Peter Ramsden opened the meeting with a Karakia/Timatanga.

7.   Waimakariri Zone Groundwater

 

Committee Comment:

A presentation was given by Helen Shaw and Zeb Etheridge on the Waimakariri zone groundwater, the latest groundwater modelling and science.  The results from the modelling will be available to the Zone Committee by January 2018.  Discussion was held during the presentation about groundwater flow direction and the process of sampling from the wells.

8.   Ōpāwaho/Heathcote Catchment and Immediate Steps Funding

 

Committee Comment:

Ken Rouse, Cashmere Stream Care Group, provided a presentation on the Cashmere Stream Care Group’s activities.  Mr Rouse referred to the trial, funded by the Christchurch West Melton Water Management Zone Committee, that was carried out by EOS Ecology on Total Suspended Solids, Turbidity and Clarity and how that has helped inform development practices in this part of the catchment.

Helen Greenup updated the meeting on the Port Hills fire recovery work with involvement by the Banks Peninsula Conservation Trust.  The focus is on lifestyle blocks on Worsleys Road.  Helen referred to deer fencing work to be carried out to protect plants from grazing and weather events.  Discussion was held about suitable types of plantings, e.g. native species. 

Lance Kenyon referred to a funding request to the Immediate Steps Fund from the Cashmere High School Sustainability Council for the amount of $402.34 to create a native plant ecosystem within the school.  He noted this project keeps the children involved and working on a project.  John Benn, DOC, advised that DOC would donate 20 plants from its Motukarara Conservation Nursery.

The Committee agreed to invite Cashmere High School representatives to a meeting to discuss their project.

That the Christchurch West Melton Water Management Zone Committee:

 

1.    Thanks the Cashmere Stream Care Group for the ongoing and proactive work it is undertaking to retain and restore the heath of the upper tributaries of the Ōpāwaho/Heathcote River.

2.    Notes the Port Hills concept currently being developed and looks forward to further details on the proposal.

3.    Approves Immediate Steps funding of $402.34 for Cashmere High School’s riparian planting project.

9.   Lower Ōtākaro/Avon River Recreation and Amenity Update

 

Committee Comment:

Diane Shelander spoke to her report on the lower Ōtākaro/Avon River Recreation and Amenity Actions.  Suzanne Furkert noted the large cost of weed removal for the aquatic weed control and queried investment into silt removal to prevent weed growth.  She also suggested that after weed removal on land that there should be replanting with native grasses that are not appealing to birds.  This will help reduce the numbers of birds feeding along with river edges and in turn reduce the amount of bird faeces flowing into the rivers.  Suzanne also suggested good signage about location of toilets.  Diane will check and advise the Committee on these matters.

10. Communications "Meet in the Middle" Event

 

Committee Comment:

Jackie Curtis spoke to the report on the actions proposed by the Zone Committee for the “Meet in the Middle” event.  Note that this event is on Sunday 15 October 2017 at 10.30am.

The Committee listed the following key messages for the event:

·         Sediment control

·         Reiterate that stormwater is the river system “Stormwater and River System Guardians”

·         “Use Your Brain, Not the Drain”

·         Will discuss issues on the day e.g. leaf removal, picking up dog faeces and car washing

·         Advise activities of the Zone Committee

·         iPads available for people to sign up to newsletters and links to the Zone Committee

·         Videos.

Discussion was held about the budget for the event.  Jackie advised that the total for vests was $572.25 and for cups was $2,455.  There was agreement to explore sponsorship opportunities to assist with the costs.

1.         Agrees that the Zone Committee participates in the Avon-Ōtākaro Network Transitional River Trail “Meet in the Middle” event on Sunday 15 October 2017.

2.         Supports the proposed actions as set out in this report.

3.         Explore sponsorship opportunities to assist with associated costs.

11. Zone Committees - Swimming Sites

 

Committee Comment:

Discussion was held about whether the Zone Committee should identify preferred swimming locations or not.  These could be displayed on the ECan website and a hyperlink provided to that.

1.         Seek feedback from the Regional Committee’s Recreation and Amenity Working Group on:

1.1      the next steps of the Working Groups work programme on preferred swimming locations

12. Update Working Groups - 24 August 2017

 

Committee Comment:

The Committee noted the reports from the Working Groups. 

 

Urban Contaminant Working Group – the “storyboard” of Addington catchment will be made available on-line during September 2017.

 

Communication and Engagement Working Group – a news article by Arapata Reuben was tabled on what has been done to improve urban waterway health.

 

Liaison with Community Groups – Suzanne Furkert updated the meeting on priorities of Network Groups, e.g. Ōpāwaho/Heathcote are concerned about the sediment in the Ōpāwaho/Heathcote River. 

 

Lesley Woudberg advised she would write to the Christchurch City Council to request information on the pedestrian/cycling access across the Anzac Drive Bridge, noting it is connected to the Avon-Otakaro Network Transitional River Trail and creates a barrier and safety issue, as noted at the previous meeting.
