Spreydon / Heathcote Community Board

Te Poari Hapori o Te Waimōkihi rāua ko Opāwaho

 

   Vision:

To be an active, visible, accessible, responsive, and imaginative Board that works with individuals and our communities for the common good.

 

Objectives:

 

1.  Te Poari Hapori o Te Waimōkihi rāua ko Opāwaho (the Spreydon/Heathcote Community Board) honours the Treaty, the partnership it represents by the Crown and Tangata whenua / Maori and its inherent commitment to loyally and cooperatively act reasonably in the utmost good faith with one another.

 

2.  Actively engage and partner with ward communities to advocate for the protection and promotion of social, economic, environmental, and cultural wellbeing.

 

3.  Encourage greater community participation and awareness of the heritage, ecological values, and recreational opportunities of the ward, which includes the Opāwaho/Heathcote River, Port Hills, parks, and reserves.

 

4.  Encourage the ward-wide participation of individuals and all communities, including majority and minority ethnicities, older and younger people, and people with disabilities in public and neighbourhood life.

 

5.  Promote and encourage participation in healthy lifestyles by providing opportunities for sport and recreational activities.

 

6.  Build safer, more robust communities by promoting and facilitating the development of positive neighbourhood identities and social connectedness.

 

7.  To practice and support partnership with the community, good governance, and participation in local body planning and processes.

Community Board Decision

The minutes of the Spreydon/Heathcote Community Board meeting held on Tuesday 3 May 2016 were confirmed, subject to an amendment to item 10.2 by the inclusion of a note that Member Tindall requested  that his vote against the resolution, be recorded.

4.   Deputations by Appointment

4.1       Canterbury Dwelling Settlement

Part B

Mr Jonathan Reid, Deputy Manager, Canterbury Dwelling Settlement, Earthquake Commission, addressed the Board on claims related to damage to drainage facilities on private land caused by the earthquakes. Mr Reid explained that the settlement model that has been adopted, acknowledges asymptomatic damage, that is, earthquake damage that may manifest at a later time.

The Commission is now implementing a ‘cash with care' programme to assess damage and settle both the backlog of claims and current claims.

The Chairperson thanked Mr Field for his deputation.

 


 

 

4.2       Lower Cashmere Residents’ Association

Part B

Sue Bye, Noel Collins and Guy Field of the Lower Cashmere Residents’ Association, addressed the Board regarding traffic and parking at the Barrington end of Rose Street. 

The Association representatives indicated that in the short term, the Association would like to see a reduction in the speed limit and the installation of no stopping restrictions at the intersections along Rose Street to aid visibility. Longer term, the Association would like to see the development of Rose Street included in the medium to long-term traffic management of the whole area. 

The Chairperson thanked Ms Bye, and Messrs Collins and Field  for their deputation.

 

5.   Presentation of Petitions

6.   Athelstan Street - Conversion of Bus Stop to No Stopping Restriction

 

The Board considered a report seeking approval to the installation of No Stopping restrictions in place of the now redundant bus stop adjacent to 8 Athelstan Street, the revocation of all stopping and parking restrictions on a south east area of Athelstan Street, and approving the prohibition of the stopping of vehicles at all times on an area of Athelstan Street.

 

 

 

Staff Recommendations

That the Spreydon/Heathcote Community Board:

1.         Approve that all stopping and parking restrictions on the south east side of Athelstan Street commencing at its intersection with Barrington Street and extending in a north easterly direction for a distance of 43 metres, be revoked.

2.         Approve that the stopping of vehicles be prohibited at all times on the south east side of Athelstan Street commencing at its intersection with Barrington Street and extending in a north easterly direction for a distance of 43 metres.

 

Board Consideration

The Board noted lack of a mobility accessible parking space in the vicinity of Whareora  House of Life and considered that a space should be installed in place of the bus stop that is no longer required.

Part C

That the Spreydon/Heathcote Community Board resolved to:

1.         Approve that all stopping and parking restrictions on the south east side of Athelstan Street commencing at its intersection with Barrington Street and extending in a north easterly direction for a distance of 43 metres, be revoked.

