Multicultural Subcommittee - Terms of Reference

Quorum

Half of the members if the number of members (including vacancies) is even, or a majority of members if the number of members (including vacancies) is odd.

Responsibilities

 

The Multicultural Subcommittee is responsible for:

 

·         Overseeing the implementation of the Christchurch Multicultural Strategy – Our Future together

·         Overseeing issues related to diverse communities throughout the city

·         Considering matters related to multicultural communities and sector providers

·         Receiving  regular updates from existing mandated community networks/forums via nominated representatives including:

o   The Multicultural Council – Nominated Representative

o   INFORM Network – Nominated Representative

o   CLING (Community Languages and Information Network Group)– Nominated Representative

o   Ethnic Leaders Forum- Nominated Representative

o   Multicultural Strategy Implementation Committee – Staff

·         Receiving deputations from individuals and ethnic communities (as and when appropriate via invitation or deputation), i.e. Muslim Building Bridges Group, Chinese New Year Committee, Indian Students’ Association etc.

·         Supporting the activities of the Canterbury Regional Economic development - Newcomer work strand

·         Championing ethnic and cultural diversity across Council.

6.   Updates from Mandated Groups

 

Community Language Information Network Group

·                Community Language Information Network Group (CLING) was formed in 2011 and includes members from the third sector, local and central government, and health sector. Over the years the group has developed a strong, productive and mutually satisfying collaborative approach.

·                Maria Fresia, on behalf of CLING, explores the inclusion of Culturally and Linguistic Diverse communities in our region and their right to equal access to information, communication, and services.

 

Muslim Association of Canterbury and Nawai Centre

·         Ahmed Abdelrahem (Social Secretary) and Mohsen Al Harbi of the Muslim Association of Canterbury (MAC) will update the Subcommittee about the new Executive Committee members and the diversity of the Muslim community present in Christchurch.

·         Asayal Almutairi will introduce and update the Subcommittee on the history and work of the Nawawi Centre.

The meeting commenced with a Certificate of Appreciation being presented by Dr Surinder Tandon on behalf of the Multicultural communities to Councillor Chen for the Christchurch City Council for the development and launch of the Christchurch Multicultural Strategy – Our Future Together.

6.   Updates from Mandated Groups

 

Dr Surinder Tandon MNZM, President of the Christchurch Multicultural Council updated the Subcommittee about the Multicultural Council’s objectives, current and new projects, support for the implementation of the Multicultural Strategy, and the role of the National Federation – Multicultural New Zealand.  He tabled books “Vibrant Voices and Visions for Ethnic New Zealand – 2002” and “Multicultural New Zealand – A 25-Year Journey” by Jumoke Giwa.

 

Part C Recommendation

 

Committee Resolved MCSC/2017/00004

That the Council:

 

1.    Receives Dr Surinder Tandon’s report and thanks him for updating the Subcommittee about the Christchurch Multicultural Council’s status and future plans.

 

2.    Requests staff to engage with the Christchurch Multicultural Council for the implementation of the Multicultural Strategy.

 

3.    Requests staff engage with the Christchurch Multicultural Council regarding some key areas around education and training for achieving greater understanding of: cultural competency/cultural sensitivity, Treaty-based multiculturalism, barriers to adoption of multiculturalism, and cross-culture participation.

 

4.    Recommends staff incorporate a process to ensure groups are evidencing diversity when applying for Council’s annual community grants funding from 2018/19.

7.   Hagley Community College - Multicultural Centre Project

That the Multicultural Subcommittee:

1.         Notes the contents of this report

2.         Recommends the allocation to Hagley Community College of $10,000 from the Metropolitan Discretionary Response Fund, if match funded by Hagley Community College, to undertake a feasibility study on the development of a multi-user Multicultural Centre.

Secretarial Note:  At the meeting it was the Multicultural Subcommittee’s intention to endorse the allocation of $10,000 from the Metropolitan Discretionary Response Funding to support the application that Hagley Community College was making to that Fund.

 


 

 

8.   Staff Update to the Multicultural Subcommittee - 26 May 2017

 

George Patena updated the Multicultural Subcommittee on the:

 

·     Multicultural Strategy Launch 13 May 2017

·     Multicultural Strategy Implementation Plan

·     Portfolio actions.
