8.        Immediate Steps - Project Proposals for Approval

1.   Purpose of Report

1.1       The purpose of this report is to inform the Zone Committee on immediate steps project applications.

 

2.   Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee:

1.         Agree to fund all three projects as follows;

a.         Haley’s Stream (Outer Bays) - $9,478.60

b.         Head of Le Bons Bay (Outer Bays) - $9,890.00

c.         Living Springs (Whakaraupō) - $22,479.00

2.         Notes there is $37,014 of Immediate Steps funding that is currently not committed from a total allocation over five years of $500,000.

 

 

3.   Key Points

3.1       The zone committee has $100,000 of Immediate Steps funding a year for five years. Due to the delay in getting zone committees established (especially due to the Christchurch earthquakes) it was decided to extend the original five year programme by another year. The Immediate Steps Programme is now nearing the end of this additional year. Therefore, the Banks Peninsula zone committee has until the end of June 2016 to allocate the original $500,000 worth of Immediate Steps funds.

3.2       The total amount committed to projects to date is just over $361,138 leaving approximately $138,862 of IMS funds yet to allocate out of the original $500,000. Three projects proposals have been developed and are now presented for consideration (See Table 1). Together these will allocate another $41,848 (+$60,000 for the Wairewa Stream Stabilisation project still under development) and would leave $97,014 ($37,014) of the original $500,000.

(Outer Bays)

Fencing of this last section of stream will see the whole stream length on this landowner’s block protected. Good native bush regeneration on this block and owner committed to protecting the native biodiversity values.

Head of Le Bons Bay

(Outer Bays)

Landowners are exploring options to protect the stream and springs on their property. A fine balance between protection and production. Landowners already have a BPCT covenant (not connected with this section)

Living Springs (Lyttelton)

Living Springs Trust are planning the next phase of protecting the streams and springs on their property.

9.        CCC Wastewater Work Programme - Whakaraupō/Lyttelton Harbour Basin

1.   Purpose of Report

1.1       This report is to provide an update on the City Council’s wastewater work programme in the Whakaraupō/Lyttelton Harbour Basin, particularly the work to minimise wet weather overflows.

 

2.   Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee:

1.         Supports the work of the Christchurch City Council to minimise wet weather wastewater overflows to the Whakaraupō/Lyttelton Harbour

2.         Supports the Christchurch City Council in its efforts to remove treated wastewater discharges to the Whakaraupō/Lyttelton Harbour.

 

 

3.   Key Points

3.1       Mike Bourke, Planning Engineer, Christchurch City Council, will provide an update on the waste water work programme of the Council, with particular regard to Whakaraupō/Lyttelton Harbour Basin.

10.    Review of Progress on BPZC ZIP Chapter 2 Water Quality Recommendations

1.   Purpose of Report

1.1       The purpose of this report is to present to the zone committee the progress on achieving the BPZC ZIP Chapter 2 Water Quality recommendations.  The attached document (Attachment 1) should be considered as a draft and is for further discussion and review at the meeting.  Of most significance is the need to identify any further actions required of the zone committee to help further/achieve the recommendations.

 

2.   Staff Recommendations

That the Banks Peninsula Water Management Zone Joint Committee:

1.         Receive Attachment A as a fair and reasonable summary review of work completed to help achieve BPZC ZIP Chapter 2 Water Quality recommendations.

 

 

3.   Key Points

3.1       At the meeting on 22 April 2016 the zone committee started the process of reviewing progress on achieving the ZIP and ZIPA recommendations with a review of the Chapter 6 Te Roto o Wairewa ZIP recommendations. 

3.2       The purpose of reviewing progress on the recommendations is to assist the zone committee to gauge its specific contribution to fulfilling the recommendations, for reporting back to the community and the regional CWMS committee on progress, and for identifying priorities for future work.

3.3       The review process also allows the zone committee to consider the usefulness and appropriateness of the recommendations themselves.  This will provide valuable context and understanding for when the zone committee formally reviews the ZIP and ZIPA.

