Community Board Resolved HHRB/2017/00181 (Original Staff Recommendation Accepted without Change)

Part C

That the Halswell-Hornby-Riccarton Community Board resolved to:

1.         Revoke all existing parking restrictions on the south western side of Brynley Street commencing at a point 35 metres east of its intersection with Tower Street and extending in a south easterly direction for a distance of 49 metres.

2.         Approve that the parking of vehicles be restricted to a maximum period of 30 minutes on the south west side of Brynley Street commencing at a point 35 metres east of its intersection with Tower Street and extending in a south easterly direction for a distance of 49 metres.

8.   Hendersons Road - Bus Stop Relocation

 

Community Board Resolved HHRB/2017/00182 (Original Staff Recommendation Accepted without Change)

Part C

That the Halswell-Hornby-Riccarton Community Board resolved to:

Revoke old bus stops

1.         Approve that all parking and stopping restrictions on the south west side of Hendersons Road commencing at a point 74 metres north west of the prolongation of the north western kerb line of Rowley Avenue and extending in a north westerly direction for a distance of 12 metres, be revoked.

2.         Approve that all parking and stopping restrictions on the south west side of Hendersons Road commencing at a point 140 metres north west of the prolongation of the north western kerb line of Rowley Avenue and extending in a north westerly direction for a distance of 26 metres, be revoked.

New bus stop

3.         Approve that the stopping of vehicles be prohibited on the south west side of Hendersons Road commencing at a point 140 metres north west of the prolongation of the north western kerb line of Rowley Avenue and extending in a north westerly direction for a distance of eight metres.

4.         Approve that a marked bus stop be installed on the south west side of Hendersons Road commencing at a point 148 metres north west of the prolongation of the north western kerb line of Rowley Avenue and extending in a north westerly direction for a distance of 14 metres.

5.         Approve that the stopping of vehicles be prohibited on the south west side of Hendersons Road commencing at a point 162 metres north west of the prolongation of the north western kerb line of Rowley Avenue and extending in a north westerly direction for a distance of four metres.

9.   Halswell-Hornby-Riccarton - Parking Restrictions at Existing Bus Stops

Part C

That the Halswell-Hornby-Riccarton Community Board resolved to:

 

 

Yaldhurst Road near Brodie Street

1.         Approve that all parking and stopping restrictions on the north side of Yaldhurst Road commencing at its intersection with Brodie Street and extending in an easterly direction for a distance of 73 metres, be revoked.

2.         Approve that a marked bus stop be installed on the north side of Yaldhurst Road commencing at a point 25 metres east of its intersection with Brodie Street and extending in an easterly direction for a distance of 14 metres.

3.         Approve the installation of a school bus only parking area on the north side of Yaldhurst Road commencing at a point 43 metres east of its intersection with Brodie Street and extending in a easterly direction for a distance of 30 metres. This restriction to apply between the hours of 2pm to 3.30pm on school days only.

Clarence Street near Dilworth Street

4.         Approve that all parking and stopping restrictions on the east side of Clarence Street commencing at a point 72 metres north of its intersection with Peverel Street and extending in a northerly direction for a distance of 20 metres, be revoked.

5.         Approve that the stopping of vehicles be prohibited at all times on the east side of Clarence Street commencing at a point 72 metres north of its intersection with Peverel Street and extending in a northerly direction for a distance of four metres.

6.         Approve that a marked bus stop be installed on the east side of Clarence Street commencing at a point 76 metres north of its intersection with Peverel Street and extending in a northerly direction for a distance of 16 metres.

Waimairi Road near Homestead Lane

7.         Approve that all parking and stopping restrictions on the east side of Waimairi Road commencing its intersection with Homestead Lane and extending in a southerly direction for a distance of 45 metres be revoked.

8.         Approve that the stopping of vehicles be prohibited at all times on the east side of Waimairi Road commencing its intersection with Homestead Lane and extending in a southerly direction for a distance of 26 metres.

9.         Approve that a marked bus stop be installed on the east side of Waimairi Road commencing at a point 26 metres south of its intersection with Homestead Lane and extending in a southerly direction for a distance of 19 metres.

10. Halswell-Hornby-Riccarton Wards - Property Review Process

 

Staff Recommendations

That the Halswell-Hornby-Riccarton Community Board decide to:

1.         Receive the information in this report.

2.         Commence the Board’s review process to identify if the properties in Attachments B, C and D should be retained for alternative public uses, retained for strategic purposes/future decisions, or considered for disposal.

3.         Being of the view that the sites listed below are unlikely to have alternative public uses or strategic purposes, and that the Board has sufficient information to form this preliminary view, recommends that the Council directs staff to commence investigation processes regarding the potential to dispose of the sites:

4.         Allow for the inclusion of advice in a report to the Council, to conclude this review and provide comment to staff, within six months of resolving to commence the process.

5.         Note that the final report containing the outcome of the process will come back to the Board for recommendation to the Council.

2.         That a Board Workshop be held to commence the Board's consideration of the Council property review process in the Halswell-Hornby-Riccarton Wards.

12. Halswell-Hornby-Riccarton Youth Development Fund 2016-17 - Applications - Thomas Mackintosh and ChrisJohn Dequita

 

Staff Recommendations

That the Halswell-Hornby-Riccarton Community Board resolve to:

1.         Approve the making of a grant of $500 from its 2016/17 Youth Development Fund to Thomas Mackintosh towards competing at the World Under 23 Rowing Championships in Bulgaria, from 19 to 23 July 2017.

2.         Approve the making of a grant of $350 from its 2016/17 Youth Development Fund to ChrisJohn Dequita towards participation in the Mainland Under 17 Basketball tournament in Westport, from 8 to 10 July 2017.

 

Community Board Resolved HHRB/2017/00186

Part C

That the Halswell-Hornby-Riccarton Community Board resolved to:

1.         Approve the making of a grant of $500 from its 2016/17 Youth Development Fund to Thomas Mackintosh towards competing at the World Under 23 Rowing Championships in Bulgaria, from 19 to 23 July 2017.

2.         Note that the application from ChrisJohn Dequita had been withdrawn as he was able to raise the funding needed from other sources.

7.        Halswell-Hornby-Riccarton Community Board Area Report - July 2017

1.   Purpose of Report

The purpose of this report is to resource the Halswell-Hornby-Riccarton Community Board to promote a pro-active partnership approach to decision-making between the Council and Community Boards.

 

2.   Staff Recommendations 

That the Halswell-Hornby-Riccarton Community Board decide to:

1.         Receive the Halswell-Hornby-Riccarton Area Report for July 2017.

 

 

3.   Community Board Activities and Forward Planning

3.1       Memos/Information reporting back on Community Board matters

3.1.1   Correspondence from Megan Woods M.P. regarding the Waterloo Road/Gilberthorpes Road Intersection and a staff memorandum prepared for the Board in response.

3.2       The provision of strategic, technical and procedural advice to the Community Board

3.2.1   The Board continues to receive strategic, technical and procedural advice mainly through an ongoing programme of Board seminars held at the conclusion of the Board’s twice monthly ordinary meetings. On average, three topics are being presented at each fortnightly seminar.

3.3       Annual Plan and Long Term Plan matters

3.3.1   The Council considered and adopted its Draft 2017-18 Annual Plan on 20 June 2017. 

 Some decisions pertinent to the Halswell-Hornby-Riccarton wards include: 

·     That the Council ask staff to prepare advice on the Templeton Domain Playground upgrade that includes projects that are already on budget and new playground equipment and report to the Halswell-Hornby-Riccarton Community Board.

·     That the Council add $115,000 in capital expenditure for the provision of public toilets at Harrington Park and notes that Harrington Park meets the policy requirements for the provision of public toilets.  This expenditure can be met from other projects and will not have a rates impact.

·     The Board secured $80,000 from the Annual Plan 2017-18 consisting of $40,000 for playground equipment, $20,000 for safety lighting in the Central Riccarton area, and operational funding of $20,000 for the Riccarton Service Centre.

3.4       Requests for information from Board meeting on Newsline

3.4.1   Community Board members may wish to identify information that they consider would be worthy of placing on Newsline.

 

3.5       Significant Board matters of interest to raise at Council

3.5.1   Community Board members may wish to identify significant matters of interest that they wish to raise with the Council in the report that goes to the first Council meeting of each month.

4.   Key Local Projects (KLPs) and Strengthening Communities Funded Projects

4.1       There have been 42 applications for the Halswell-Hornby-Riccarton Community Board Strengthening Communities Fund. A Board workshop is set down for 25 July 2017 with a decision making report scheduled for the Board’s meeting on 22 August 2017.

4.2       The Hei Hei Broomfield Community Development Trust recently received $82,000 from the Lotteries fund towards their building extension.  Work should begin on the building in the coming months.  

4.3       The Board’s annual Community Service and Youth Service Awards were successfully hosted on Wednesday 28 June 2017 at the Tea House, Riccarton Park. This special event recognises those who have made a significant contribution to the community through voluntary service. Board members presented one Youth Service Award and eighteen Community Service Awards. Recipients and guests alike felt inspired and appreciative as the citations were read out, noting the amazing service that occurs in the community. One recipient received their award by post as they were unable to attend the function.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 


 


5.   Significant Community Issues

Division Street Anti-Social Issues Working Party Update

5.1       Status

5.1.1   The Halswell-Hornby-Riccarton Community Board resolved at its 23 May 2017 meeting to convene a working party to consider issues around anti-social behaviour in and around Division Street in Central Riccarton.

5.2       Action

5.2.1   To date, the Working Party has met on 1 June, 15 June and 3 July 2017.  As part of its deliberations, the Working Party is investigating a number of options  including, but not limited to:

·     The viability of an anti- loitering bylaw

·     Turning off the wi-fi connection in the bus lounge

·     The presence of cameras in the area

·     The improvement of the Division Street streetscape, including lighting and murals

·     Graffiti removal

·     An alternative youth space

·     Increased police presence

5.2.2   Research and feedback on an anti-loitering bylaw and anti-social youth behaviour in public places, is also being considered.

5.2.3   The Working Party will formulate its recommendations for consideration by the Halswell-Hornby-Riccarton Community Board. 

5.3       Timeframe

5.3.1   It is expected that the Working Party will report back with its recommendations to the Board’s meeting on 22 August 2017.

6.   Major Community and/or Infrastructure Projects

6.1       Community Facilities

6.1.1   The Board received an update at a seminar on 27 July 2017 regarding the rebuild of the Riccarton Community Centre.

6.2       Infrastructure projects underway

6.2.1   With regard to Riccarton Road, the detailed design for the road scheme and the underground pipe work is progressing but not yet completed.  Finalising a delivery approach cannot be completed until completion of the detailed design. The Board will continue to receive timely project updates.  

6.3       Events Report Back

6.3.1   A community barbeque to celebrate the upgrade and repairs to the bulldozer in Harrington Park and to thank those who gave of their time to make it happen was successfully held on Saturday 24 June 2017.  The significant level of community empowerment and involvement in initiating and actioning this project reflects the sense of ownership that this community feels about Harrington Park.
