Victoria Andrews, resident of Akaroa, addressed the Board on a number of issues:

-          Reduction in pay of Banks Peninsula elected members by the Remuneration Authority

-          Akaroa Working Group

-          Preserving the historical character of Akaroa – trees being removed from The Gaiety grounds and Britomart Reserve fence chain not being replaced

-          Staff reports on seawalls and monitoring waste sites, as requested at earlier deputations, not forthcoming

 

Ms Andrews was thanked for her deputation.

4.2      Little River Wairewa Community Trust

 

The Board had received an apology from Mac Burch, Chairman of the Little River Wairewa Community Trust who was unable to attend the meeting to address the Board on the environmental and human welfare concerns posed by infestations of the wasp (Vespula germanica).

The Board had received an email from Mr Burch, which noted that wasps were less vulnerable at this time of year therefore a poisoning programme would have minimal impact.  He also noted that more time is required for the collation of data, but he believed that successful action against wasps would be dependent on long term funding for a well-resourced programme – that is, a regional pest management strategy.

Other members of the public present at the meeting to hear this item expressed an interest in taking action to reduce wasp numbers which appeared to be increasing significantly.

 

Part B

The Akaroa/Wairewa Community Board received the information regarding wasp infestations on Banks Peninsula, and suggested that in the first instance this issue be raised with the Banks Peninsula Pest Liaison Committee, and that other interested parties be involved, possibly through the next Environmental Forum, in working towards a resolution.

 

5.    Presentation of Petitions

5.1      Marie Haley, resident of Goughs Bay, presented a petition addressed to the New Zealand Transport Agency (NZTA) and the Christchurch City Council, regarding the dangers of travelling on the Christchurch-Akaroa Road (State Highway 75), particularly in regard to the section between Little River and Akaroa.  She said she would be presenting this petition to the NZTA and was asking the Board to support the petition and forward it to the Council.

            Ms Haley noted that this road has more traffic travelling on it than the Lewis Pass, yet it has only three very short ‘slow vehicle bays’ and many shoulders are not sealed.

            She noted that Banks Peninsula is under the jurisdiction of the Christchurch City Council and depends on the city as its service centre.  Many people travel Highway 75 for medical appointments, to hospitals, business support, work commitments and meetings, essential shopping, as well as sports, family and cultural events.  It can take residents 3-4 hours to make the 150-200km round trip, with necessary activities in the city this often equates to an 8-12 hour day.

            She highlighted that cruise ships have made Akaroa a major tourist port and there are now many more tourist buses and vans on the road.  Many rental vehicles take a day trip or overnight stay in Akaroa, these drivers are generally not used to the windy, steep, narrow and uneven nature of the road and routinely travel at 40-60km per hour.  This slow speed can frustrate residents who have time restrictions and already have long days of travel ahead or behind them.  With nowhere to pull over and no passing bays this can give rise to drivers taking great risks on the short straight sections of road.

            The petitioners were calling for a new culture of driver curtesy on their road and asking for signs on several sections of the road – e.g. “Cars behind you?  Please allow to pass”.  They asked that sealed shoulders be marked as pull over/photo points, and passing bays are sign posted well ahead of time with emphasis on allowing vehicles to pass.

 

            The Prayer of the 97 signatory petition reads:

            “We the undersigned wish to bring to your attention the dangers of Highway 75 with particular regard to the section between Little River and Akaroa. 

            We ask for signs on the road, sealed shoulders that are marked as pull over/photo points and passing bays that are well sign posted.”

The Board noted that a report on the future of Yew Cottage would be coming to the Board for its comment, however it had since come to the attention of Board members that a community group(s) may be interested in restoring and renting the building.

Staff were asked to investigate this further, so that any relevant information could be included in the upcoming report to the Board, and to encourage any interested community groups to make a deputation to the next Board meeting.