2.         Approve that the stopping of vehicles be prohibited at all times on the south east side of Athelstan Street commencing at its intersection with Barrington Street and extending in a north easterly direction for a distance of 37 metres.

3.         Approves that an on street mobility accessible car parking space at all times, be installed  on the south side of Athelstan Street at a distance of 37 metres from the intersection of Athelstan Street with Barrington Street and extending in a north easterly direction for a distance of six metres.

7.   Spreydon/Heathcote 2015/16 Discretionary Response Fund – Application -Kereru Sports and Cultural Club Incorporated

 

The Board considered a report for a grant of $1,500 to be made to the Kereru Sports and Cultural Club Incorporated.

1.         Make a grant of $1,500 from its 2015/16 Discretionary Response Fund to the Kereru Sports and Cultural Club Incorporated towards uniforms for its junior sports teams.

8.1       Draft Annual Plan Submission

Part C

The Spreydon/Heathcote Community Board resolved to retrospectively adopt the Spreydon/Heathcote Community Board's submission to the Christchurch City Council Draft Annual Plan 2016/17 lodged on 10 May 2016.

Members Scandrett and Clearwater withdrew from the meeting and took no part in the discussion or voting on this item.

8.2       Flooding Information Session

A Flooding Information Session is to be held on 24 May 2016 to update residents on The Land Drainage Recovery Programme.

The Board resolved to allocate $75 from its 2015/16 Communicating with the Community Fund for costs associated with the Flooding Information Session to be held on 24 May 2016.

9.2       Community Boards Flier

             A proposal to distribute a single page flier to inform residents about Community Boards was discussed.

That the Board recommends that the Council requests staff  to investigate the development of a single page flier about Christchurch Community Boards, which can be obtained in libraries and service centres, as well as posted out with rates notices and other messages from the Christchurch City Council.

2.   Consultation Calendar

1.1  Speed Limit Review - The Council is requesting feedback on proposed changes to speed limits on 31 streets. The Closing date for submissions is 21 June 2016.

3.   Funding Update

3.1       The monthly status update of the Board’s 2015/16 funding is attached for information.

4.   Public Transport (Bus Stop) Update

4.1       Staff have provided a summary of the work related to bus stops in the Spreydon/Heathcote Ward that has been completed or nearly completed during the 2015/16 financial year:

·    Installation of the Athelstan Street bus stop adjacent to the Barrington Health Centre Line markings still to go in.

·    Installation of bus stop shelters (with seating) at 16 Athelstan Street, 2 Halswell Road and 11 Whiteleigh Avenue.

·    Installation of bus stop seating) at 369 Selwyn Street, 1 McCarthy Street, 29 Lincoln Road and 174 Centaurus Street.

·    Accessibility improvements:

a.    Sealing the berm at nine bus stop locations.

b.    Relocation of bus stop pole and sign at three bus stop locations.

c.     Relocation of bus stop rubbish bins at three bus stop locations.

d.    Removal of an Orbiter bollard and replacement with a bus stop pole and sign.

e.    Installation of a mobility accessible car park at 8 Athelstan Street (Still to go in)

·    Installation of public transport real time information infrastructure:

a.               Real time information display on Wilsons Road (near St Martins Shopping Centre)

b.               Bus finders at 10 Halswell Road; 103 Hoon Hay Road; 215 Selwyn Street; 247 Selwyn Street; 295 Hoon Hay Road; 45 Howard Street; and 56 Whiteleigh Avenue.

 

  

 

 

5.   Community Governance Team Updates.

5.1       Local staff will provide updates on ward projects and activities.

I move that the public be excluded from the following parts of the proceedings of this meeting, namely items listed overleaf.

 

Reason for passing this resolution: good reason to withhold exists under section 7.

Specific grounds under section 48(1) for the passing of this resolution: Section 48(1)(a)

Section 48(4) of the Local Government Official Information and Meetings Act 1987 provides as follows:
