4.   Deputations by Appointment

Part B

4.1       Bob Shearing and Sarah Barrer, on behalf of St Peter’s Church, addressed the Board regarding fundraising proposals for the restoration/rebuild of the Church.

             After questions from members, the Chairperson thanked Mr Shearing and Ms Barrer for their presentation.

 

4.2       Beth Jagusch, on behalf of Ravensdown’s Health and Safety Committee, addressed the Board regarding safety concerns associated with kerb side parking near the exits to Ravensdown’s site on the Main South Road.

             After questions from members, the Chairperson thanked Ms Jagusch for her deputation.

Staff in attendance provided advice to the Board on the concerns raised by the deputation and answered questions from members.

Staff advised that a response on the installation of no stopping lines in the vicinity of the exits will be provided to the Board.

5.   Presentation of Petitions

5.1       Brendon Miller, local resident, presented a petition regarding the Proposed Halswell Skate Facility. 

             The Prayer of the 948 signatory petition reads:

             “We the undersigned, believe there should be a skate and recreation park in Halswell.”

1.         Receive the petition from Brendon Miller and to refer the petition to staff for consideration and response.

5.2       Haley Anderson, local resident, presented a petition regarding the Proposed Skate Facility in Halswell. 

             The Prayer of the 204 signatory petition reads:

“We, the undersigned, are concerned residents who urge the Christchurch City Council to remove Westlake Reserve from consideration for the Halswell Skate and Recreation Park project.”

In the absence of the mover, and in accordance with clause 3.10.3 of Christchurch City Council Standing Orders, the Notice of Motion was not considered at this meeting of the Board.

 

  

7.   Ruapuna Motorsport Park - Community Liaison Committee

 

Staff Recommendations

That the Riccarton/Wigram Community Board, under Clause 21.10.2.2.5 of the Proposed Christchurch Replacement District Plan:

1.         Recommend to the Council the appointment of a Riccarton/Wigram Community Board member as a member of the Ruapuna Community Liaison Committee; and,

2.         Endorse to the Council, the appointment of Mr Laurie McCallum as the independent chairperson of the Ruapuna Community Liaison Committee.

8.   Easement Over 201 Annex Road

Community Board Decision under Delegation (Original Staff Recommendation Accepted without Change)

Part C

The Riccarton/Wigram Community Board acting in the capacity of land owner, resolved to:

1.         Approve pursuant to Section 48(1) of the Reserves Act 1977, the granting of an easement for the right to drain sewage over 201 Annex Road (Certificate of Title reference 658616) annotated F and G on the submitted plan subject to the consent of the Minister of Conservation.

2.         Authorise the Property Consultancy Manager, should the easement be granted with the consent of the Minister of Conservation, to finalise documentation to implement the easement.

1.         Approve that the parking of vehicles be restricted to a maximum period of 10 minutes on the south western side of Hayton Road commencing at a point 51 metres south east of its intersection with Dakota Crescent and extending in a south easterly direction for a distance of 18 metres.

1.         Approve the making of a grant of $500 from its 2016/17 Youth Development Fund to Madison Fewer towards her participation in a Christchurch Girls' High School trip to France in September 2016.

The Board considered the applications to the Riccarton/Wigram Community Board Strengthening Communities Fund 2016/17.

 

The Board noted that there are a number other potential projects in the ward that could be investigated and considered for funding.
