6.   Levels of Service - Verbal Update

 

David Adamson (General Manager City Services), Andrew Rutledge (Head of Parks) and Chris Gregory (Head of Transport) provided a verbal update regarding Levels of Service.

 

7.   Building and Infrastructure Improvement Allowance

 

Committee Decided FPCM/2017/00007

Part A

That the Finance and Performance Committee recommends that the Council resolves to:

1.         Allocate the $1.1m balance of the Betterment Fund towards the Port Hills recovery programme  including water protection, parks restoration and public safety elements.

2.         Close the fund once the above allocation has occurred.

8.   Council Controlled Organisations - Financial Statements for the six months to 31 December 2016

 

Councillor Buck declared an interest in the section of this item relating to Christchurch City Holdings Limited and took no part in the debate or decision on that matter.

f.          Christchurch Agency for Energy Trust;

g.         World Buskers Festival Trust;

i.          New Zealand Local Government Funding Agency Limited.

1.         Approve the winding up of the Canterbury Economic Development Company Limited.

2.         Approve the shareholders’ resolution to be signed by the General Manager Finance and Commercial on behalf of the Council.

11  Resolution to Exclude the Public

Part C

That the following people remain after the public have been excluded for the respective items of the public excluded agenda as they have knowledge that is relevant to that item and will assist the Committee:

1.              Paul Munro and Leah Scales of Christchurch City Holdings Limited for item 15.

2.              Rob Hall, James Stewart, Joel Lieschke and Steve Clarke of Development Christchurch Limited for item 13.

3.              Vic Allen of Christchurch and Canterbury Tourism and Tom Hooper of Christchurch Development Corporation for item 14.

4.              Tim Stephens (Barrister); John Shackleton, Sarah Fairbrother and Meghan Bolwell of Simpson Grierson, and Greg Rozen and Kate McCormack of Beca for item 18.

AND

That at 10:25am the resolution to exclude the public set out on pages 166 to 167 of the agenda be adopted.

Councillor Johanson requested his vote against the resolution that items 15 and 16 be considered in Public Excluded be recorded.

 

The meeting adjourned at 10:25am and resumed at 10:35am during the Public Excluded session.
