1. Background
1.1 Approval is sought to submit the following reports to the Council meeting on 03 August 2017:

1.2 The reason, in terms of section 46A(7) of the Local Government Official Information and Meetings Act 1987, why the reports were not included on the main agenda is that they were not available at the time the agenda was prepared.
1.3 It is appropriate that the Council receive the reports at the current meeting.
2. Recommendation
2.1 That the reports be received and considered at the Council meeting on 03 August 2017.

Pursuant to Section 22 of Christchurch City Council’s Standing Orders, the following Notice of Motion is submitted by Councillor David East:
Southshore and South New Brighton Flooding Emergency Works
Under Standing Order 22.1 I submit the following notice of motion to the 3 August 2017 Council meeting:
That the Council grant immediate approval for Council contractors to continue and complete to a robust standard the bund work created on Friday 21 July to Sunday 23 July 2017 and to extend this work as necessary to prevent seawater inundation along the estuary side of Southshore and the South Brighton Domain to the jetty.
Background:
· Council staff and their contractors are to be highly commended for the prompt emergency work carried out over the past weekend to urgently create bunds by the estuary edge to stem the seawater inundation that affected Southshore and parts of the South New Brighton estuary edge.
· During their Annual Plan deliberation on 20 June 2017 Council requested the Chief Executive to report on OCEL Consultants Ltd.’s proposal (Southshore Inundation Protection Levee) for the Estuary Edge Protection at Southshore, and whether there are any other alternative options for short-term measures to address concerns raised by the community. My Notice of Motion requests that emergency works be continued and that the Council resolution re options for Southshore continue with some urgency.
· The Council has recently signed a lease for the South Brighton Motor camp with the lessees proposing to invest capital in the buildings. During 21 – 23 July 2017 the camp grounds were threatened when the sea breached the banks on the camp’s western boundary. Contractors had to construct a temporary bund to prevent the camp being inundated. The Camp and pathways are valuable Council assets that also need flooding protection.
· I appreciate the severe flooding issues facing the Heathcote river catchment and am happy to support that consideration also be given to emergency works required in that area.

That the Council: 1. Accepts the Notice of Motion from Councillor David East regarding Southshore and South New Brighton Flooding Emergency Work. 2. Grant immediate approval for Council contractors to continue and complete to a robust standard the bund work created on Friday 21 July to Sunday 23 July 2017 and to extend this work as necessary to prevent seawater inundation along the estuary side of Southshore and the South Brighton Domain to the jetty.

Section 48, Local Government Official Information and Meetings Act 1987.
I move that the public be excluded from the following parts of the proceedings of this meeting, namely items listed overleaf.
Reason for passing this resolution: good reason to withhold exists under section 7.
Specific grounds under section 48(1) for the passing of this resolution: Section 48(1)(a)

Section 48(4) of the Local Government Official Information and Meetings Act 1987 provides as follows:
“(4) Every resolution to exclude the public shall be put at a time when the meeting is open to the public, and the text of that resolution (or copies thereof):
(a) Shall be available to any member of the public who is present; and
(b) Shall form part of the minutes of the local authority.”
This resolution is made in reliance on Section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by Section 6 or Section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public are as follows:
