1.              The Committee received a deputation from Gordon Craig, Chris Lowe and Melanie Muirson on behalf of Ngāi Tahu supporting the proposal.

2.              The Committee accepted the staff recommendation without change.

Part A

That the Infrastructure, Transport and Environment Committee recommend that the Council approve the following:

1.         That all parking and stopping restrictions currently located on the south side of Hereford Street between Cambridge Terrace and Montreal Street  be revoked.

2.         That the stopping of vehicles be prohibited at all times on the south side of Hereford Street commencing at its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 12 metres.

3.         That the parking of vehicles be restricted to a maximum period of 60 minutes Monday to Friday  9.00am to 5.00pm and designated to pay and display parking only on the south side of Hereford Street commencing at a point 12 metres west of its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 33 metres.

4.         That the stopping of vehicles be prohibited at all times on the south side of Hereford Street commencing at a point 45 metres west of its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 25 metres.

5.         That a loading Zone (Goods Vehicles only) be installed on the south side of Hereford Street commencing at a point 70 metres west of its intersection with Cambridge terrace and extending in a westerly direction for a distance of 7 metres

6.         That the parking of vehicles be restricted to a maximum period of 10 minutes on the south side of Hereford Street commencing at a point 77 metres west of its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 6 metres.

7.         That the stopping of vehicles be prohibited at all times on the south side of Hereford Street commencing at a point 83 metres west of its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 33 metres.

8.         That a Pedestrian Crossing (Zebra) be installed across Hereford Street commencing at a point 97 metres west of its intersection with Hereford Street and extending in a westerly direction for a distance of 5 metres

9.         That a bus stop be installed on the south side of Hereford Street commencing at a point 116 metres west of its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 14 metres.

10.       That the stopping of vehicles be prohibited at all times on the south side of Hereford Street commencing at a point 130 metres west of its intersection with Cambridge Terrace and extending in a westerly direction for a distance of 32metres to its intersection with Montreal Street.

Part C

That the Infrastructure, Transport and Environment Committee:

1.         Make the following resolutions relying on its powers under the Christchurch City Council Traffic and Parking Bylaw 2008 and Part 21 of the Local Government Act 1974.

2.         For the purposes of the following resolutions: (1) An intersection of roadways is defined by the position of kerbs on each intersecting roadway ; and (2) The resolution is to take effect from the commencement of physical road works associated with the project as detailed in this report; and (3) If the resolution states "Note 1 Applies", any distance specified in the resolution relates the kerb line location referenced as exists on the road immediately prior to the Committee meeting of 7 August 2017; and (4) If the resolution states "Note 2 Applies", any distance specified in the resolution relates the approved kerb line location on the road resulting from the Committee resolutions on the Uni-Cycle Major Cycleway report at the Committee meeting of 7 August 2017.

3.         Ngahere Street – Existing Traffic Controls

a.         Approve that all existing traffic controls on Ngahere Street, commencing at its intersection with Totara Street and extending in an easterly direction to the head of the cul-de-sac be revoked.

4.         Ngahere Street – Existing Parking and Stopping Restrictions

a.         Approve that all existing parking and stopping restrictions on Ngahere Street, commencing at its intersection with Totara Street and extending in an easterly direction to the head of the cul-de-sac be revoked.

5.         Ngahere Street – New Traffic Controls

a.         Approve all road marking changes and road surface changes on Ngahere Street from its intersection with Totara Street to the head of the cul-de-sac as detailed on Attachment B.

6.         Ngahere Street – New Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited at any time on the north side of Ngahere Street, commencing at its intersection with Totara Street and extending in an easterly direction following the northern, eastern then southern kerb lines (around the cul-de-sac) for a distance of 173 metres. Note 2 Applies.

b.         Approve that the stopping of vehicles be prohibited at any time on the south side of Ngahere Street, commencing at its intersection with Totara Street and extending in an easterly direction for a distance of 18 metres. Note 2 Applies.

