Project/Funding Report - Te Ora Hou

Mr Jono Campbell will speak on behalf of Te Ora Hou regarding their projects and funding for the 2015/16 grants year.

Project/Funding Report - Northgate Community Services Trust

Mrs Karen Watson will speak on behalf of Northgate Community Services Trust regarding their projects and funding for the 2015/16 grants year.

Request for Removal of Tree in Tisch Place

Ms Julie Brigg, resident, will speak to the Board regarding her request for the removal of a tree in Tisch Place.

Courtenay Street/Papanui Parallel Cycle Way

Ms Emma Twaddell will speak to the Board regarding the possible effects of the Papanui Parallel Cycle Way plan on Courtenay Street.

That the minutes of the Shirley/Papanui Community Board meeting held on Wednesday, 3 February 2016 be confirmed subject to the following amendments to Item 4.3 of Deputations:

·         Add a bullet point stating "Particular note was made of the loss of on-street parking outside the Catholic Church on Rutland Street.

·         Replace"Ms Herrick advised…" with "Ms Agnew advised…" in the second paragraph.

4.1       Positive Youth Development Scheme Report – Satori Hazlitt-Black

             Satori Hazlitt-Black reported back to the Board regarding his representation on the Canterbury West Coast Swimming Squad at the Victorian Age Group Swimming Championships held in Melbourne from 12 to 15 December 2015.

4.2       Project/Funding Report - Te Puna Oraka

             Anna Langley spoke on behalf of Te Puna Oraka regarding their projects and funding received for the 2015/16 grants year.

4.3       Project/Funding Report - Shirley Community Trust

             Jane Mitchell spoke on behalf of the Shirley Community Trust regarding their projects and funding received for the 2015/16 grants year.

4.4       Project/Funding Report - Neighbourhood Trust

             Ginny Larsen spoke on behalf of the Neighbourhood Trust regarding their projects and funding received for the 2015/16 grants year.

4.5       Shenley Drive Traffic Issues

             Anne Saunders and Sandra Jenkins spoke to the Board regarding traffic issues on Shenley Drive, Belfast and affirmed their support of a kerb build-out and no stopping restrictions.

6.1 Summary of Consultation Process for Kensington Avenue Bus Stop Location

 

Brenda O'Donoghue, Passenger Transport Engineer, Christchurch City Council, submitted a memorandum summarising the consultation process for the Kensington Avenue Bus Stop Location.

The Shirley/Papanui Community Board asked that St Francis of Assisi School be written to asking for their long-term intentions regarding their alleyway access off Kensington Avenue and whether they have any safety concerns.

6.2 Speeding Vehicles - Veitches Road

 

Gavin Hardy, a resident of Veitches Road, is requesting that the Board consider traffic calming measures, e.g. judder bars, along Veitches Road to reduce the speed of vehicles.

The Shirley/Papanui Community Board requested that staff investigate vehicle speeds on Veitches Road and report back to the Board.

6.3 Mitre 10 Construction Harewood Road

 

Cheryl Hogarth, a resident of Harewood, is requesting a deferment of the proposed rezoning to medium density housing in the Papanui ward until the Mitre 10 post-construction traffic flows are known.

The Shirley/Papanui Community Board requested that staff provide a report on the condition of both Matson Avenue and St James Avenue taking into account the potential increase in traffic due to the Mitre 10 development and noting the condition of the heritage street trees and roots and the earthquake damaged/raised manholes.

The Shirley/Papanui Community Board noted the information supplied regarding the Annual Plan Process and the Board's involvement in this during the Staff Briefing.

8.   Shenley Drive Proposed No Stopping Restrictions and Kerb Buildout

 

The Board considered a report seeking its approval of no stopping restrictions and kerb buildout on Shenley Drive.

 

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Approve the kerb extension on the north-east side of Shenley Drive be constructed at a point 106 metres east and then south-east of its intersection with Kimbrace Place in accordance with the layout shown on Attachment A.

2.         Resolve that the stopping of vehicles be prohibited at any time on the north-east side of Shenley Drive commencing at a point 86 metres east and then south-east of its intersection with Kimbrace Place and extending in a south-easterly direction for a distance of 26 metres.

3.         Resolve that the stopping of vehicles be prohibited at any time on the south-west side of Shenley Drive commencing at a point 131 metres east and then south-east of its intersection with Pentland Drive and extending in a south-easterly direction for a distance of 25 metres.

9.   Harewood Road Proposed No Stopping Restriction

 

The Board considered a report seeking its approval of "No Stopping" restrictions on Harewood Road.

 

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Revoke any and all parking or stopping restrictions on the south-west side of Harewood Road commencing at a point 81 metres south-east of its intersection with Marblewood Drive and extending in a south-easterly direction for a distance of 36.5 metres.

2.         Resolve that the stopping of vehicles be prohibited at any time on the south-west side of Harewood Road commencing at a point 81 metres south-east of its intersection with Marblewood Drive and extending in a south-easterly direction for a distance of 36.5 metres.

