4.1       Sarah Lawrence – Youth Development Fund Recipient

             Sarah Lawrence was in attendance and updated the Board on her recent trip to Michigan University to attend the International Future Problem Solving Championships.

4.2       Sandra Pooch and Laurence Ennor – Juniper Place Proposed Parking Restrictions

             Ms Sandra Pooch and Mr Laurence Ennor raised a number of points regarding the proposed parking restrictions in Juniper Place.  These included long term parking of commercial vehicles and congestion of driveways at school drop off and pick up times.  Clause 6 refers.

             The Fendalton/Waimairi Community Board thanked Ms Pooch and Mr Ennor for their deputations.

6.   Juniper Place Proposed P120 Parking Restriction for Board Approval

 

Staff Recommendations

That the Fendalton/Waimairi Community Board:

1.         Revoke all existing parking and stopping restrictions on Juniper Place.

2.         Approve that the stopping of vehicles be prohibited at any time on the south west side of
Juniper Place commencing at a point 290 metres north west of its intersection with
Roydvale Avenue, and extending in a clockwise direction around the cul de sac turning head, and terminating on the north east side of Juniper Place at a point 279 metres north west of its intersection with Roydvale Avenue.

3.         Approve that the stopping of vehicles be prohibited at any time on the south west side of
Juniper Place commencing at its intersection with Roydvale Avenue and extending in a north westerly direction for a distance of 10 metres.

4.         Approve that the stopping of vehicles be prohibited at any time on the north east side of
Juniper Place commencing at its intersection with Roydvale Avenue and extending in a north westerly direction for a distance of 10 metres.

5.         Approve that the parking of vehicles be restricted to a maximum period of three minutes on the north east side of Juniper Place, commencing at a point 130 metres north west of its intersection with Roydvale Avenue, and extending in a north westerly direction for a distance of 77 metres. This restriction is to apply from 8.15am to 9.15am and from 2.30pm to 3.30pm, on school days.

6.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the south west side of Juniper Place commencing at a point 10 metres north west of its intersection with Roydvale Avenue and extending in a north westerly direction for a distance of 280 metres. This restriction is to apply from Monday to Friday.

7.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the north east side of Juniper Place commencing at a point 10 metres north west of its intersection with Roydvale Avenue and extending in a north westerly direction for a distance of 120 metres. This restriction is to apply from Monday to Friday.

8.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the north east side of Juniper Place commencing at a point 207 metres north west of its intersection with Roydvale Avenue and extending in a north westerly direction for a distance of 72 metres. This restriction is to apply from Monday to Friday.

 

Board Consideration

 

When considering this matter, taking into account the issues raised by the deputations, the Board sought staff advice and decided that P120 parking restrictions be applied to the area of the P3 parking restrictions to reduce the instances of all day car parking in this area and allow this to be an effective drop off zone for Roydvale School.

This restriction is to apply from Monday to Friday.

Member Cartwright moved by way of amendment that the addition of the following be added to the staff recommendation:

9.         Approve that the parking of vehicles be restricted to a maximum period of 120 minutes on the north east side of Juniper Place, commencing at a point 130 metres north west of its intersection with Roydvale Avenue, and extending in a north westerly direction for a distance of 77 metres. This restriction is to apply from 9.15am to 2.30pm, Monday to Friday.

The amendment was seconded by Member Buck and on being put to the meeting was declared carried.

Note:  Staff advised that the P3 restrictions would take precedence over P120 at the appropriate stated times.

10.       That these restrictions be strictly enforced.

11.       That the Christchurch City Council School Travel Team contact Roydvale School to offer further assistance to attempt to alleviate the problems encountered by residents by parents picking up/dropping off students.

The Board also noted that Mr Wayne Anisy, Area Traffic Engineer was moving to a new position within the Traffic engineering team.  The Board wished that their thanks to Wayne for all his work to resolve a range of issues over the last few years be formally recorded.

1.         Approve a grant of $250 from its 2016/17 Discretionary Response Fund to David Petch towards participating in the 2016 New Zealand Youth Jazz Orchestra in the North Island from 21 to 31 July 2016.

2.         Approve a grant of $500 from its 2016/17 Discretionary Response Fund to Jared Van Vianen towards representing New Zealand at the Under 23 World Rowing Championships in Rotterdam from 21 to 28 August 2016.

3.         Approve a grant of $500 from its 2016/17 Discretionary Response Fund to Grace Shaw towards representing New Zealand at the Junior World Rowing Championships in Rotterdam from 21 to 28 August 2016.
