1.   Apologies

There were no apologies.

 

The meeting adjourned at 11:10am and resumed at 8:30am on Tuesday 20 December 2016.

 

2.   Various Road Closures for Events in January, February and March 2017

Part C

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the following road closures as applied for and outlined in the agenda, subject to any conditions listed below and on the condition that a travel demand management plan is developed as part of the site specific traffic management plan for each event: 

a.              The road closures for the Little River A&P Show, on Western Valley Road - from 6am to 6pm, Saturday 21 January 2017, noting that the application was received late.

b.             The Road closures for the Bruce Springsteen Concert, on Twigger Street, Whiteleigh Avenue and Jack Hinton Drive – on 21 and 22 February 2017.

c.              The road closures for the 2017 Coast to Coast, on Marine Parade – 11 and 12 February 2017, subject to:

i.                the Council Events Team discussing the closure with the Project Manager of the repair works at New Brighton Pier and Library.

ii.              Notices advising of the closure being displayed at the New Brighton Library and/or New Brighton Temporary Library.

d.             The road closures for Classical Sparks 2017, on Park Terrace - Saturday 11 February 2017 from 5pm to 11:30pm.

e.             The road closures for the Piper Valley Road Hill Climb, on  - Saturday 11 February 2017 from 8am to 6pm.

f.               The road closures for the Run to Remember 2017, on Summit Road from 8am to 11am Sunday 19 February 2017.

g.              The road closures for the Big Shot Athletics Event, on Kilmore Street and Oxford Terrace from 1pm to 5pm Sunday 19 February 2017.

h.             The road closures for the City to Surf 2017, on - Rose Street, Lyttelton Street, Cashmere View, Ashgrove Terrace, Waimea Terrace, Eastern Terrace, Fifield Terrace, Aynsley Terrace, Grange Street, Port Hills Road, Martindales Road, Truscotts Road and Ferrymead Park Drive - 6am to 1pm, Sunday 19 March 2017.

3.         Approve the road closures for Christchurch Earthquake Memorial on Montreal Street, Cambridge Terrace and Oxford Terrace - 21 and 22 February 2017 as applied for, subject to:

a.         A memorandum being circulated from Otakaro Limited to the Linwood-Central-Heathcote Community Board with details of the road closures.

b.         Ensuring that consultation extends to the Central City Business Association, Re:Start and businesses within the wider area likely to be impacted by the closures.

c.         The Montreal Street closure being amended to occur from 6:30pm until 10:30pm on 21 February 2017, and from 10:30am until 2:30pm on 22 February 2017.

d.         A travel demand management plan being developed as part of the site specific traffic management plan for this event.

 

The Road Closure Subcommittee notes  the status of this event as being of national significance.

 

4.         Decline the application for road closures for the Music Concert on Bedford Row - 7am Tuesday 31 January 2017 to 8pm Thursday 2 February 2017, on the basis that Bedford Row is no longer a legal road vested in the Council. The subcommittee will notify the Events Team that Bedford Row is currently Fee Simple land owned by the Council to be transferred to Otakaro Limited, and for the event to proceed approval will need to be obtained from the Council Property Management Team and Otakaro Limited.
