The agenda was dealt with in the following order.

1.   Apologies

2.   Election of Chairperson

 

Committee Resolved BLHP/2016/00010

It was decided that Andrew Turner be appointed Chairperson of the Hearings Panel.

3.   Proposed ground lease to North Hagley Community, Sports and Recreation Trust Board over part of North Hagley Park

 

Joanne Walton and Kathy Jarden presented the officers report to the Hearings Panel.

 

4.   Hearing of Submissions

The Hearings Panel received 3 submissions on the Proposed Ground Lease to North Hagley Community, Sport and Recreation Trust board over part of North Hagley Park. The following submitters presented to the Hearings Panel:

·         The Christchurch Civic Trust – Chris Kissling (Chair) and Anne Dingwall (in support)

 

The meeting was adjourned at 10.30am and reconvened at 10.45am.

 

7.   Hearings Panel Consideration and Deliberation

 

The Hearings Panel considered and deliberated on the Proposed Ground Lease to North Hagley Community, Sport and Recreation Trust Board over part of North Hagley Park.

Committee Resolved BLHP/2016/00011

That the Hearings Panel recommend that the Council:

1.              Approve the granting of a ground lease to North Hagley Community Sports and Recreation Charitable Trust over the part of Hagley Park where the former United Bowling Club rooms and green space is situated, an area of approximately 5387.5m2, part of Section 6 Survey Office Plan 467852 of 87.5600 hectares more or less, classified as recreation reserve notified in New Zealand Gazette number 107 page 2706 on 11 September 1980 as shown on attachment A Lease area Plan RPS 1332.

2.              Authorise the Property Consultancy Manager to manage and conclude the lease subject to:

a.       The lease including a provision that the lessee comply with the noise levels and time limits that are applicable to Hagley Park.

b.      Any further structural additions, including fencing, be approved by the Council.

3.              Note that any request to transfer, assign or sublet the lease premise be referred for approval by the Council as lessor.