1.         To revoke any and all parking or stopping restrictions on the south-west side of Harewood Road commencing at a point 81 metres south-east of its intersection with Marblewood Drive and extending in a south-easterly direction for a distance of 36.5 metres.

2.         That the stopping of vehicles be prohibited at any time on the south-west side of Harewood Road commencing at a point 81 metres south-east of its intersection with Marblewood Drive and extending in a south-easterly direction for a distance of 36.5 metres.

10. Abberley Crescent No Stopping

 

The Board considered a report seeking its approval of "No Stopping" restrictions on Abberley Crescent.

 

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Resolve that the stopping of vehicles be prohibited at any time on the south side of Abberley Crescent commencing at a point 104 metres west of its intersection with Springfield Road and extending in a westerly direction for a distance of 15 metres.

2.         Resolve that the stopping of vehicles be prohibited at any time on the south-west side of Abberley Crescent commencing at a point 253.5 metres west and then north-west of its intersection with Springfield Road and extending in a north-westerly direction for a distance of 4.0 metres.

1.         That the stopping of vehicles be prohibited at any time on the south side of Abberley Crescent commencing at a point 104 metres west of its intersection with Springfield Road and extending in a westerly direction for a distance of 15 metres.

2.         That the stopping of vehicles be prohibited at any time on the south-west side of Abberley Crescent commencing at a point 253.5 metres west and then north-west of its intersection with Springfield Road and extending in a north-westerly direction for a distance of 4.0 metres.

The Board considered a report seeking its approval of "No Stopping" restrictions on Hoani Street.

1.         Resolve that the stopping of vehicles be prohibited at any time on the south-west side of Hoani Street commencing at a point 55 metres south-east of its intersection with Sails Street and extending in a south-easterly direction for a distance of 19.5 metres.

1.         That the stopping of vehicles be prohibited at any time on the south-west side of Hoani Street commencing at a point 55 metres south-east of its intersection with Sails Street and extending in a south-easterly direction for a distance of 19.5 metres.

12. Application to the Shirley/Papanui 2015/16 Youth Development Fund - Christchurch Boys' High School

 

The Board considered a report seeking its approval of an application for funding from the Christchurch Boys' High School on behalf of Sam Varley.

 

Staff Recommendations

That the Shirley/Papanui Community Board:

1.         Makes a grant of $300 from its 2015/16 Youth Development Fund to Christchurch Boys' High School towards the costs of Sam Varley to attend the China Study Tour to be held from 2 to 17 April 2016.

2.         This recommendation is in line with the recommendations for the other four students applying for funding for this event.

The Shirley/Papanui Community Board resolved:

1.         To make a grant of $300 from its 2015/16 Youth Development Fund to Christchurch Boys' High School towards the costs of Sam Varley attending the China Study Tour to be held from 2 to 17 April 2016.

Note: This recommendation is in line with the recommendations for the other four students applying for funding for this event.

13.1   Courtenay Street

 

 

 

Staff Recommendations

That the Board requests that staff provide a report on the future upgrade of Courtenay Street due to current traffic congestion and safety concerns due to the narrow width of the street and noting the roundabout upgrade at the intersection with Roosevelt Avenue, and the upgrade of the Trafalgar/Courtenay intersection.

The Community Board Adviser will ascertain the process and possible time lines for the opening of the time capsule retrieved when the original St Albans Community Centre was demolished.

 

13.4   Medium Density Rezoning Drop-In Session

 

The Community Board Adviser will arrange a workshop for Board members prior to the Board meeting of 16 March 2016 in order to consider a submission.

3.2       Annual Plan and Amended Long Term Plan - Change to date

The Council meeting to adopt these plans has been delayed to allow for adjustment to the process.  Council will now adopt the Annual Plan at its meeting of 21 March. Consultation will run from 6 April to 10 May (a shorter period than initially planned).

3.3       Speed Limit Reviews

The list of roads to be considered, as agreed to at the Board workshop on Wednesday 24 February has been forwarded to the Senior Traffic Engineer.

3.4       Proposal for Residential Medium Density Zoning

Submissions on this District Plan proposal close on Tuesday 22 March. The submission prepared by the Board at the workshop on Wednesday 24 February will come to the 16 March Board meeting for endorsement.

3.5       St Albans Community Centre Time Capsule

Advice has been received from Maria Adamski (Asset Officer Greenspace, Buildings & Heritage) regarding any opening of the St Albans time capsule. Information on the protocols involved and the need for conservation was circulated to Board members at the last meeting and Maria will come to the Board to give a briefing should the Board wish to proceed with the opening of the time capsule. The Foundation Stone from the original building is also in storage and could be reused in the new building. The Board may also wish to commission a Foundation Stone for the new building.

10.  Question Under Standing Orders

 

Any member of the local authority may at any meeting of the local authority at the appointed time, put a question to the Chairperson, or through the Chairperson of the local authority to the Chairperson of any standing or special committee, or to any officer of the local authority concerning any matter relevant to the role or functions of the local authority concerning any matter that does not appear on the agenda, nor arises from any committee report or recommendation submitted to that meeting.
