28 Resolution to Include Supplementary Reports

1.       Background

1.1          Approval is sought to submit the following reports to the Council meeting on 26 May 2016:

34.   Mayor's Report: Request to transfer purposes of a Mayoral Earthquake Relief Fund grant received by YMCA Christchurch

1.2          The reason, in terms of section 46A(7) of the Local Government Official Information and Meetings Act 1987, why the reports were not included on the main agenda is that they were not available at the time the agenda was prepared.

1.3          It is appropriate that the Council receive the reports at the current meeting.

2.       Recommendation

That the reports be received and considered at the Council meeting on 26 May 2016.

1.   Purpose and Origin of Report

Purpose of Report

1.1       The purpose of this report is for the Council to consider a request from YMCA Christchurch that funds allocated from the Christchurch Earthquake Mayoral Relief Fund towards a Community Theatre be used to create a transitional theatre facility.

 

 

2.   Mayor’s Recommendations

That the Council:

1.         Approve the request from the YMCA Christchurch that the $200,000 grant from the Christchurch Mayoral Relief Fund towards a Community Theatre, be used to create a transitional theatre facility.

 

 

3.   Key Points

3.1       At its meeting of 27 August 2015 the Council approved a grant of $200,000 from the Christchurch Earthquake Mayoral Relief Fund to YMCA Christchurch.  The grant was to support the conversion of the upper floor of the YMCA stadium building in Hereford Street to a Community Theatre.  The theatre conversion formed part of the earthquake strengthening and repair of the stadium building.

3.2       The YMCA Christchurch Board of Trustees has since decided not to repair the Hereford Street building.  The current building will be demolished and a new building erected on the Hereford Street site.  The date for the demolition and rebuild has yet to be decided but is unlikely to be before 2020.  The new building will include a Community Theatre.

3.3       YMCA Christchurch are proposing to create a transitional theatre space within the current building.  This is in response to the delay in establishing the Community Theatre and the continued demand for small venue and performance spaces in the central city.  The transitional space will house dance studios, and include tiered and retractable seating, a sprung wooden floor, lighting and other technical equipment and theatre curtains. 

3.4       YMCA Christchurch have requested that they be able to use the grant towards the establishment of the Community Theatre for the “fit out” of the transitional theatre space.  It is intended that the seating, floor, lighting and curtains will be transferred to the Community Theatre once the new building is complete.

3.5       The transitional theatre will be available to community groups at low rental, and to other groups at market rents with a view to a sustainable business model.   Confirmed bookings for the transitional space include the Readers and Writers festival, Buskers festival events and Social Enterprise Forum.
