4.   Deputations by Appointment

Part B

4.1       The Student Volunteer Army - Connect the Community Spreydon event

Alex Cheeseborough  and Ed Cook outlined the Connect the Community Spreydon event that The Student Volunteer Army together with City Care will be holding on the morning of Saturday 31 July. The student volunteers will be based at West Spreydon School and available to work on identified projects in the Spreydon area. There is also to be a community barbecue at 12:00pm which all residents are welcome to attend.

After questions from members the Board Chairperson thanked Messrs Cheeseborough and Cook for their deputation.

 

4.2       Chris Brown – Climbing Boulders

             The scheduled deputation did not attend.

 

4.3       The Lower Cashmere Residents Association -Park Planting.

Sue Bye and Guy Field addressed the Board on behalf of the Lower Cashmere Residents’ Association regarding the recent community planting work undertaken in Cashmere View Park. 

It was also noted that the concerns about traffic on Rose Street previously raised by the Residents’ Association had been referred to staff for investigation.

After questions from members the Board Chairperson thanked Ms Bye and Mr Field for their deputation.

7.   Eastern Terrace- School Bus Parking at Beckenham School

 

Community Board Resolved SHCB/2016/00080 (Original Staff Recommendation Accepted without Change)

Part C

That the Spreydon/Heathcote Community Board:

7.1          Approves that all parking and stopping restrictions on the west side of Eastern Terrace, commencing at its intersection with Sandwich Road and extending in a northerly direction for a distance of 162 metres, be revoked.

7.2          Approves that all parking and stopping restrictions on the east side ( the river side) of Eastern Terrace, commencing at a point on the east side of Eastern Terrace which is in line with the prolongation of the northern kerb line of Sandwich road, and extending in a northerly direction for a distance of 162 metres, be revoked.

7.3          Approves that the stopping of vehicles be prohibited at any time on the west side of Eastern Terrace, commencing at its intersection with Sandwich Road and extending in a northerly direction for a distance of 13 metres.

7.4          Approves that the parking of vehicles be restricted to School Buses only on the west side of Eastern terrace, commencing at a point 13 metres north of its intersection with Sandwich Road, and extending in a northerly direction for a distance of 46 metres. This restriction is apply on school days only, from 8:00am to 9:00am and from 2:30pm to 3:30pm.

7.5          Approves that the stopping of vehicles be prohibited at any time on the west side of Eastern Terrace, commencing at a point 59 metres north of its intersection with Sandwich Road and extending in a northerly direction for a distance of 15 metres.

 

 

7.6          Approves that the parking of vehicles be restricted to School Buses only on the west side of Eastern terrace, commencing at a point 74 metres north of its intersection with Sandwich Road, and extending in a northerly direction for a distance of 88 metres. This restriction is apply on school days only, from 8:00am to 9:00am and from 2:30 pm to 3:30 pm.

7.7          Approves that the stopping of vehicles be prohibited on school days only, from 8:00am to 9:00am and from 2:30pm to 3:30pm, on the east side of Eastern Terrace (the river side), commencing at a point which is on the east side of Eastern Terrace, and which is in line with the prolongation of the northern kerb line of Sandwich road, and extending in a northerly direction for a distance of 162 metres.

The Spreydon/Heathcote Community Board decided to request that staff approach Beckenham School and encourage it to develop alternative programmes for walking and cycling for pupils to and from school to mitigate traffic  congestion at drop off and pick up points.

6.   Buchan Playground Upgrade

 

Staff Recommendations

That the Spreydon/Heathcote Community Board:

1.            Approve the concept plan for upgrade of Buchan Playground (drawing LP360203).

2.            Approve the removal of 18 trees.

 

Board Consideration

The Board discussed the concept plan and identified possible changes to proposed playground equipment, seating , and planting proposal that will cater better for park users.

1.            Approves the concept plan for upgrade of Buchan Playground (drawing LP360203) subject to changes to incorporate more interactive playground equipment, additional native planting, and additional seating.
