In relation to item 9, Kim Money, David East and Tim Sintes noted their membership on the New Brighton Pier and Foreshore Promotion Society. Advice has been received that as they were not on the Society’s subcommittee that sought funding, there was no conflict of interest.

4.    Deputations by Appointment

4.1      Ivan Iafeta, Chief Executive, Regenerate Christchurch Ltd was unable to attend.  Johnny McFarlane, New Brighton Regeneration Programme Director and James Stewart, Director, Development, both from Development Christchurch Ltd provided an update for the Board on planned projects.

That the Coastal-Burwood Community Board receives and notes the information from the Christchurch School of Gymnastics contained in the correspondence report dated 05 December 2016 including two late items which were tabled, being:

7.    South New Brighton Park Repairs

 

Board Comment

1.           Staff clarified that they held the delegation for removal of the boardwalk for health and safety reasons. 

2.           In making its decision, the Board took into account the views expressed in the two items of late correspondence. 

 

Staff Recommendations

That the Coastal-Burwood Community Board:

1.        Approves the removal of three pine trees in South New Brighton Park.

2.        Approves removal and non-replacement of the South New Brighton boardwalk and footbridge.

That the Coastal-Burwood Community Board:

 

1.           Agrees to the staff proposal for the removal of the boardwalk for health and safety reasons.

2.        Requests that the amount of $353,000 allocated in the current financial year to the boardwalk remain.

3.           Asks staff to return to the Board with high level consideration of options for the replacement of the boardwalk in the same position.

8.    Breezes Road - School Patrol at Chisnallwood Intermediate School

 

Community Board Decided CBCB/2016/00023 (Original Staff Recommendation Accepted without Change)

Part A

That the Coastal-Burwood Community Board recommends that Council approves:

1.        In pursuance of the powers vested in it by Section 8.3(1) of the Land Transport Rule- Traffic Control Devices 2004 (Rule 54002), and pursuant to the powers vested in it by the Local Government Act 1974 and 2002, the Christchurch City Council hereby authorises the head teacher of Chisnallwood Intermediate School to appoint appropriately trained persons to act as school patrols at the existing pedestrian refuge island crossing on Breezes Road, located at a point more or less 6 metres northwest of its intersection with Eglinton Street.

2.        In pursuance of the powers vested in it by Section 8.3(1) of the Land Transport Rule- Traffic Control Devices 2004 (Rule 54002), and pursuant to the powers vested in it by the Local Government Act 1974 and 2002, the Christchurch City Council hereby revokes authorisation for Avondale Primary School to operate a school patrol at the existing zebra crossing on Breezes Road, located at a point more or less 240 metres southeast of its intersection with Eglinton Street.

9.    Coastal-Burwood Community Board Discretionary Response Fund 2016/17 - Duke Festival of Surfing

That the Coastal-Burwood Community Board approves a grant of $4,000 to The New Brighton Pier and Foreshore Promotion Society towards The Ray White New Brighton Duke Festival of Surfing – Outdoor Movie Night Event.

11. Coastal-Burwood Community Board Meeting Schedule

 

Board Comment

The Board received staff advice that due to Councillor commitments on Monday 7 February 2017 and on other days that week, a meeting in the early afternoon on Friday 10 February 2017 was now recommended.

1.        Appoints a Recess Committee comprising the Board Chairperson or Deputy Chairperson and any two Board members available, to be authorised to exercise the delegated powers of the Coastal-Burwood Community Board for the period following its ordinary meeting on 5 December 2016 up until the Board resumes normal business on 10 February 2017.

2.        Requests that the Recess Committee report back to the Board, the application of any such delegation, for record purposes.

3.        Notes that any meeting of the Recess Committee will be publicised and details forwarded to all Board members.

14. Elected Member Information Exchange

Part B

·        Senior Council Managers had been taken on a tour of the Coastal-Burwood Ward with a focus on New Brighton appearance, approaches, state of footpaths and the estuary edge. Undertakings had been given to investigate as required.

·        Members reported on their attendance at various community events.
