4.1       QE2 Swim Club

Sian Ruth and Jeanette Wright of the QE2 Swim Club gave an update to the Board on the club's activities, including the recent success of some of the Club's swimmers.

The Chairperson thanked Ms Ruth and Ms Wright for their deputation.

6.   Red Zone Playgrounds

Board Consideration

Staff clarified that the removed play equipment could not be gifted due to liability issues.

 

The Board agreed to consider uses for the surplus balance swing and chinup bar and to pass suggestions onto staff.

1.         Approve for the Neighbourhood and Sports Parks Team to use the play equipment removed from the red zone as components renewal in the Coastal-Burwood Community Board area.

2.         Approve for the Neighbourhood and Sports Parks Team to store the balance swing and spin bar until they can be used in a play item renewal.

7.   Wainoni Park Consultation, Tree Removals, Landscape Plan and Easement

Board Consideration

It was confirmed that Aranui Community Trust Incorporated Society, A-Town Boxing Gym and the Aranui Eagles Rugby League club had been consulted on the proposed works.

 

 

Staff Recommendations 

That the Coastal-Burwood Community Board, acting in the capacity of the administering body, resolve to:

1.         Approve the grant of the easements pursuant to Section 48 (1) (f) of the Reserve Act 1977 to Christchurch City Council for the right to drain water over part of 31 Hampshire Street (CB 25K/366, CB 28F/76, Identifier 312697) shown on the plan RPS 1788 at Attachment A subject to:

a.         No objections being received and upheld in response to the current public notice.

b.         The consent of the Minister of Conservation.

2.         Recommend that the Chief Executive, acting as the Minister’s delegate, consents to the granting of the easements to Christchurch City Council for the right to drain water as outlined in this report:

a.         Subject to and conditional on recommendations 1a and 1b consent to the granting of the easements to Christchurch City Council for drainage purposes.

b.         Note that if submissions in opposition are received in response to the public notice, a reserves hearings panel is to be convened under staff delegation with this panel, under the delegated authority of Council, to receive and consider such submissions in opposition and determine if those submissions should be upheld or not.

3.         Authorise the Property Consultancy Manager, should the easement be granted with the consent of the Minister of Conservation, to finalise all and any documents required to implement the easement. 

4.         Approve proposed location of the replacement basketball court, and that those works are progressed as quickly as reasonably practicable.

5.         Approve the removal of 9 trees to allow the Land Drainage Recovery Programme Wainoni Park Stormwater project to be fully implemented.

6.         Acknowledge that 8 trees and 9 shrubs in poor or very poor condition will be removed under the delegation provided to the Head of Parks as well as the removal of three areas with other shrub species and/or flax, and three small cabbage trees located within shrub borders.

7.         Approve the landscape plan for the flood mitigation basin in Wainoni Park, which includes approximately 230 replacement trees, to implement the Land Drainage Recovery Programme works to reduce the risk of flooding.

8.   Property Review Process

 

Staff Recommendations

That the Coastal-Burwood Community Board:

1.         Receive the information in this report.

2.         Commence the Board’s review process to identify if the properties in Attachments B, C and D should be retained for alternative public uses, retained for strategic purposes/future decisions or considered for disposal.

3.         Being of the view that the sites listed below are unlikely to have alternative public uses or strategic purposes, and that the Board has sufficient information to form this preliminary view, recommends that Council directs officers to commence investigation processes regarding the potential to dispose of the sites:

4.         To allow for the inclusion of advice in a report to Council, conclude this review and provide comment to staff, within six months of resolving to commence the process.

9.   Lease to Development Christchurch Ltd - New Brighton Beach

Board Consideration

Staff from Development Christchurch Limited and Select Evolution were invited to contribute to the discussion. They tabled the draft document New Brighton Beachside Playground Concept Design, which would be distributed during the week and provided clarification around design aspects.

 

The Board made various suggestions to assist with document content.

2.         Approves a grant of $225.00 from its 2016/17 Youth Development Fund to Anna McKay towards attendance at a 5 day intensive NZ School of Dance Winter School course in Wellington from the 10-15 July.

1.         Receive the Area Update.

2.         Following a meeting with local community, the Board request staff to write to the Ministry of Education expressing disappointment that they have chosen not to retain the fitness track on the Eastern side of the school sites on QEII Park and that they be asked to reconsider that decision.

3.         Request staff include an aerial photo with an accurate representation of the footprint of the proposed Christchurch School of Gymnastics building on QEII Park and that this is sent to submitters and included on the project page. The Board also wishes to request that the consultation leaflets are amended and delivered to a wider area than the previous mail drop.

4.         Agree that Board Meetings revert to a consistent 4.30pm start for the remainder of the 2016/19 term

15. Elected Members’ Information Exchange

Part B

16.1    Kim Money had received a request from Keep Christchurch Beautiful to nominate a Park in the Board area to put forward for a clean-up project.  Board members agreed to consider this request and provide suggestions to Kim Money.

16.2    A meeting has been organised by the Parks department to meet with members of the RSA in regards to the New Brighton War Memorial protective panels.

16.3    The New Brighton District and Historical Society and Museum Incorporated are having their Annual General Meeting on Tuesday 20th June at 6.30pm.

16.4    David East and Kim Money both attended the recent Annual General Meeting of the Northshore Residents Association and reported that it was well attended.

1.   Purpose of Report

The purpose of this report is to resource the Community Board to promote a pro-active partnership approach to decision-making between the Council and Community Boards working together to achieve the best outcomes for the city with decisions being made with a good understanding of community views.

