HNZC), NZ Coalition to End Homelessness (NZCEH), Canterbury District Health Board (CDHB), providers of mental health accommodation and a representative of the Disability Sector.

·                An additional bullet point - Overseeing the Council’s commitment to housing in the Greater Christchurch Partnership.