3.4       The other ZIP recommendations will be reviewed, chapter by chapter, at subsequent zone committee meetings.  ZIP chapters reviewed to date are Chapter 3 Water Quality, Chapter 6 Te Roto O Wairewa and Chapter 8 Climate Change.

C.    5 Year Outcome – Whakaraupō/Lyttelton

Current 5 Year Outcome reads:

Outcome 7: Whakaraupō/Lyttelton Harbour Catchment Management Plan

ECan, LPC, CCC, Te Hapū o Ngāti Wheke and TRoNT with Tangata Tiaki representation, will consult with other stakeholders and agree on an organisational and governance structure, and process, for developing a catchment management plan for Whakaraupō/Lyttelton Harbour.

Milestones

1.    Stocktake of existing traditional and scientific knowledge is completed by June 2016

2.    Harbour Catchment Management Plan is developed by December 2017

3.    Set up a community meeting/symposium by 2018.

4.    Research carried out on health of all fresh water and coastal wetlands by 2019.

5.    Set up a work programme with land owners to improve water quality in waterways feeding into wetlands by 2020.

12.    Zone Committee 5 Year Outcome Advocates

1.1       This report seeks to confirm to the Committee the role of an ‘outcome advocate’ with regards to the Banks Peninsula 5 Year Outcomes and Milestones.

3.   Key Points

 

Background

At the Banks Peninsula Water Management Zone Committee meeting of the 24 May 2016 the committee confirmed advocates for each of the 5 Year Outcomes.  There was a brief discussion as to what the role of an advocate could be.  There was general agreement that the advocate would be a ‘key point of contact’ for staff in the development and reporting of the integrated work plan. 

This paper attempts to provide more clarity to the Zone Committee with regards to the potential role of an ‘outcome advocate’.

Key Contact

It is intended that each advocate will be a ‘key point of contact’ for the relevant Environment Canterbury team member.  The advocate being available (at a time and frequency that is acceptable to each advocate) to liaise with staff to ensure that the various milestones that sit under each outcome are progressing to the satisfaction of the Zone Committee.

Governance Role

The advocate should not have to be burdened by too much detail regarding the various projects which make up the broader work programme.  The advocate is there to provide a connection for staff in terms of the Zone Committee’s direction and expectation, to test new ideas and concepts and obtain indicative feedback that sufficient progress is being made against the various milestones.

Community Interaction

The advocate may wish to be more involved in some aspects of the work programme, especially where it is appropriate for a Zone Committee input or presence around a community initiative or interaction.  Current members have extensive knowledge of the zone and the issue and also have a good number of relationships with various groups and organisations.  This knowledge and existing networks will help support the overall work programme by promoting the work we are doing through the integrated work programme and by bringing new information, issues and opportunities back to the Zone Committee. 

Updating the Zone Committee & Reporting

Having a designated advocate for each outcome will ensure that there is a strong link between the work programme, achieving the various milestones and keeping Zone Committee informed on progress.  It is intended that the advocate will be responsible for updating the Zone Committee against each individual outcome and how the milestones are progressing towards achieving the outcome.  Formal quarterly reporting on the 5 Year Outcomes will remain the responsibility of the Zone Manager however each advocate will be asked to provide feedback on a draft quarterly report before the final quarterly report is sent to the Zone Committee.

Meeting with staff

Each advocate will be required to meet with staff to discuss progress in relation to the work programme.  Staff will be required to keep the advocate updated on any new risks or opportunities that may arise from time to time.  It is recognised that each advocate is extremely busy and the structure of these meetings, their length and frequency will be agreed with each advocate at the outset.  Staff will continually look to ensure the right people are available to support the advocate at each of these meetings and where opportunities to combine meetings are possible staff will make these suggestions. 

Next Steps

Over the next month staff appointed to the various outcomes in the Christchurch West Melton & Banks Peninsula Zone Team will make contact with each of the six Zone Committee ‘Outcome Advocates’  to set up meetings with a view to providing updates as to the current progress of the integrated work programme and to start to plan the year ahead.