3.   Community Board Activities and Forward Planning

3.1       Community Board Plan update against outcomes

It is anticipated that the Community Board Plan for the next two years will be developed and come into effect from mid July 2017.  

The Community Board Plan sets the framework that will guide the Boards decision making and actions for the next two years.  It informs the Board’s decisions on local activities and enables the Board to make decisions on funding and Long Term Plan priorities. 

 

Our communities have told us their views on many issues over the past years as part of the development of a wide range of council plans. This information, as well as information received through specific engagements will be used in developing this Plan.    

 

3.2       Community Services Awards

The Coastal-Burwood Community Service Awards 2017 function was held at the Waitakiri Golf Course on Thursday the 15th of June. There were a total of 18 attendees that received their Community Service Award at the ceremony. Members of the Coastal-Burwood Community Board presented certificates to individuals who had given significant voluntary service to the Coastal-Burwood Community. This was followed by a light supper where recipients and their families had a chance to mix with each other and the Community Board.  A Waiata was performed by one of the recipients, Floyd Rudolph. The event was organised by members of the Coastal-Burwood Community Governance Team.

A total of 18 attendees received a Community Service Award at the 2017 Coastal-Burwood award ceremony.

 

3.3       Annual Plan Finalisation  

Changes to the final 2017-18 Annual Plan included additional budgeting for the Port Hills fire

recovery, employing extra staff for upkeep of urban parks and trialling a free-entry scheme for pre-schoolers visiting council swimming pools.

 

The council will work with Regenerate Christchurch to fast-track regeneration planning for Southshore and South New Brighton, with the intention of addressing concerns over estuary flood protection in Southshore as quickly as possible.

 

An additional $11.2M has been included in the Annual Plan for the Hot Salt Water Pools. Public consultation saw more than 1000 submissions from the New Brighton community in support of the project.  

 


 

 

3.4       Memos/Information reporting back on Community Board matters

3.4.1   Westhaven Tree Assessment

In August 2016, the then Burwood/Pegasus Community Board requested that that problematic trees in the Westhaven subdivision be assessed for suitable replacement trees where necessary due to reported ongoing and increasing damage to infrastructure and private property. That request followed on from two individual tree removal approvals in Wild Dunes Place and Lexington Place.

 

This is a heads-up that the report is expected to be received by the Board on 18 September. This is a complex report requiring input from the both the Arboriculture and Roading teams – the later in terms of possible disturbance to berms.  

 

3.4.2   Burwood Park – Old Bowling Club Site – Surface Levelling and Repairs: Completed

Contractors were engaged last month to level the existing surface of the old bowling club building site and re-seed (or turf) the whole site (see image below).  This work was carried out to make the space useable to the public.

3.4.3   QEII Asbestos Remediation

A memorandum is attached (Attachment A) updating the Board on the completion of asbestos remediation work at QEII.

 

3.4.4   Broad Park Slide

The Broad Park replacement side has arrived and it is aimed to have this installed by the time of the current meeting.

3.4.5   Palmers Road

Work has commenced on the renewal of the sewer main and laterals in Palmers
Road from 194 Palmers Road to Bowhill Road.  This work involves trenching and de-watering in the road and footpaths and is expected to take 22 weeks.

 

3.4.6   Outwards Correspondence

3.5       The provision of strategic technical and procedural advice to the Community Board

Public Forum

·     Under the recently adopted Standing Orders, the Board now has the opportunity to allocate up to 30 minutes to give individuals and groups a 5 minute opportunity to speak on any issue that is not the subject of a separate hearing.

 

The Board is asked to give staff direction on how often Public Forums are to be held and at what stage of the meeting.  The Council model is to hold these at the commencement of the meeting.

 

3.4       Board area Consultations/Engagement

Current Consultations in the Coastal-Burwood Board Area:

·     Proposed Lease at QEII Park – Christchurch School of Gymnastics.

·     New Brighton Beachside Playground Concept Design.

 

3.5       Submission Opportunities

Draft Annual Plan 2017/18 submitted by the Board.

3.7       Development of Civil Defence Emergency Plans

A workshop will be arranged.

Board members are requested to highlight significant matters from the meeting to be raised by the Chair at the next Council Meeting (Community Board reports) on Thursday 6 July.

4.   Key Local Projects (KLPs) and Strengthening Communities Funded Projects

 

4.1       Strengthening Communities Fund

 

The Strengthening Communities Fund opened on Monday 8 May and closed at midnight Tuesday 6 June.  A Community Board workshop to discuss the funding application is scheduled for the end of July.

 

5.   Significant Community Issues

5.1       No updates to report.

6.   Major Community and/or Infrastructure Projects

6.1      Community Facilities

Pukeko Centre for Sport and Recreation have received $400k from the NZ Lottery Commission towards the stage two costs of their project.  Stage Two includes the transport and installation of the old Freeville School Hall to the Pukeko Centre site on Chadbury Street, Parklands.  They are still actively seeking funding for the remaining costs towards stage two and three of the project.

6.2      Partnerships with the community and organisations

Midnight Basketball is a new programme being led by Canterbury Basketball with support from various other youth related organisations to run a Friday night youth basketball skills and life skills from 12-18 year olds based at Celebration Lions Centre Aranui from 4 August to 15 September , please refer to the attached flier (Attachment C) for more information.  Young people need to be nominated to attend the programme and the organisers are linking with Haeata, Linwood College and Mairehau High School and other relevant youth focused organisations.

6.3      Infrastructure projects underway

6.4      Events Report Back