7.         Ngahere Street/Totara Street Intersection – Existing Traffic Controls

a.         Approve that all existing controls at the intersection of Ngahere Street and Totara Street be revoked.

8.         Ngahere Street/Totara Street Intersection - New Traffic Controls

a.         Approve the road marking changes and traffic islands at the Ngahere Street and Totara Street intersection as detailed on Attachment B.

9.         Totara Street – Existing Traffic Controls

a.         Approve that all existing traffic controls on Totara Street, commencing at a point 38 metres north of its intersection with Ngahere Street and extending in a south westerly direction to a point 20 metres southwest of its intersection with Miro Street be revoked. Note 1 Applies.

10.       Totara Street – Existing Parking and Stopping Restrictions

a.         Approve that all existing parking and stopping restrictions on Totara Street, commencing at a point 38 metres north of its intersection with Ngahere Street and extending in a south westerly direction to a point 20 metres southwest of its intersection with Miro Street be revoked. Note 1 Applies.

11.       Totara Street – New Traffic controls

a.         Approve the road marking changes, raised platforms, road surface changes and traffic islands on Totara Street from a point 38 metres north of its intersection with Ngahere Street to a point 20 metres southwest of its intersection with Miro Street as detailed on Attachment B. Note 2 Applies.

12.       Totara Street – New Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited at any time on the east side of Totara Street, commencing at its intersection with Ngahere Street and extending in a northerly direction following the eastern kerb line for a distance of 13 metres. Note 2 Applies.

b.         Approve that the stopping of vehicles be prohibited at any time on the east side of Totara Street, commencing at its intersection with Ngahere Street and extending in a south westerly direction for a distance of 26 metres. Note 2 Applies.

c.         Approve that the stopping of vehicles be prohibited at any time on the east side of Totara Street, commencing at a point 59 metres southwest of its intersection with Ngahere Street and extending in a south westerly direction for a distance of 50 metres. Note 2 Applies.

d.         Approve that the stopping of vehicles be prohibited at any time on the north west side of Totara Street, commencing at its intersection with Miro Street and extending in a south westerly direction for a distance of 19 metres. Note 2 Applies.

17.       Miro Street – New Traffic Controls

a.         Approve all road marking changes on Miro Street from its intersection with Totara Street to its intersection with Hinau Street as detailed on Attachment B.

18.       Miro Street – New Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited at any time on the north side of Miro Street, commencing at its intersection with Totara Street and extending in a north westerly direction for 19 metres. Note 2 Applies.

b.         Approve that the stopping of vehicles be prohibited at any time on the south side of Miro Street, commencing at its intersection with Totara Street and extending in a north westerly direction for 17 metres. Note 2 Applies.

c.         Approve that the stopping of vehicles be prohibited at any time on the north side of Miro Street, commencing at its intersection with Hinau Street and extending in a south easterly direction for 17 metres. Note 2 Applies.

19.       Hinau Street/Miro Street Intersection – Existing Traffic Controls

a.         Approve that all existing controls at the intersection of Hinau Street and Miro Street be revoked.

20.       Hinau Street/Miro Street Intersection – New Traffic Controls

a.         Approve the road marking changes and traffic islands at the Totara Street and Miro Street intersection as detailed on Attachment B.

b.         Approve that a Give Way control be placed against the Hinau Street southbound approach to its intersection with Miro Street as detailed on Attachment B.

21.       Hinau Street – Existing Traffic Controls

a.         Approve that all existing traffic controls on Hinau Street from a point 15 metres north of its intersection with Miro Street to its intersection with Clyde Road be revoked. Note 1 Applies.

22.       Hinau Street – Existing Parking and Stopping Restrictions

a.         Approve that all existing parking and stopping restrictions on Hinau Street from a point 15 metres north of its intersection with Miro Street to its intersection with Clyde Road be revoked. Note 1 Applies.

23.       Hinau Street – New Traffic Controls

a.         Approve the road marking changes, kerb alignment changes, raised platforms, road surface changes and traffic islands on Hinau Street from a point 15 metres north of its intersection with Miro Street to its intersection with Clyde Road as detailed on Attachment B. Note 2 Applies.

b.         Approve that a Give Way control be placed against the westbound Hinau Street traffic, located at a point 57 metres east of its intersection with Clyde Road as detailed on Attachment B. The purpose of this Give Way control is to create priority for cyclists on the shared path to cross Hinau Street. Note 2 Applies.

c.         Approve that a Give Way control be placed against the eastbound Hinau Street traffic, located at a point 47 metres east of its intersection with Clyde Road as detailed on Attachment B. The purpose of this Give Way control is to create priority for cyclists on the shared path to cross Hinau Street. Note 2 Applies.

d.         Approve that a bi-directional shared pedestrian / cycle pathway be established on the north side of Hinau Street commencing at its intersection with Clyde Road and extending in an easterly direction for a distance 55 metres as detailed on Attachment B, in accordance with sections 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004. Note 2 Applies.

24.       Hinau Street – New Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited at any time on the east side of Hinau Street, commencing at its intersection with Miro Street and extending in a northerly direction following the eastern kerb line for a distance of 12 metres. Note 2 Applies.

b.         Approve that the stopping of vehicles be prohibited at any time on the west side of Hinau Street, commencing at a point 15 metres north of its intersection with Miro Street and extending in a southerly then south westerly direction following the western kerb line for a distance of 33 metres. Note 2 Applies.

c.         Approve that the stopping of vehicles be prohibited at any time on the southeast side of Hinau Street, commencing its intersection with Miro Street and extending in a south westerly direction for a distance of 18 metres. Note 2 Applies.

d.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the southeast side of Hinau Street, commencing at a point 22 metres southwest of its intersection with Miro Street and extending in a south westerly direction for a distance of 46 metres. This restriction is to apply on Monday to Friday, 9:00am to 5:00pm between March and November only. Note 2 Applies.

e.         Approve that the stopping of vehicles be prohibited at any time on the southeast side of Hinau Street, commencing at a point 68 metres southwest of its intersection with Miro Street and extending in a south westerly direction for a distance of 17 metres. Note 2 Applies. 

f.          Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the east side of Hinau Street, commencing at a point 85 metres southwest of its intersection with Miro Street and extending in a south westerly then westerly direction following the southern kerb line for a distance of 70 metres. This restriction is to apply Monday to Friday, 9:00am to 5:00pm between March and November only. Note 2 Applies.

g.         Approve that the stopping of vehicles be prohibited at any time on the north side of Hinau Street, commencing at a point 40 metres east of its intersection with Puriri Street and extending in an easterly then north easterly direction following the kerb line for a distance of 62 metres. Note 2 Applies.  

h.         Approve that the stopping of vehicles be prohibited at any time on the north side of Hinau Street, commencing at its intersection with Puriri Street and extending in an easterly direction for a distance of 19 metres. Note 2 Applies.

i.          Approve that the stopping of vehicles be prohibited at any time on the south side of Hinau Street, commencing at its intersection with Puriri Street and extending in an easterly direction for a distance of 17 metres. Note 2 Applies.

j.          Approve that the stopping of vehicles be prohibited at any time on the north side of Hinau Street, commencing at its intersection with Puriri Street and extending in a westerly direction for a distance of 19 metres. Note 2 Applies.

k.         Approve that the stopping of vehicles be prohibited at any time on the south side of Hinau Street, commencing at its intersection with Puriri Street and extending in a westerly direction for a distance of 17 metres. Note 2 Applies.

45.       Clyde Road – New Traffic Controls

a.         Approve the road marking changes, kerb alignment changes and road surface changes on Clyde Road from its intersection Hinau Street to its intersection with the access named and formed as University Drive as detailed on Attachment B.
